 Vacancy Announcement for National Personnel for the German International Cooperation / Improving Food Security for Resilience in Yemen (IFSR) - (PN. 2022.1802.2-001.00) implemented by the GIZ Office Sana’a

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH has been working in Yemen on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) since 1969. It opened its office in Sana’a in 1983. In order to deliver flexible support at a time of war and insecurity, GIZ operates in Business Continuity Management mode in Yemen.  Yemen is one of the nexus and peace partner countries of the German development cooperation. GIZ implements projects in the fields of water and sanitation, health, education, private sector, and employment, as well as good governance, peace, and local administration. At the same time we support measures to rehabilitate basic services for and enhance resilience of the local population, including particularly vulnerable groups such as internally displaced people. Our actions and decisions are guided by several core principles, the safety of our national colleagues as well as their well-being belonging to the most important ones. 

The project improving food security for resilience in Yemen (IFSR) is a part of the transitional aid, the project starts with a resilience-enhancing and multisectoral approach, which is welcomed by local structures and civil society, in order to reduce the increasing dependence on humanitarian aid. The new project is based on the BMZ's "Strategy for structural transitional aid – overcoming crises, strengthening resilience, creating perspectives" (2020). Accordingly, it pursues a multisectoral approach and extends over several funding priorities in order to improve the livelihoods of the target group as long as possible. The IFSR project is divided into the funding priorities of food security and disaster risk management. Within the framework of the funding priority food security, the sectors agriculture and health can be found. The funding priorities contribute to the implementation of the core topics "Life without hunger - transformation of the food systems" and "Peace and social cohesion" of the BMZ 2030 theme model.

With immediate effect the GIZ Office Sana’a invites applications from qualified Yemeni nationals for the following position:

Responsibilities

The food security advisor is responsible for:  

  • supporting the analysis of general context, related strategies, policies for food security & livelihood, health &nutrition as well as WASH 
  • planning, implementing, of food security & livelihoods measures, heath, nutrition, and WASH in line with project strategy and objectives 
  • supporting project goals and objectives according to its logical framework, plan of operations in consultation with senior management mainly establishing a needs assessment for the targeted communities, verifying needs from the targeted communities, and submitting the draft report to the senior management
  • development of project proposals or concept notes, budgets, work plan related to food security and livelihood in line with GIZ, BMZ and nexus strategies and policies 
  • supporting the development of partnership with active actors in food security and livelihood sector, health, nutrition and disaster recovery in line with project strategies and main objectives
  • supporting mobilization and sensitization of key stakeholders and targeted community related to food & livelihood interventions, in addition to nutrition and health related to food security and resilience in Yemen 
  • designing, implementing, technical assessment and review food security and livelihood interventions and strategies to ensure scale up of project scope and broader food security for resilience response  
  • searching of future opportunities to guarantee efficient projects alternatives related to food security for resilience in Yemen
  • coordinating with stakeholder, clusters and partners working in food security, health & nutrition and environment to ensure proper response and efficient service or products delivery in line with GIZ and BMZ strategy
  • mobilization and sensitization of key stakeholders and targeted community, 
  • implementing daily operational aspects of all issues related to the agriculture activities in the target areas which might include livestock activities, veterinary, vegetable production seed handling, horticultural crop husbandry, on- and off-farm irrigation, and others
  • supporting capacity development of project’s partners, local NGOs, and other institutions to improve food security and livelihood for resilience among targeted communities
  • processing technical aspects and further developing the area of responsibility in accordance with the specified quality standards
  • maintaining of a good flow of communication and information between all involved institutions and counterparts and GIZ 
  • innovation and knowledge management and communication of innovations to a broad target group 
  • assisting project initiatives to provide professional advisory services to cooperate with a broad range of target groups.
  • act as focal point to represent project in meetings, workshops, and coordination of activities with partners, local authorities, and INGO, NGO and related bodies to work
  • development of public private partnership according to project scope of work and strategies 
  • supervising the implementation of project activities and partners to ensure efficiency and effectiveness as well as ensure sustainability of project activities and its impacts

 Main Tasks  
                                                          
The food security advisor

  • supports operations on daily basis for project activities food security and livelihoods, health & nutrition, WASH and related measures or activities 
  • works closely with senior management on all matters related to planning, implementation, monitoring and evaluation of the measures/interventions he / she is responsible for
  • identifies needs, plans and implements food security and livelihood measures/interventions e.g.: cash, food, cash for work, cash for asset, economic empowerment, livestock activities, veterinary and implement agriculture farming measures/interventions e.g.: vegetable production and handling, processing, plant protection, production and marketing and other food security and livelihoods measures  
  • Implementing capacity building measures for local communities, institutions, farmers, and vulnerable people
  • Identifies and implement economic empowerment measures and ensure sustainable interventions to vulnerable communities and farmers with special focus on gender, marginalized categories as well. 
  • Provides guidance in producing food crops or animal husbandry based on good agricultural practice (GAP) 
  • facilitates planning meetings with communities for selection of sites and beneficiaries to implement the project activities participate in identifying needs for external support and advice
  • Sensitizes stockholders and communities to the project’s objectives, activities, and selection criteria.
  • Prepares work plans and budgets of the activities and ensure time and quality of implementation 
  • is responsible for timely implementation, monitoring of project activities and reporting progresses. 
  • drafts progress report, quarterly report, final and ad hoc reports as required in timely manner 
  • provide inputs, information for project design, proposal development, strategy, research, and policies objectives and ensure efficient flow of information 
  • identifies small scale infrastructural projects (e.g.: rehabilitation of irrigation canals and water catchments necessary to improve livelihood of communities 
  • supports building/strengthening the capacities of community-based women groups on kitchen gardens e.g.: via practical demonstrations and verbal instructions
  • prepares draft project proposals for the interventions identified
  • ensures the coordination and successful implementation of livestock, food security, livelihood with coordination of Nutrition, Health, WASH, and Child Protection activities, 
  • works closely with other members of the project team mobilizing, organizing, establishing, and strengthening Social Development Committees (SDC) in each of the recipient community 
  • capacity building of partners and the project targeted vulnerable communities with a focus on food security and livelihood measures such as farm-based, non-farming, livestock  and fishery livelihood and other related  measures, outputs/results and their sustainability
  • designs, plans, coordinates, and manages the implementation of trainings, workshops and regular meetings 
  • contributes to preparing and implementing the coordination process
  • prepares agreements/contracts for partnerships with local partners and, facilitates signing of contracts/MoUs with them
  • With support from the M&E specialist puts in place accountability activities for FSL projects, ensuring that feedback from children and their families is considered in project design. 
  • reviews the assessment data, bill of quantities, … etc.
  • reports and documents on the progress of joint measures through field visits and written reports, identifies bottlenecks and recommends alternative management options to the -project manager / project coordinator.
  • ensures cooperation, regular contact and dialogue with partners; carries out PR work and cooperates with local communities, relevant organisations, non-governmental agencies and individuals in the project environment and with other projects to improve and maintain good working relationships
  • is responsible to liaise with local governments and other appropriate bodies to ensure smooth implementation of the measures/interventions
  • provides technical assistance to local and international experts
  • communicates local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the project/programme 
  • maintains repeated field visits to the regions in accordance with the requirements of the component 2 and the project
  • travels (abroad) in the region regularly, in accordance with project requirements. 
  • compiles information and ensures knowledge transfer with respect to on-farm and off-farm social and economic activities relevant for households in the target areas
  • develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures based on working experiences improving the livelihood of target communities 
  • draws up reports and presentation documents, both in English and Arabic
  • prepares appropriate input for various project/programme reports including annual reports, and contributes to the other reports required by the programme manager and GIZ Head Office
  • assists with information gathering and studies on sectoral issues which benefit joint programmes.
  • performs other duties and tasks at the request of management 
  • drives project car to implement project related tasks 

Required qualifications, competences, and experience

  • Masters /MSc or bachelor’s in Livestock or Veterinary or agriculture science / or other related field 
  • 7 years’ professional experience in a comparable position in food security, assessments, reporting and livelihoods (agriculture and livestock) and economic empowerment 
  • firsthand experience in managing teams/groups of people in a rural development setting, including management of finances, human resources, and administrative tasks
  • firsthand experience in community-based activities – mobilization, planning, implementation, monitoring and evaluation of agriculture activities through participatory processes.
  • very good working knowledge of IT and digital applications (e.g., MS Office, MS Teams, etc.)
  • digital literacy
  • strong managerial and organisational competence
  • willingness to travel to pilot areas regularly
  • a proven track record in a managerial position
  • fluent written and oral knowledge of English and Arabic languages; German language would be an asset
  • willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management 
  • motivation to work in a team and ability to work independently 
  • ability to drive 4-Wheel vehicle with valid driving license.
