The IRC Yemen began its programs in October 2012. Since establishing its presence in the South of Yemen, in the Red Sea Coastal city of Aden, the organization has grown from just an implementing small project to handling large scale emergency and relief operations. Following the war which broke out in Yemen in March of 2015 and the humanitarian disaster, which was crafted by the same, IRC launched one an emergency response program in the southern governorates of Aden, Lahj, Abyan, Shabwah and Al Dhale, and expanded later in Sana’a and Hodeidah in the North.  Currently IRC Yemen is operating in eight governorates in the south and north of Yemen through direct programming and through local partnerships, in Health, WASH, Nutrition, Economic Recovery Development, Education, Child Protection, Gender and Women Protection and Empowerment.

The International Rescue Committee (IRC) have been working in the Middle East and North Africa (MENA) for more than forty years. Today, the IRC has more than 2,200 staff working across the region, including in Iraq, Jordan, Lebanon, Libya, Syria, and Yemen to support those affected by some of the world’s most complex and protracted humanitarian crises.

SCOPE OF WORK:

The IRC is seeking a multidimensional Finance Assistant short-term to support handling the Finance aspects of day-today financial tasks, duties and responsibilities stated here during the Finance Officer leave. This is a temporary position to be based in Sana’a office.

JOB SUMMARY:

The Finance Assistant Short term handles the office cash/ bank payments process in addition to the collection outside the office as needed, as well as maintaining the cash/ Bank accounts daily records in the system. 

WORKING RELATIONS:

  • All departments at Sana’a IRC Office, and the Main office Finance team,
  • will report directly to the field coordinator / DDO as line Manager, and report to DFC as technical Manager.

MAIN RESPONSIBILITIES:

  • Responsible for processing the payments of both the Bank and cash transactions. 
  • Ensure completeness and accuracy of the payments supporting documentation in compliance and as required by the IRC and Donor policies and procedures. 
  • Assist in booking the bank and cash transactions in the IRC ledger daily. 
  • Assist in Preparing of Sana’a Bank and Cash Reconciliations on a weekly as well as end of the month. 
  • Ensure that all cash payments are accurate and supported and duly authorized per the IRC delineation schedule before disbursement. 
  • Maintaining the receipt book and ensuring that authorized receipts are issued upon receipt of cash. 
  • Follow-up to ensure fully signed checks are collected by vendors and signed, ensuring accurate identification of the person collecting. 
  • Assist as needed the authorized signatory list and bank information forms are updated with hard-copies approvals are on file 
  • Taxes and any other liabilities are paid on time. 
  • Ensure the fulfillment of the financial documentation (Collections and disbursements) is filed as per the IRC Audit requirements. 
  • Assist to Ensure that an organized and well-documented files (all files must be labeled accurately and visibly) and sequential filing system for all cash disbursement vouchers. 
  • Any other Finance duty as required for providing the Finance support as requested by the supervisor. 
  • Promote and actively participate in initiatives and efforts to build team engagement, inclusion, and cohesion in IRC [team/office]
  • Foster ongoing learning, honest dialogue, and reflection to strengthen safeguarding and to promote IRC values and adherence to IRC policies. 

REQUIREMENTS: (Qualifications, Skills and Abilities):

A.    Education:

  • BA Accounting, Business Administration, Commerce or Finance 

B.     Experience:

  • Previous relevant experience in finance management and accounting at least for One  up to two years.
  • Preferably working with INGOs. 

C.     Skills and Abilities:

  • Knowledge and very good computer skills, accounting systems, email, Excel spreadsheets. 

D.    Proficiencies:

E.    Very Good communication written and verbal skills in English language. 
F.    Ability to carry out responsibilities with minimal technical support. 
G.    Interpersonal skills that function across a diversity of cultures is required.
