TITLE: Al Dhale’e Health, Nutrition, and WASH Knowledge, Practice and Coverage survey questionnaire

SUMMARY: Medair in Yemen is looking to engage the services of two translators for conducting a) an English to colloquial Yemeni Arabic translation of its KPC questionnaire, and b) a colloquial Yemeni Arabic to English back translation. Following completion of both translations, comparisons will be made to ensure clarity in the Arabic translation. Applicants are expected to have formal training in translation and/or significant proven experience as a translator between English and Arabic languages. There are no travel requirements for this consultancy, nor is there need for residency in Yemen.

BACKGROUND:

The consequences of Yemen’s conflict include the destruction of basic infrastructure, disruption of lifesaving essential services, major displacement, and loss of lives and livelihoods. The Yemeni economy is on the verge of collapse and has contracted by about 50 percent since conflict escalated in March 2015. Employment and income opportunities have significantly diminished.

Yemen currently has the highest number of people in need of humanitarian assistance of any country in the world, with almost 24 million people in need of humanitarian assistance. This is an increase on last year, and 2023 predictions are set to increase again.

Medair has completed three rounds of programming to roll out an integrated lifesaving intervention in Al Dhale’e governorate to reduce morbidity and mortality of vulnerable and conflict-affected communities. Medair is currently applying for a further round of BHA funding and has ongoing funding via SDC and DRA in Al Dhale’e governorate. Medair is responding to the humanitarian needs of vulnerable populations through an integrated health, nutrition and WASH response targeting vulnerable persons in selected districts, though these have changed with each round of proposals.

Basic maternal and child preventive and curative health and nutrition services are provided to deliver a comprehensive Minimum Service Package, targeting Primary Health Care Facilities with outreach activities in secondary and tertiary level areas. WASH activities form an integrated part of the approach addressing unsafe water, poor hygiene, and diarrhoea’s aggravating effect on malnutrition. WASH infrastructure at supported health facilities has been improved to reduce the risk of disease transmission.

Medair strives to protect beneficiaries in all projects, upholding the ‘Do No Harm’ principle. The project design includes gender and protection mainstreaming components and a demonstrated accountability to the affected population.

 

ROLE AND OUTPUTS

The first translator candidate will be expected to translate the pre-drafted questionnaire from English to colloquial Yemeni Arabic. It is expected that this will take one to one and a half days to complete. The second translator will subsequently be expected to back-translate the survey from Yemeni colloquial Arabic to English. This is also expected to take no more than one to one and a half days to complete. The first translator will then identify any differences between the original and translated English versions that may affect interpretation. The second translator will then resolve the issues in the Arabic translation to clearly reflect the intention of the respective questions.

Due to the timing of the survey, the translation work should take place during the week 5th February 2023. The following timeline shows where the translation sits within the survey’s overall timeline

2. Translator 2: Back translation from colloquial Yemeni Arabic to English and submission to Medair

(Tuesday 7th February – Wednesday 8th February)

3. Translator 1: Identification of differences between translated Arabic version and original English and submission to Medair

(Thursday 9th February)

4. Translator 2: Resolution of identified differences in Arabic version and submission to Medair

(Thursday 9th February)

 

TRANSLATORS’ RESPONSIBILITIES

The translators will be responsible for:

  • Delivering the respective translations within the specified timeframe
  • Acknowledging all material translated as owned by Medair and seek approval from Medair for any use outside of the ToR.
  • Signing and abiding by Medair’s Data Protection Policy.
  • Providing proof of registration and/or accreditation as a translator. Or evidence of equivalent experience.

TERMS OF PAYMENT

A fee will be paid into a bank account designated by the translator on the successful completion of the work.

INFORMATION ON THE 2023 SURVEY

SURVEY PURPOSE

The Knowledge, Practice and Coverage (KPC) baseline and endline household survey will measure standardized health, nutrition, and WASH indicators for Yemeni populations in the Medair-supported project areas. The survey will provide robust endline and baseline data that will inform Medair and donors on progress made over the life of the project, current conditions, and access to services of the target population and provide a strong evidence base for proposed future programming.
