Consultant: Liaison / Representation Manager
The position is to be filled as soon as possible, with a contract duration of 6 months on an hourly basis. There are good prospects for an extension. The place of work will be Aden, Yemen. Travel for work will be required.
Objectives, duties, areas of responsibility
Your responsibilities
The purpose of this role is to represent Welthungerhilfe externally in Yemen at the strategic programme level.
The Liaison / Representation Manager will work in collaboration with the Desk Officer and Regional Director in Bonn, Germany. The Yemen team in Germany is embedded within the structure of the Head Office of Welthungerhilfe and is supported by the Programmes department and Finance team in Bonn, Germany. The Liaison / Representation Manager can be embedded in the office structure of a partner of Welthungerhilfe in Aden.
The Liaison / Representation Manager is the external representative and focal point for the Welthungerhilfe’s growing programme in Yemen.
The Liaison / Representation Manager has overall oversight of the security of Welthungerhilfe staff and assets in Yemen and ensures adherence with security protocols across all Welthungerhilfe activities in Yemen.
The Liaison / Representation Manager also interfaces with project partners, participants and other stakeholders, ensuring acceptance and understanding of Welthungerhilfe’s mission in Yemen, traveling regularly between Aden and project sites in north and south of Yemen.
Duties with own area of responsibility
- Represent Welthungerhilfe externally in Yemen
- Represent Welthungerhilfe to cluster coordination fora and other key networks.
- Represent Welthungerhilfe to regional and national government in Aden and project areas.
- Prepare and deliver briefings and presentations to external stakeholders as required.
- Identifies the different options for registering Welthungerhilfe in Yemen and the conditions that apply.
- Identifies the costs and timeframe for the registration process of a local office and an international registration for both the north and south of Yemen
- Actively monitor and ensure compliance with government registration requirements at national and regional level in north and south of Yemen.
- Ensure acceptance and understanding of Welthungerhilfe’s mission in Yemen
- Develop and maintain contact with relevant local and regional stakeholders, promoting community acceptance through appropriate and clearly delivered messaging to elders and other community leaders.
- Ensure Welthungerhilfe visibility across programme activities, within the constraint of security protocols.
- Ensure adherence to context analysis and security protocols and maintain a secure working environment for Welthungerhilfe staff and visitors in Yemen
- Develop context analysis and actively maintain security protocols in Aden and field locations, maintaining oversight of the security of Welthungerhilfe staff.
- Ensure field staff are adequately trained and briefed in security matters.
- Actively monitor the political, economical, social, cultural and security situation at both national and regional levels. Preparing timely monthly reports with secondary data including context, security, situation analysis and general updates for Welthungerhilfe operational areas.
- Act as security focal point for project partners and external stakeholders.
- Support the Desk Officer in planning and coordination of staff travel.
- Support the development of Welthungerhilfe’s strategy and annual planning for Yemen
- Advise and take part in any assessments including context analyses for the creation of an operational presence in Yemen.
- Develop annual planning priorities in collaboration with the Desk Officer.
- Contribute to the development of country strategy and planning processes and workplans.
Your profile
Required Qualifications
Professional/formal qualification
- Undergraduate degree in a field relevant to humanitarian or development studies, NGO management, politics or similar.
- Certificate in INGO security management/HEAT a significant advantage.
- Minimum 4 years of progressive experience in NGO management.
- Demonstrable experience of external representation of an INGO in Yemen at a high level, including to government.
- Detailed understanding of the regional and national politics/social dynamics of Yemen.
Foreign language skills
- Excellent written and spoken command of English.
