Duration: Permanent-Core
Duty Station: Based in Sana Office with frequent travels to other locations in Yemen to perform duties if needed 
Reporting to and supervised by: Support Services Manager- Dotted to CD in sensitive matters and policy issues.
Reporters: Non- work through matrix

Budget Holding Responsibility: Zero (Can give no verbal or in writing any commitment for financial or contractual obligation behalf QC)
Internal Communication matrix ceiling: All departments as needed based on assigned tasks. 
External Communication: International Operation Office as delegated, other local entities or international entities within the country.

About QC: 

Qatar Charity (QC) is a non-governmental organization based in the state of Qatar. QC works in the fields of sustainable development, poverty reduction, and emergency response through initiating long-term programs. QC has been operating in Yemen for the last twenty years either through different implementing partners or through direct implementation. In 2013, QC came to mark its direct presence in Yemen and established its representation to facilitate more aid into the country as well as work closely with its partners, the community, and other stakeholders.

Purpose and Scope of Work of the position:

The purpose is to contribute effectively to attracting, retaining, and motivating highly qualified team to Yemen office. HR Officer represent QC’s HR policies, procedures and goals, and their tasks revolve around instilling QC values in the employees, whilst making sure the policies are also fair to the employees and perform core duties and responsibilities in managing HR issues, compliance with local laws, advance teamwork and deliver the organization system requirements and procedures in people management.

Responsibilities and core tasks:

Responsibility 1: Ensure QC in Yemen in compliance with HQ policies and principles and local laws. (Est. 10% time)
1. Ensure that HR management in compliance with HQ relevant policies including safe workplace, staff wellbeing requirements and health and safety.
2. Ensure all HR issues are following Yemeni labor law and best practices in the world of INGOs.
3. Serve as advisor to CD and HQ team when requested to support change management and transition. Ensure process compliance with QC policies and Yemeni relevant laws. 

Responsibility 2: HR planning and staffing plans development and implementation according to QC and donor policies. (15% time)
4. Working with CD and project leads, define their needs from staffing, schedules for boarding, resource availability and ensure compliance with organization structure, approved budgets, and QC and donor’s relevant policies.  
5. Ensure position are well defined through clear JDs according to QC policies and appropriate approvals obtained from QC and donors as needed. 
6. Conduct market assessment for needed skills availability, levels of pay and compensation package as requested by CD of HQ team. 
7. Collaborate with HR peers on issues of common interest or research and present QC in relevant events and workshops. 
8. Support CD and Emergency Response leads to establish roaster of candidates as part of QC MPA. 
9. Support CD in developing succession plans for staff and provide inputs and suggestions for High Performing Staff development.

Responsibility 3: Coordinate and execute recruitment processes according to QC policies in timely fashion. (15% time)

10. In coordination with the CD and hiring managers, plan and execute recruitment processes for new hires according to QC policies.
11. Suggest in consultation with supervisors potential transition or rotation as alternative to meet staffing needs.  
12. Ensure proper documentation of process and decision making is done according to QC policies and procedures.
13. Draft job offers according to QC salary scale, placing procedures and the compensation package, ensure the chain of approvals obtained as per the policy and took lead in candidate relevant communication and negotiation.
Responsibility 4: Boarding and Existing of staff management (15% time)
14. Develop boarding plan with supervisor for new staff ensure that they have orientation plans, office set up in place, IT and equipment and introduce them to the team, understand the culture of QC. 
15. Ensure that clear and fair performance objectives are documented for probation period and check pulse with supervisors on performance and they receive needed support. 
16. Ensure QC acts according to local law in terms of ending probation with documented performance evaluation and recommendation to maintain or to terminate. 
17. Ensure resignation cases or normal contract expiry for fixed term contracts are managed according to the policies and local laws and exist interview take place and document and QC procedures for staff exist are followed strictly. Entitlement are calculated and signed off and reported in timely fashion according to the policy and law. 
18. Prepare and draft the employment certificates and recommendation letters as per QC policies.
Responsibility 5:  Support and ensure compliance with QC policies for Staff performance evaluation development and training. (15% time) 
19. Work with supervisor and ensure performance evaluations are taking place, documented, and reported to HQ on time. Ensure reflection of evaluation outcomes as per HQ policy in terms of decision and entitlements. 
20. Ensure staff development needs are addressed and identified for each staff, compile annual training plans, discuss with CD to approve and allocate resources, work with HQ experts to identify potential internal trainings and confirm the strategy and intended outcomes and return.
21. Ensure staff development plans are implemented, evaluated, documented, and referred to in the decision making for staffing plans.
22. Train supervisors on effective coaching, delegation, and mentoring.
23. Reinforce the positive and collaborative environment across the country office and plan team building events. 
Responsibility 6: Ensure compliance with documentation, system reporting and confidentiality of HR issues in the country office. (30% time)
24.    Ensure all staff data are regularly updated on QC gate electronically and hard original copies and files kept in the Country office according to the policy.
25.    Prepare the needed formal HR memos are issued as delegated internally and externally.
26.    Maintain HR archive updated, and confidentiality secured as per the policy. 
27.    Oversight handing over processes among staff ensure adequate documentation and transition.
28.    Prepare and check monthly payroll in coordination with finance.
29.    Provide CD and HQ team of regular reports.
30.    Organize and coordinate HQ mandatory trainings.

Job Requirements: 

Required:  BSc or higher in Human Resources Management. Business administration with subspeciality in Human Resource Management 
Required: Required: 4-7 years of experience as Human Resources Coordinator/Officer or Manager in International NGO or credible large local NGO or leading business.
