About the Rapid Response Unit (RRU)

The Rapid Response Unit (RRU) is a strategic unit established to support the implementation of the Prime Minister’s program. The RRU aims to enable the execution of priority reforms, programs, and interventions of the highest urgency when existing institutions are unable to deliver them within the timeframes and constraints dictated by the Prime Minister’s program and directives.

Purpose of the Position:

The Economist will provide expert economic analysis and advice to support the RRU’s initiatives. This role involves conducting economic research, analyzing data, and providing insights that will guide policy development and implementation of strategic reforms.

Key Responsibilities:

1.    Economic Analysis and Research:

• Conduct in-depth economic research on various issues pertinent to the RRU’s mandate, including macroeconomic trends, fiscal policy, public finance, and sector-specific economic conditions.
• Develop and maintain economic models to analyze and forecast economic indicators and trends.
• Analyze the impact of global economic changes and geopolitical events on the local economy.

2.    Policy Development Support:

• Develop economic models to forecast the impact of proposed reforms and initiatives on the economy.
• Conduct cost-benefit analyses and economic impact assessments of proposed policies and programs.
• Draft policy briefs, economic reports, and recommendations based on research findings for the Prime Minister’s office.

3.    Monitoring and Evaluation:

• Develop indicators and frameworks to monitor the economic impact of implemented policies and programs.
• Conduct periodic evaluations of ongoing initiatives to assess their economic effectiveness and provide recommendations for improvements.
• Track and report on key economic performance indicators relevant to the RRU’s projects.

4.    Stakeholder Engagement:

• Collaborate with government departments, international organizations, NGOs, and other stakeholders to gather data, share findings, and align on economic policy approaches.
• Represent the RRU in economic discussions, conferences, and forums, presenting research findings and policy recommendations.
• Engage with local and international economists to ensure the RRU's policies are informed by current economic theories and practices.

5.    Capacity Building:

• Provide training and guidance to RRU staff and partners on economic analysis, policy evaluation techniques, and the use of economic data in decision-making.
• Develop and disseminate best practices in economic research, analysis, and policy formulation.
• Mentor junior economists and analysts within the RRU to build internal capacity.

6.    Reporting and Communication:

• Prepare detailed economic reports, policy papers, and presentations for senior management and stakeholders.
• Ensure that economic findings and recommendations are communicated clearly and effectively to non-economists.
• Develop infographics and data visualizations to illustrate complex economic concepts and trends.

7.    Ad Hoc Analysis:

• Conduct rapid economic assessments in response to emerging issues, crises, or directives from the Managing Director.
• Provide real-time economic analysis and recommendations during emergencies to inform the RRU’s response strategies.
• Support the development of emergency economic policies to mitigate the impact of crises on the local economy.

8.    Data Management:

• Oversee the collection, validation, and management of economic data to ensure accuracy and reliability.
• Establish and maintain databases of economic indicators, research findings, and policy impacts.
• Implement data quality control measures to ensure the integrity of the RRU’s economic data.

9.    Review and Feedback on International Reports:

• Review and analyze economic reports and papers published on Yemen by international organizations (e.g., World Bank, IMF, UN).
• Summarize key findings and provide feedback to the Managing Director, highlighting implications for the RRU’s strategies and policies.

10.    Microeconomic Analysis:

• Conduct microeconomic analysis focusing on individual sectors, businesses, and household economics.
• Assess the economic impact of local policies and reforms on small and medium-sized enterprises (SMEs) and local markets.
• Analyze labor market trends, income distribution, and consumption patterns to inform targeted economic interventions.

Required Qualifications:

• Education: Master’s degree or PhD in Economics, Public Policy, Development Economics, or a related field.

Experience:

• At least 5 years of professional experience in economic research and analysis, preferably within a government, international organization, or policy-focused setting.
• Proven track record of developing and implementing economic policies and programs.

Skills:

• Strong analytical and quantitative skills, with proficiency in statistical software (e.g., STATA, R, SAS).
• Excellent written and verbal communication skills in both Arabic and English.
• Ability to translate complex economic concepts into practical policy recommendations.

وحدة الاستجابة السريعة هي إحدى الوحدات الإستراتيجية التي أُنشأت بهدف دعم تنفيذ برنامج رئيس الوزراء. وتهدف الوحدة إلى تمكين تنفيذ سياسات الإصلاحات والتدخلات ذات الأولوية والأكثر إلحاحاً لمساعدة المؤسسات القائمة على تنفيذها ضمن الإطار الزمني والمتطلبات التي يحددها برنامج رئيس الوزراء ووفق توجيهاته.

الغرض من الوظيفة: 

سيقدم الخبير الاقتصادي تحليلًا اقتصاديًا دقيقا ونصائح لدعم مبادرات وحدة الاستجابة السريعة. تشمل هذه الوظيفة إجراء الأبحاث الاقتصادية، وتحليل البيانات، وتقديم رؤى ستوجه تطوير السياسات وتنفيذ الإصلاحات الاستراتيجية.

المسؤوليات الرئيسية:   

1. البحث والتحليل الاقتصادي:

-    إجراء بحوث اقتصادية معمقة حول مختلف القضايا ذات الصلة باختصاصات الوحدة، بما في ذلك الاتجاهات الاقتصادية الكلية، السياسة المالية، المالية العامة، والظروف الاقتصادية الخاصة بالقطاعات.
-    تطوير وصيانة نماذج اقتصادية لتحليل وتوقع المؤشرات والاتجاهات الاقتصادية.
-    تحليل تأثير التغيرات الاقتصادية العالمية والأحداث الجيوسياسية على الاقتصاد المحلي.

2. دعم تطوير السياسات:

-    تطوير نماذج اقتصادية لتوقع تأثير الإصلاحات والمبادرات المقترحة على الاقتصاد.
-    إجراء تحليلات تكاليف وفوائد وتقييمات الأثر الاقتصادي للسياسات والبرامج المقترحة.
-    صياغة ملخصات سياسات وتقارير اقتصادية وتوصيات بناءً على نتائج البحث لمكتب رئيس الوزراء.

3. المراقبة والتقييم:

-    تطوير مؤشرات وأطر لرصد الأثر الاقتصادي للسياسات والبرامج التي تم تنفيذها.
-    إجراء تقييمات دورية للمبادرات الحالية لتقييم فعاليتها الاقتصادية وتقديم توصيات للتحسين.
-    تتبع وإعداد تقارير حول مؤشرات الأداء الاقتصادي الرئيسية ذات الصلة بالمشاريع ضمن مسؤوليات وحدة الاستجابة السريعة.

4. التفاعل مع الأطراف المعنية:

-    التعاون مع الجهات الحكومية، والمنظمات الدولية، والمنظمات غير الحكومية، والأطراف المعنية الأخرى لجمع البيانات، ومشاركة النتائج، والتوافق على نهج السياسات الاقتصادية.
-    تمثيل وحدة الاستجابة السريعة في المناقشات الاقتصادية، والمؤتمرات، والمنتديات، وعرض نتائج البحث وتوصيات السياسات.
-    التفاعل مع الاقتصاديين المحليين والدوليين لضمان أن سياسات الوحدة تستند إلى النظريات والممارسات الاقتصادية الحالية.

5. بناء القدرات:

-    تقديم التدريب والإرشاد لموظفي وحدة الاستجابة السريعة والشركاء في تحليل الاقتصاد، تقنيات تقييم السياسات، واستخدام البيانات الاقتصادية في اتخاذ القرارات.
-    تطوير ونشر أفضل الممارسات في البحث الاقتصادي، التحليل، وصياغة السياسات.
-    تقديم الإرشاد الاقتصادي للخبراء والمحللين المبتدئين ضمن وحدة الاستجابة السريعة الاقتصادي لبناء القدرات الداخلية.

6. التقارير والاتصالات:

-    إعداد تقارير اقتصادية مفصلة، أوراق سياسات، وعروض تقديمية للإدارة العليا والمستفيدين.
-    التأكد من أن النتائج والتوصيات الاقتصادية تُنقل بوضوح وفعالية لغير الاقتصاديين.
-    تطوير الرسوم البيانية والتصورات البيانية لتوضيح المفاهيم الاقتصادية المعقدة والاتجاهات.

7. التحليل عند الطلب:

-    إجراء تقييمات اقتصادية سريعة استجابةً للقضايا الناشئة، الأزمات، أو التوجيهات من المدير التنفيذي.
-    تقديم تحليلات اقتصادية وتوصيات في الوقت الفعلي خلال الطوارئ لإعلام استراتيجيات الاستجابة لوحدة الاستجابة السريعة.
-    دعم تطوير السياسات الاقتصادية الطارئة لتخفيف تأثير الأزمات على الاقتصاد المحلي.

8. إدارة البيانات:

-    الإشراف على جمع، التحقق من، وإدارة البيانات الاقتصادية لضمان الدقة والموثوقية.
-    إنشاء وصيانة قواعد بيانات لمؤشرات الاقتصاد، نتائج البحث، وتأثيرات السياسات.
-    تنفيذ تدابير مراقبة جودة البيانات لضمان نزاهة البيانات الاقتصادية لوحدة الاستجابة السريعة.

9. مراجعة وتقديم الملاحظات على التقارير الدولية:

-    مراجعة وتحليل التقارير الاقتصادية والأبحاث المنشورة عن اليمن من قبل المنظمات الدولية (مثل البنك الدولي، صندوق النقد الدولي، الأمم المتحدة).
-    تلخيص النتائج الرئيسية وتقديم الملاحظات للمدير التنفيذي، مع تسليط الضوء على التداعيات على استراتيجيات وسياسات وحدة الاستجابة السريعة.

10. التحليل الميكرو اقتصادي:

-    إجراء تحليل ميكرو اقتصادي يركز على القطاعات الفردية، الأعمال التجارية، واقتصاد الأسرة.
-    تقييم التأثير الاقتصادي للسياسات المحلية والإصلاحات على الشركات الصغيرة والمتوسطة والأسواق المحلية.
-    تحليل اتجاهات سوق العمل، توزيع الدخل، وأنماط الاستهلاك لإبلاغ التدخلات الاقتصادية المستهدفة.

المؤهلات المطلوبة:
التعليم:

 درجة الماجستير أو الدكتوراه في الاقتصاد، السياسات العامة، اقتصاد التنمية، أو مجال ذي صلة.

الخبرة:

-    خبرة مهنية لا تقل عن 5 سنوات في البحث والتحليل الاقتصادي، ويفضل أن تكون ضمن حكومة، منظمة دولية، أو بيئة تركز على السياسات.
-    سجل حافل في تطوير وتنفيذ السياسات والبرامج الاقتصادية.

المهارات:

-    مهارات تحليلية وكمية قوية، مع إتقان في البرمجيات الإحصائية (مثل STATA، R، SAS).
-    مهارات اتصال مكتوبة وشفوية ممتازة باللغتين العربية والإنجليزية.
-    القدرة على تحويل المفاهيم الاقتصادية المعقدة إلى توصيات سياسة عملية.

الكفاءات المطلوبة:

-    مهارات التفكير الاستراتيجي وحل المشكلات.
-    قدرات قوية في التنظيم وإدارة المشاريع.
-    القدرة على العمل بشكل مستقل وكجزء من فريق متعدد التخصصات.
-    إلمام بالسياق الاقتصادي والسياسي لليمن والمنطقة.
