Pharmaceutical Officer

Length of Time: Until 31st October 2021 (with possible extension)  
Location: Aden, Yemen with frequent travel to field locations (Mokha, Dhubab, Khowkha and other FHI 360 operational locations

FHI 360 has been responding to the humanitarian crisis in southern Yemen and along the Western Coast since 2018. Through an integrated health, nutrition, and WASH program, FHI 360 works in Aden, Taiz, and Hudaydah governorates. FHI 360 supports static and mobile health facilities, including rehabilitation, technical support and staff training, and provision of supplies.   FHI 360 also works at the community level through   Community Health Volunteer and water rehabilitation components to reach additional populations. Furthermore, since January 2020, FHI 360 has served as the NGO co-lead for the Aden Sub-Health Cluster. With a country office in Aden and a field office in Al Mokha, FHI 360 has a staff of over 40 national and expatriate staff. 

POSITION OVERVIEW  
Under supervision of the Health and Nutrition Coordinator, the Pharmaceutical Officer is responsible for supporting pharmaceutical and other medical commodity and equipment technical standards for all start-up and continuing health activities in FHI 360 operational areas. S/He will be responsible for and ensure that program implementation adheres to appropriate international and national (Yemen Ministry of Health/ Supreme Drug Authority) technical standards and guidelines are technically sound. 

KEY RESPONSIBILITIES AND DELIVERABLES

The tasks listed below are representative of the nature and level of work assigned and are not necessarily all-inclusive.

  • Ensure pharmaceutical and medical commodity services are implemented according to internationally accepted standards and/or relevant Ministry of Health
  • Participate as a technical officer in needs assessment missions. 
  • Provide oversight for the initial orders of drugs and medical/surgical supplies
  • Establish/utilize standardized data collection tools and train staff on accurate data collection to track distribution/tracking/consumption
  • Collect and analyze consumption data to adjust project objectives/plan additional specialized responses (rational drug use, FIFO protocols, etc)
  • Prepare bidding files and manages the tender procedure for medicines with suppliers in accordance with the procurement procedure. 
  • Work with logistics/finance to ensure regular and adequate drug and medical supplies to avoid stockouts
  • Ensure that the purchasing of all drug commodities follow the proper legislations and regulations.
  • Track the deliveries of all POs issued and conducts a regular follow up with logistics/procurement regarding incomplete deliveries or drugs shortages. 
  • Provide regular updates follow up on inventory of medical and non-medical items supported by the project in collaboration with the Pharmaceutical assistant officer. 
  • Build the capacity of national staff through proper coaching and training.
  • Prepare weekly, monthly, and annual drug consumption report.
  • Spend 50% of time and effort in the field for monitoring and provision of technical support to the team. 
  • Monitor key performance areas of health facility staff and put in place an improvement plan when necessary, in collaboration with the DHO/GHO and/or facility manager. 
  • Coordinate with DHO/UNICEF/WFP on health or / and nutrition supplies needed at the facility.
  • Attend any internal/external meetings assigned by supervisor.
  • Any other tasks assigned by the Health and Nutrition Coordinator. 

APPLIED KNOWLEDGE & SKILLS:

  • Clear communication and reporting skills, in English and Arabic (both oral and written)
  • Sound understanding of gender mainstreaming, monitoring and evaluation and project cycle management
  • Extremely flexible and can cope with stressful situations and frustrations
  • Creativity and the ability to work with limited resources.
  • Ability to analyze complex information and provide recommendations
  • Ability to work with external agencies including governmental and international agencies. 
  • Ability to work independently and to be proactive

DESIRED QUALIFICATIONS AND EXPERIENCE 

  • University degree in pharmacy or related field.
  • At least 3 years of experience working with the Yemen Ministry of Health (MOPHP), a health facility or pharmacy, a U.N. Agency (WHO, UNICEF, OCHA) or an non-governmental organization is required. 
  • Good understanding of the UN Cluster System; international and national minimum standards of services in humanitarian settings
  • Use of computer software (Word, Excel, Outlook, etc.)
