Background:

Yanabia Al-Khair is a non-governmental humanitarian development organization, established in 2008 under the supervision of the Ministry of Social Affairs and Labor in the Republic of Yemen, and was also approved by the Kuwaiti Ministry of Foreign Affairs - Development and International Cooperation Affairs. Yanabia Al-Khair provides humanitarian responses to support affected families in health and nutrition, food security and livelihood, WASH, shelter constructions and camp management, education, and women and child protection.

Job Overview/Summary

The Program Manager will be responsible for researching, planning, and implementation of Yanabia's interventions in all operational areas in Yemen. The Program Manager will lead the Program Team to strengthen the quality and effectiveness of programs implementation and accountability, provide capacity building to the program team, and ensure timely implementation of projects activities. This is a full-time national staff position reports to the executive director based in Aden.

Duties and Responsibilities:

Project Implementation

  • Responsible for the overall implementation, management, and supervision of all programs activities.
  • Responsible for managing, hiring and training retreat/program staff and consultants.
  • Based on monitoring and feedback mechanisms, strengthen the quality, effectiveness, and responsiveness of program interventions.
  • Work with Yanabia technical advisors to strengthen implementation of technical guidance and recommendations for program interventions in the field.
  • Develop actionable work plans to ensure the timely implementation of projects activities, in collaboration with each project team leader.
  • Develop and maintain effective and productive working relationships with key stakeholders and represent Yanabia at meetings with stakeholders.
  • Report on performance and lead regular team meetings aimed at ensuring activities of the team members are coordinated and performed in a timely manner.
  • Promote an environment of best practice and knowledge sharing across all programs teams.

Monitoring and Reporting

  • Supervise projects monitoring and evaluation, including data collection and analysis for the baseline/endline studies, other assessments, in collaboration with M&E team.
  • Write high-quality progress reports (monthly, quarterly, semi-annul, annual, periodic, final) that meet donors' requirements, coordinating closely with operational departments for inputs.
  • Ensure that the programs are data-driven and that programmatic decisions are grounded in evidence, monitor project progress against programmatic and budgetary targets and perform monitoring visits, and reporting. 

Other Responsibilities

  • Lead in programs proposals development writing by carrying out assessments, reviewing / inputting on proposals, gathering and compiling inputs to support fundraising.
  • In collaboration with the Program team, identify opportunities to promote and amplify the work of Yanabia through advocacy, networking, coordination, etc. with local, national, and international NGOs.
  • Ensure Yanabia and donor visibility in project activities is in line with Yanabia and donor policies/requirements.
  • Conduct ongoing capacity strengthening of programs team in project management, performance tracking and reporting.

Requirements :

  • Bachelor / Master degree in social welfare, international relations, business administration and/or other relevant field.
  • Minimum of 3 years of experience working with I/NGOs working in management and supervision of multi-component development programs
  • Fluency in English, both verbal and written, required.
  • Prior experience working in a humanitarian response, especially with UN-OCHA, IOM, UNHCR, and ECHO.
  • Excellent written and oral communication skills, cultural sensitivity, flexibility, ability to improvise, excellent relationship-building, effective in representation and liaison with external actors, team player and comfortable in a multi-cultural environment.
  • Ability to work under pressure and to handle sensitive situations diplomatically.
  • Willingness and ability to travel across Yemen if needed.
