Read foundation is an international Non-profit organization, registered in UK in 1994, with aim of contributing to alleviating the sufferance of the population. READ Foundation Yemen (RFY) established its operations in Yemen late July 2020. Since its establishment, RFY has assisted the affected population with lifesaving interventions in different governorates.

Job Purpose:

The main purpose of this role is to work with and provide support to the members of the Programme Team in the development, planning, implementation and administration of the programme to ensure smooth programme implementation in line with READ Foundation – Yemen (RFY ) rules and regulations.

Duties and Responsibilities

Programme Management  Support / assistance:

  • Work with Project Officer, preparing documentation for projects, such as work plans, budgets, updates, briefings, reports following up and programme projects initiation and implementation arrangements) 
  • Gather/compile data, information of the project with support of MEAL Officer, conduct need assessments, baselines survey, field visits for preparation of documents, guidelines, reports and other material as required. 
  • In collaboration with Project officer and program team, identify project beneficiaries, cross-check with clusters to avoid duplication, maintain beneficiary database and profile.
  • Closely work with the beneficiaries under Vocational Training and Income generation, follow-up training, providing kits/tools, technical assistance, communication and market access support.
  • Pay regular field visits, plan and supervise Volunteer’s works in the field, provide necessary support.
  • Under the guidance of the line managers prepare power-point and other presentations for the programme unit.
  • Assist the programme teams for documentation, procurement of goods/services, and support contract tracking. 
  • Provide assistance on project reports, writing case story, new proposals / concept notes when required.
  • Fully engage in project planning and implementation from the beginning up to the end of the project, identify and raise any issues and concern to Project officer/HoP for immediate actions. 
  • Plan and work with Media Assistant to fulfil media requirement of the project timely. 
  • Provide briefing / updates and Reports to the line manager on regular basis 

 Financial assistance:  

  • Regularly check activity and budget plans, implement activities as plan; make budget check for requisitions; raise PRs, follow-up with logistic and procurement team, check POs and vouchers and ensure full allocated budget are utilized for each activities to avoid over/underspending
  • Prepare and maintain project files, preserve beneficiary list, distribution checklist/signed documents and all other documents and information through databases and e-filing for re[porting and references
  • Review BVA in relation to the tracked PRs and POs on a monthly basis with project officer, share rationale/justification and corrective measures in the team/monthly meeting. 

Administrative assistance: 

  • Provide project level administrative support to Taiz and Aden office for smooth project implementation.  
  • Make travel arrangements for the programme team and project staff, including preparation of travel requisitions and claims.
  • Coordinate with operations team (HR, log, admin, finance etc.), ensure coordinated support to the field for efficient project implementation
  • Maintain and organize up-to-date hard and electronic files for easy access and retrieval. 
  • Create and maintain files of correspondence/documents and electronically received information, and ensure up-to- date filing. Maintain both hardcopies and electronic copies of the office records on various subjects.
  • Prepare presentation material/slides in Power-point for presentations for the meetings/workshops and keep all papers ready for (events, meetings and workshops, etc.))
  • Act as a liaison between different departments
  • Any other tasks assigned by line managers.

  • Ability to organize and complete multiple tasks by establishing priorities.
  • Ability to handle a large volume of work, also under time constraints and hardship.
  • Ability to establish, build and sustain effective relationships with RFY Staff and external stakeholders.
  • Actively works towards continuing personal learning and development, and applies newly acquired skills.
  • Able to stay composed and positive even in difficult moments and handles tense situations with diplomacy and tact.

Qualifications and Experience:

  • Bachelor degree from any recognized university in agriculture, economics, sociology, human development, education, statistics or related field;  
  • At least three years of progressive work experience as Project officer at reputed international/local NGOs in the field of education, food security, WASH, Vocational skill development and income generation in a humanitarian/recovery context.
  • Experience in the market-based intervention, specially, with Vocational Training Centres, Skill development, enterprise and business development, job creation, market access and income generation with the vulnerable group/IDPs, women and youth groups. 
  • Understanding on participatory approaches and tools, working experience with schools and community groups in the rural and conflict settings, ability to work independently.
  • Experience in design, planning, implementation and monitoring & education, WASH, food security and IGA interventions. ‎
  • Knowledge and understanding and application of SPHERE and Humanitarian Standards and Principles in rural, conflict and recovery context.
  • Excellent problem solving, communication and coordination skills 
  • Excellent computer skills (MS Office including Word, Excel, power point etc.)
  • Good verbal and written communication in English
  • Proven experience to work under pressure in a difficult situation with minimal supports and resources.   .
  • Highly organized, with good attention to detail and developed ability to prioritize multiple tasks to meet tight deadlines and organize work; 
  • Willing to travel to the field, learn and cope with different tasks being asked to performed
