PURPOSE OF DIVISION:
The Health Department collaborates with country program teams to identify, plan, implement, monitor, and evaluate life-saving and development programs in partnership with local, national, and international organizations.
The main goal of the health department is to save and enhance the lives of the targeted beneficiaries and contribute to reducing morbidity and mortality in the Yemeni community. This is achieved by supporting the Ministry of Health in providing essential primary, secondary, and tertiary health services, as well as other emergency health services. The focus is on prioritizing the most vulnerable groups, in collaboration with international donors, I/NGOs, UN agencies, and other health and nutrition stakeholders.
JOB PURPOSE:
The Health Project Officer will play an important role in managing various health project interventions and providing technical support to ensure that project goals are met. The officer will directly supervise health project interventions at the field level, implement action plans, and monitor health workers at health facilities. He/ She will also be responsible for preparing monthly reports and conducting frequent field visits to ensure the quality of health services in the targeted health facilities. In addition, the officer will continually assess current health needs and help develop programs to secure funding for new projects from various donors. He/ She will work closely with colleagues across the country team and coordinate with the WASH Department to integrate interventions in targeted areas. Moreover, the officer will coordinate with local authorities and key partners to ensure the smooth implementation of program activities for the IRY projects.
KEY ACCOUNTABILITIES
Job Responsibilities:
Project Management and Implementation
- • Oversee health project implementation, ensuring alignment with goals, outcomes, and project indicators.
- • Coordinate with stakeholders, including local authorities and health offices, at various levels.
- • Facilitate and coordinate training for health workers in the governorate.
- • Collect and analyze project data, adhering to MOPHP and health cluster database requirements.
- • Conduct regular field visits to supervise health workers and daily operations.
- • Prepare and submit high-quality narrative and quantitative reports as required.
- • Identify supply needs, coordinating with procurement for timely delivery.
- • Develop and implement distribution plans for project supplies.
- • Document success stories and ensure comprehensive project documentation.
- • Archive all project-related documents and meeting minutes.
- • Actively participate in health sub-cluster meetings and relevant forums.
Technical management and Support
- • Provide technical support and management for health workers, including monitoring daily attendance.
- • Support and coordinate daily activities, submitting reports with documentation.
- • Address and resolve field challenges, maintaining open communication with management.
- • Prepare and submit weekly and monthly action plans.
- • Arrange training courses, orientations, and inductions.
Administrative and Operational Tasks
- • Manage staff expenses and ensure the validity of their documents, submitting them timely for payments.
- • Assist logistical and financial departments with procurement and payments.
- • Coordinate delivery of program-supported items to health centers.
- • Perform additional tasks as assigned by the supervisor.
PERSON SPECIFICATION
A) EDUCATION/TRAINING
Required:
- • Bachelor's degree in medicine, Health-related qualifications, or equivalent with professional experience in implementing health response programs, preferably in a conflict setting.
B) EXPERIENCE
Required:
- • At least 3 to 4 years of proven experience in health project design, planning, implementing, and evaluating health humanitarian programs in an emergency/relief context.
C) Competencies
Skills and Knowledge:
- • Sound knowledge of the Ministry of Public Health, as well as national and international protocols and guidelines.
- • Proven experience working with NGOs, preferably INGOs, particularly in emergency response programming.
- • Good knowledge of key donor regulations and strong report writing skills.
- • Sound knowledge and experience in primary and secondary health care services.
- • Ability to represent, liaise, and negotiate at various levels (national, provincial, and local) with NGOs/INGOs, donors, and government entities.
- • Initiative-taking individual who can work without close supervision.
- • Proven track record of working with integrated projects (FSL, WASH, and Nutrition).
- • Excellent interpersonal and representative skills (written, oral, cross-cultural).
- • Ability to take initiative to handle challenges encountered in daily work and conduct tasks in a professional manner.
- • Politically and culturally sensitive, demonstrating qualities of patience, tact, and diplomacy.
- • Flexible and highly motivated; able to handle pressure well, work effectively in diverse environments, and relate to people from different cultural backgrounds.
- • Works collaboratively with team members to achieve results.
- • Excellent verbal and written communication and relationship-building skills.
- • Strong proficiency in Microsoft Office Suite (MS Word, MS Excel, PowerPoint, Microsoft Teams).
- • Good knowledge of written and spoken English.

This position is located in Taiz – Al-Turbah city with frequent visits for IRY supported field sites (70% of work time at the field).
