Polish Humanitarian Action (PAH) is looking for a MEAL Coordinator (national position, based in Aden):

Position: MEAL Coordinator.
Location: Aden, Yemen with travels inside Yemen.
Contract details: Regular / Full-time.
Duration: A full time position with a probationary period of 3 months
Starting date: ASAP

Our interventions – of both humanitarian and development character – have been carried out in 48 countries so far. We concentrate on ensuring sustainable and stable development of regions suffering the consequences of war and/or natural disasters. We possess long-standing expertise in Water, Sanitation and Hygiene (WASH), but also implement projects in Food Security and Livelihoods (FSL), psychosocial support (PSS), as well as Primary Health, Nutrition and Education. About PAH Yemen Mission 
PAH Yemen Mission has been officially established in July 2019 and currently provides humanitarian assistance in WASH, Health, Education in Emergencies, CCCM and Protection for most vulnerable communities affected by conflict in Ad Dhale, Abyan, Marib and Aden governorates.

Position reports to: Head of Mission

Responsibilities: 

1-    Monitoring and Evaluation:

  • Lead the development and updating of the Country MEAL strategy, the consolidated MEAL work plan and MEAL frameworks.
  • Develop and oversee the implementation of appropriate data collection and analysis instruments, methodologies (e.g. survey questionnaires, focus group discussions, key-informant interviews) and data/information dissemination/utilization plans;   
  • Monitor activity implementation progress against objectives and work plans.
  • Ensure all monitoring tools are updated in as per needed such as field visits checklists, MEAL visits reports, projects IPTTs, findings and recommendations reports and complaints and feedback following tools.
  • Work closely with MEAL Staffs to collect data and implement activities to support beneficiary accountability.
  • Lead surveys to carryout need assessments, baselines, PSM and end lines surveys in the targeted areas.
  • Ensure all projects have M&E plans and updated on a monthly basis.
  • Lead in collecting data needed for measuring output and outcome indicators and support Program Team with data collection processes if needed.
  • Ensure that M&E findings are reflected and their recommendations are incorporated in future concept notes, proposals and implementation plans.
  • Work with Program team with conducting assessments as needed, facilitate focus groups and other qualitative data collection exercises.

2-    Accountability & compliance:

  • Conduct field visits, focus group discussions with beneficiaries and non-beneficiaries to receive feedback on PAH project activities.
  • Supervising the maintaining of the complaints and feedback received to ensure a timely and appropriate follow-up if needed.
  • Support project field staff to ensure that projects are carried out with participation from all affected communities (including women) and that information is shared with affected communities.
  • Ensure that all programmes are implemented in accordance with Core Humanitarian Standards.
  • Support and work with communities through established institutional structures to enhance capacity, ownership, participation in the project.
  • Ensure timely follow up of the received complaints and feedback to be responded within the specific period according to the CFRM policy.
  • update CFRM policy as per needed.

3-    Programme Learning and documentation:

  • Work with the project teams and communication focal point in HQ to ensure documentation of program learning initiatives and outcomes (case studies, photos, lessons learned, most significant change stories, etc.)
  • Participate in the documentation and dissemination of this learning to other team members to ensure that good practice is understood, adopted and information exchanged.
  • Conducting periodic lessons learned sessions to discuss the collected lessons on mission level.
  • Support in archiving of programs documents at the country offices and field offices.

4-    Programme Quality:

  • Conduct field monitoring visits as appropriate. 
  • Support officers to review assessment results and identify key areas for improvement.
  • Support committees to propose solutions to problems identified, and to implement and assess the progress of solutions.
  • Support project officers to conduct specific assessments, including training, tool development and roll-out etc.
  • Support project staff during training by ensuring pre and post-test are done for all trainings and documented.

5-    Programme/ projects Reporting.:

  • Managing the consolidation of monthly and quarterly progress reports and share with the Head of Mission and Head of Program and Global MEAL Manager.
  • Work with the MEAL team to gather information from the field for quarterly reports; ensure that reports explain inconsistencies and deviations from planning.
  • Ensure timely submission of high-quality activity and project reports inputs
  • Perform any other duties and responsibilities within the overall function of MEAL as and when requested.
  • Fulfills other duties assigned by direct supervisor.

Knowledge and skill requirements:

  • At least University degree (statistics, social science, development economics, or a related discipline), Master degree is preferred.
  • At least 4 years’ experience in Humanitarian Sector, including at least 3 years in a similar position (monitoring/evaluation or MEAL)
  • Ability to use the Microsoft Office Suite (Word, PowerPoint, Excel, and Outlook) with professionality of using advanced excel functions and features
  • The ability to design maps on the geographical information system (Arc GIS).
  • Strong written communication skills
