JSI seeks an experienced Director Finance and Operations (DFO) for an anticipated Yemen Round of the United States Agency for International Development (USAID) funded Moving Integrated, Quality Maternal, Newborn, and Child Health Services, Voluntary Family Planning, and Reproductive Health Care (MNCH/FP/RH) to Scale (MOMENTUM) Project. This activity, titled Strengthening Healthcare Access in Yemen (SHAY) will improve maternal, newborn, and child health outcomes in at least 20 Republic of Yemen Government (ROYG) districts by focusing USG assistance on improved access, utilization and quality of high impact Reproductive, Maternal, Newborn and Child Health (RMNCH) services in selected governorates of the country. 

The Director, Finance and Operations will be a key personnel position based in Aden and supervised by the Chief of Party. This position is contingent upon donor approval and funding.

Responsibilities:

  • Collaborate with the Chief of Party and the Senior Management Team (SMT) to ensure coherence between programmatic activities, the project budget, contractual compliance, and administrative requirements;
  • Oversee all operational activities and teams including finance & accounting, procurement, grants, human resources, office administration, and property management;
  • Directly supervise F&A Managers responsible of procurement, finance, grants, compliance, IT and office administration;
  • Ensure compliance with the financial and operational requirements and approvals incumbent in the MOMENTUM cooperative agreement;
  • Ensure compliance with USG procedures and regulations in implementation of all program activities
  • Manage project cash flows and monitor its liquidity, including decisions foreign currency transactions 
  • Develop budget and tracking expenditures and projections against the annual budget and obligated funds; 
  • Direct the preparation of annual work plan budgets and coordinate with program teams to ensure required activity budget inputs;
  • Actively tracking program funding sub-obligations, and work with program teams to provide accurate and reliable activity projections to inform pipeline analyses;
  • Advise the project staff of project financial health through provision of regular financial expenditure report and budget scenarios and alternatives.
  • Prepare routine and ad hoc financial reports to USAID;
  • Oversee human resource operations and ensure compliance with JSI human resource requirements and related award compliance requirements;
  • Oversee office and vehicle administration, including management of project vehicles for project activities, and general office administration;
  • Oversee the close-out of grant activities and active grants;
  • Monitor the tracking of project property and ensure proper stewardship and custody of USG-funded assets;
  • Develop and monitor the project closeout plan in the final year of the project, including disposition of assets, reconciliation of final expenditures and commitments, and other administration aspects of project closeout;
  • Assist COP in addressing award-related issues and ensure all financial controls and systems comply with USG procedures and regulations in implementation of all project activities;  
  • Implement fraud mitigation practices and ensure systems and processes are implemented effectively to support implementation of the award;
  • Supervise and mentor staff; and
  • Carry out other duties as assigned.

Qualifications:

  • Bachelor’s degree in Accounting, Business Administration or related field;
  • A minimum of 10 years of experience managing, in increasing roles of responsibility, finance, procurement, contracts management, construction, logistics and/or human resources related matters for international development activities;
  • Demonstrated team leadership and supervisory experience;
  • Demonstrated experience managing USAID cooperative agreements and contracts and knowledge of contractual compliance requirements;
  • Familiarity with USG financial reporting and compliance requirements; 
  • Experience in managing donor funded procurements and subcontracts/grants; and 
  • Fluency in written and spoken Arabic and English.
