Mission and objectives
OCHA's mission is to coordinate the global emergency response to save lives and protect people in humanitarian crises. OCHA advocates for effective and principled humanitarian action by all, for all.
Context
The United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA) is part of the United Nations Secretariat Responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures that there is a framework within which each actor can contribute to the overall response effort. Established in 1991, under General Assembly resolution 16/182, UNOCHA coordinates humanitarian action to ensure crisis-affected people receive the assistance and protection they need. It works to overcome obstacles that impeded humanitarian assistance from reaching people affected by crises, and it provides leadership in mobilizing assistance and resources on behalf of the humanitarian system. This UNV assignment is part of UNOCHA’s efforts to support the humanitarian community’s response in Yemen, which is the largest humanitarian crisis in the world. Based in the UNOCHA office in Hajjah and Hodeidah Yemen.
Task description
Within the delegated authority and under the supervision of the Head of the Hodeidah sub-office, the UNV Humanitarian Affairs Officer will assist in:
- Monitor, analyze and report on humanitarian developments in Hajjah/Hodeidah Governorate/the area of responsibility;
- Contribute to research for and drafting of briefing materials and presentations on the humanitarian situation or specific emerging issues;
- Support the chair of the Regional Coordination Team (RCT) and Inter-cluster Working Group (ICWG) in preparing and facilitating meetings, as well as writing minutes and tracking action points;
- Liaise, under supervision of the Humanitarian Affairs Officer in Hajjah/Hodeidah, with humanitarian partners and stakeholders in Hajjah/Hodeidah ;
- Organize and/or participate in working groups, meetings, conferences, trainings, consultations with other agencies and partners, and other activities with the aim of improving humanitarian response, promoting humanitarian principles and mainstreaming cross-cutting issues;
- Follow and report on meetings, response and developments in assigned sub-national clusters;
- As appropriate, help organize and/or participate in field missions to build consensus on humanitarian needs and priorities, verify needs and response, and improve humanitarian access;
- Provide support to the organization and facilitation of high-level visits;
- In all activities, ensure the centrality of protection and accountability of affected people, contributing to making the voices of vulnerable people and especially women heard;
- Support with translation or interpretation as required;
- Perform other duties as required

Age: 27 - 80

- Candidate must be a national or legal resident of the country of assignment.
Requirements
Required experience
- 3 years of experience in relevant professional work experience; experience with any UN organization is an desirable
- Recent experience and in-depth knowledge about Hodeidah/Hajjah; willingness to live in Hodeidah/Hajjah; and ability to attend field visits.
- Excellent oral and written skills; excellent drafting, formulation, reporting skills.
- Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious andyouth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;
- Ability to work and adapt professionally and effectively in a challenging environment; ability to work
- effectively in a multicultural team of international and national personnel;
- Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with office technology equipment.
- Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines.

Required education level
Bachelor degree or equivalent in Relevant area related to Political or Social Science, Law, International studies, Business Management, Management, Public Administration, Science or other relevant area.
