REPORT TO: Engineer Supervisor

PROJECT OBJECTIVES:
The project aims to address the urgent needs of IDPs in South Al Hudaydah, who are facing significant challenges and vulnerabilities due to their displacement. It recognizes the importance of actively involving IDPs in the implementation process, empowering them to contribute to the improvement of their living conditions within the IDP sites through shelter maintenance and upgrade activities.
JOB SUMMARY:
The site engineer is responsible for the overall implementation of shelter maintenance and upgrade activities in IDP camps. The site engineer will work closely with the engineer supervisor to develop and implement a comprehensive maintenance and upgrade plan. The site engineer will also be responsible for conducting the project assessments, preparing the BoQs and scope of work and ensuring that all work is completed to a high standard. As a field-based position, it may require extended periods of time spent in the field.
POSITION DESCRIPTION - KEY RESPONSIBILITIES:
- Develop and implement a comprehensive shelter maintenance and upgrade plan for IDP camps, and conduct project assessments.
- Coordinate with relevant stakeholders, including local authorities, community leaders, and partner organizations, to ensure smooth implementation of the project.
- Engage and liaise with community members and key stakeholders to explain the purpose and benefits of the project, address any concerns or questions, and ensure compliance with local construction regulations and bylaws.
- Ensure the accurate and timely submission of reports to the engineer supervisor, including timeline, methodology, estimates of cost, and appropriate materials, tools, and resource allocation.
- Authorizes technical drawings and engineering plans.
- Maintain proper documentation and records of the project, data collection tools, and protocols for future reference and audits on a daily basis.
- provide training or mentoring to enhance their skills and knowledge related to project methodologies and standards; supervise site security, health, and safety.
- Assess the environmental impact and risks.
- Report deviations from planning to the line manager, ensure quality control on implementation, and ensure that the provided materials meet the specifications and quality standards.
- Provides technical advice and identifies and resolves any problems that arise during the implementation of the project.
- Negotiates with suppliers and vendors to ensure the best contracts.
- Participating in handing over the sites to the contractors according to the plan in coordination with all the stakeholders.
- Delegate tasks and schedule meetings and training sessions where required.
- Receiving / dealing with all the letters / requests provided by the contractor, and deliver / discuss them with the field supervisor.
- Support the civil engineer in coordination and rehabilitation activities and take any measures to prevent damages to third parties during the construction and maintenance process.
- Other duties as assigned.
QUALIFICATIONS AND REQUIREMENTS:
- A degree in a relevant subject, such as civil or structural engineering or another related subject like construction.
- Leadership Skills.
- Ability to multitask and deal with stressful situations.
- Ability to adapt within the working environment.
- Ability to work independently and as part of a team.
- Familiarity with the specific context and challenges of working in IDP hosting sites.
- Excellent communication and interpersonal skills to effectively engage with diverse stakeholders, including local authorities, international organizations, and community members.
- Proficiency in using Microsoft Office and design / construction applications, such as Word, Excel, and AutoCAD, for data collection, analysis, and construction reporting.
- Solid experience in conducting assessments, site visits, and monitoring visits.
- Experience in working in the humanitarian or NGO sector
- Certifications education required and Professional Experience
- Readiness to commit to and adhere to the values, mission, and vision of FMF.
