PRESENTATION OF THE ORGANIZATION
SOLIDARITES INTERNATIONAL (SI) is an international humanitarian NGO which, for more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their vital needs for food, water, and shelter. Particularly involved in the fight against diseases linked to unsafe water, the first cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in around twenty countries, SI's teams - 2000 people in total made up of expatriates, national staff, permanent staff at headquarters, and a few volunteers - work with professionalism and commitment while respecting cultures.

DESCRIPTION OF THE POSITION
Goal / Purpose:
Under the direct supervision of the HP Team Leader and the overall management of the Emergency WASH PM, the HP Officer will implement, monitor, and report SI’s emergency hygiene promotion program. This will include but not be limited to awareness-raising campaigns, vector control activities, formation of hygiene committees, waste management, distribution of WASH NFIs, including targeting. The candidate will ensure that Solidarities International technical recommendations and procedures are followed.
He/she will comply with the core humanitarian principles of neutrality, impartiality, humanity, and independence as well as with the principles and mandate of Solidarities International at all times.
List of main tasks:
- Implementation and supervision of hygiene promotion activities
- Under the supervision of the HP Team Leader, take part in logistical and administrative organization and the planning and preparation of activities.
- Produce technical files (BoQs, Scope of work, vulnerability criteria, distribution list, etc.) according to the identified needs, standards, and available resources.
- Ensure the construction and/or the maintenance of construction works using Solidarities International tools (in particular) and according to Solidarities International internal rules.
- Take part in the identification of sites where work is to be carried out
- Carry out technical assessments of identified sites and make recommendations for appropriate tailored interventions
- Train daily workers and other hired skilled laborers
- Allocate tasks and supervise the on-site workforce according to instructions given by the HP Team Leader.
- Carry out work according to technical guidelines and estimates
- Provide the HP Team Leader with requests regarding material, tools, or service needs on a regular basis according to the needs.
- Produce with the supplier the Quality and Quantity check at the end of each work in order to release payment using SI’s internal tools
- Supervise contractors and engage with communities, and ensure the best use of available resources
- Organize, plan, and supervise community participation
- Manage the supply of worksite materials as instructed by the HP team Leader by collaborating with the logistics department
- Report to the HP team Leader or in absence; to the WASH Program Manager on the state of ‘Field’ stock on his/her sites.
- Take part in the evaluation of the technical competence of contractors.
- Establish safety and security measures for each activity and ensure that these rules are respected by the workforce under his/her supervision and by the population
- Provide training to all relevant beneficiaries (health facility workers, daily laborers, beneficiaries) to ensure the safe and PROFILE FORSAKEN.
Reporting/communication/representation:
- Keep his/her monitoring tools and files archived in the Solidarities office, accessible to his/her HP team Leader and or WASH Program Manager.
- Take part in the drafting of project progress reports under the supervision of the HP team Leader.
- Take part in seminars and workshops related to the carrying-out of activities and to project objectives when requested by the HP team Leader or WASH Program Manager.
- Report to the HP team Leader the progress of the activities he/she is in charge of according to Solidarities International reporting template.
- Report back all information or problems linked to his/her activity, Solidarities programs or safety issues.
- Listen to and coordinate with the local population and authorities in order to identify any needs, complaints, or major events which could affect the activities of Solidarities.
- Analyze the humanitarian situation by taking into account protection issues/Do No Harm to the population.
- Take part in lessons learned workshops and other program evaluation activities.
- Represent Solidarities International at local and construction site level when requested by the HP Team Leader.

Education and experience
- Bachelors in engineering, Public Health, or a related field from an accredited academic institution.
- At least 1 year experience in a similar position, for INGO sector.
- Roving/Flying experience would be a key asset.
- Previous experience providing rapid emergency response hygiene promotion services as part of a rapid response task force.
- Proven previous experience providing WASH response to cholera outbreaks.
- Proven previous experience providing WASH response for IDPs in collective sites as a response to early-onset emergencies in conflict areas or natural disasters.
- Proven previous experience in hygiene promotion, including distribution of NFIs and targeting, and integration of protection, health, menstrual hygiene management in hygiene promotion.
- Proven previous experience in rapid needs assessments, baseline surveys, and security assessments.
- Proven previous experience in unstable environment (conflict / post-conflict country).
- Experience in working in a tense security context with strict security rules.
- Experience in remote project management would be an asset.
- Experience in team management.
- Experience in delivering training and capacity building of staff.
