Main purpose

Organize and carry out anesthetic medical activities, according to MSF policies, protocols and universal hygiene standards and in close collaboration with the surgeon and other medical staff, and increase the knowledge and practical skills of the anesthetic staff through on the job training and knowledge transfer in order to ensure the quality of care provided to patients.

Accountabilities

• Carry out pre-operative consultations evaluating the risks of operating in collaboration with the surgeon, providing the patient with appropriate information and deciding the type of anesthetics to be used, in order to ensure the best conditions prior to the surgery. Carry-out all anesthesia related activities during surgery to ensure safe, adequate anesthesia. 
  • Preparing beforehand the drugs, material, and equipment required. 
  • Administering and maintaining anesthetics following the rules of hygiene and asepsis in force. 
  • Monitoring patients throughout the intervention. 
• Ensure transfer of patients to the recovery room, and full recovery of the patient’s consciousness and setting analgesic protocol 
• Advise on Postoperative care in both Intensive Care Unit and wards with the surgeon, including fluid management, oxygenation monitoring and airway care and chest physiotherapy and mobilization, with special focus on patient’s pain relief during the recovering process. 
• Implement and supervise hygiene rules, procedures and MSF protocols in OT/recovery, anesthesia material (decontamination, sterilization, storage conditions, etc.) to ensure the safety and protection of patients and staff. 
• Supervise the OT pharmacy (drugs orders, inventories, expired drugs) and ensure OT register, consumptions, empty phials of narcotics, ensuring adequate stock is maintained.. 
• Ensure good functioning and maintenance of OT equipment (oxygen extractor, ventilation, equipment, etc) 
• Organize the tasks of personnel under his/her responsibility, and participate and carry-out other team management activities (recruitment, training, performance evaluation, motivation, internal/external communication, etc.), in order to ensure having the appropriate team in terms of size, capabilities and skills. 
• Collaborate with other departments in the project (responding to accident & emergency department requests, intervening in support of other services when needed, etc.), and participate in any emergency activity or exploratory mission, in order to support the overall MSF project with his/her expertise and capabilities. 
• Ensure proper fulfillment of administrative procedures and documents (fill in of patients files, forms, statistics, data base, etc.), and elaborate regular reporting about results, proceedings and problematic situations and cases, in order to have updated and correct information about the day-to-day activity in the project and support decision-taking. 

MSF Section/Context Specific Activities

Staff are not allowed to chew QAT during working hours. Under no circumstances are firearms/weapons allowed in MSF vehicles or on MSF premises. The above-mentioned activities and responsibilities are not exhaustive, and staff may be assigned additional responsibilities or tasks as required by their line manager.

Requirements

Education     •    Doctor Anesthetist diploma recognized by Yemen essential.    
Experience   •    Desirable two years of experience as an anesthetist. Having worked in MSF or other NGO’s desirable.    
Language(s) •    Arabic and English essential.

الغرض الرئيسي 

تنفيذ وترتيب اعمال التخدير وفقاً لسياسات منظمة اطباء بلا حدود و بروتكولات ومعايير النظافة العالمية والتعاون الوطيد مع الجراح والطاقم الطبي, و زيادة المعرفة و القدرات العملية لكادر التخدير  من خلال التدريب التطبيقي و مشاركة المعلومات لضمان جودة  الرعاية المقدمة للمرضى.

المسؤوليات

•    القيام بالاستشارات قبل العملية الجراحية وتقييم المخاطر المحتملة بخصوص إجراء العملية بالتعاون مع الجراح، وتزويد المرضى بالمعلومات المناسبة وتحديد نوع التخدير المراد استخدامه، من أجل ضمان أفضل الظروف قبل الجراحة. تنفيذ جميع الأنشطة المتعلقة بالتخدير أثناء الجراحة لضمان التخدير المأمون والكافي.
•    إجراء مشاورات قبل العمليات الجراحية لتقييم مخاطر العمل بالتعاون مع الجراح، وتزويد المريض بالمعلومات المناسبة وتحديد نوع التخدير المراد استخدامه، من أجل ضمان أفضل الظروف قبل الجراحة. تنفيذ جميع الأنشطة المتعلقة بالتخدير أثناء الجراحة لضمان التخدير المأمون والكافي
o    تجهيز الادوية والمعدات المطلوبة مسبقاً.
o    الادارة والحفاظ على تطبيق التخدير وفقا لقواعد النظافة والتعقيم والتحقق من سريان مفعولها.
o    مراقبة المريض اثناء التدخل الجراحي.
•    ضمان نقل المريض الي غرفة الافاقة وضمان رجوع الوعي للمريض وضبط المسكنات وفق البروتكولات.
•    تقديم النصيحة بخصوص الرعاية بعد العملية الجراحية لوحدة العناية المركزة والقسم بالتعاون مع الجراح، متضمناً ادارة السوائل، ومراقبة الاكسجين ومجرى الهواء والعلاج الطبيعي للصدر والحركة مع التركيز على تخفيف الم المريض اثناء الاستفاقة.
•    تطبيق والاشراف على قواعد النظافة، اجراءات وبروتكولات منظمة اطباء بلا حدود في غرفة العمليات\الافاقة وادوات التخدير (إزالة التلوث، التعقيم، طرق الحفظ السليمة) من اجل الحفاظ على سلامة المرضى والموظفين.
•    الاشراف على صيدلية غرفة العمليات (طلبيات الأدوية، الجرد، انتهاء صلاحية الأدوية) والتأكد من تسجيل الاستهلاك، وعبوات التخدير الفارغة لضمان كفاية المخزون.
•     التأكد من عمل اجهزة غرفة العمليات وصيانتها (جهاز الاكسجين، التهوية والاجهزة، الخ) 
•    تنظيم مهام العاملين تحت مسؤوليته، المشاركة والقيام بأنشطة ادارة الفريق الاخرى (التوظيف، والتدريب، و تقييم الاداء، التحفيز، والتواصل الداخلي والخارجي... الخ) من اجل ضمان حجم وقدرات ومهارات الفريق المناسبة. 
•    التعاون مع الاقسام الاخرى في المشروع (الاستجابة لنداء غرفة الطوارئ والحوادث، والتدخل في تقديم الخدمات الاخرى عند الحاجة،الخ)، والمشاركة في اي اعمال طارئة او مهمة استكشافية، من اجل دعم مشروع اطباء بلا حدود بخبراته وقدراته.
•    التأكد من الإجراءات الادارية ( تعبئة ملف المرضى, النماذج, الاحصائيات, قاعدة البيانات. الخ)  وضع تقارير دورية حول النتائج، والإجراءات والمواقف الصعبة والحالات من اجل الحصول على معلومات صحيحة ومحدثة عن الانشطة اليومية في المشروع للمساعدة في اتخاذ القرارات.

المتطلبات والمؤهلات :

 المؤهل التعليمي: 

•    دبلوم طبيب تخدير معترف به من قبل اليمن- أساسي       

الخبرة:
•    مرغوب بعامين من الخبرة كأخصائي تخدير، و العمل في منظمة أطباء بلا حدود أو غير ذلك من المنظمات الغير حكومية.            

اللغات :
•    أساسية اللغتين العربية و الانجليزية
