Background

The Society for Humanitarian Solidarity (SHS) is a nonprofit humanitarian NGO based in the in Aden, Yemen. It was founded in 1995.

The SHS provides assistance to refugees and migrants who arrive in Yemen every year.  The organization also assists the local community in Yemen.  The NGO won the Nansen Refugee Award, dedicated by the UNCHR. SHS has partnerships with UNCHR, OCHA, UNFPA and WFP

PROGRAM/DEPARTMENT SUMMARY: The Monitoring and Evaluation Officer is responsible for implementing and managing the monitoring and evaluation team and activities, including the coordination of an externally conducted evaluation, and implementing a Comprehensive Monitoring and Evaluation Plan (CMEP) for a high-quality, results-oriented program.

An M&E should include a plan contains  the following elements:

  • A proposed timeline for M&E.
  • Relevant M&E questions to ask at different stages of the project life cycle.
  • Different methodologies.
  • An effective implementation strategy.
  • Expected results.

GENERAL JOB SUMMARY: The M & E Officer will be responsible for maintaining chains of data collection, certifying data quality, and verifying all donor and standard indicators are being accurately tracked and interpreted. Additional responsibilities include collection, organization, analysis, developing monitoring, inspection, evaluating procedures within programs and summary of information, while maintaining the information dashboard. This includes innovative research using the data collected, collaborating with partners in information systems, and data collection.  He is the gatekeeper for the information that circulates during the program, and is responsible for collating this information into succinct, accurate, and timely reports. Performing all other tasks and responsibilities assigned for the benefit of with a generous and serving spirit.

ESSENTIAL JOB FUNCTIONS: 

  • Lead and /contribute to the need assessment
  • Designed and oversee of data collection process.
  • Lead the Data analysis and report 
  • Support to the development of log frame and M&E plan
  • Estimate of the budget of the M&E activity 
  • Development of M&E work plan / schedule of M&E activity.
  • Ensuring the continuous monitoring and follow up the project implementing 
  • Proved the technical support for the evaluation activates   (Need assessment - Baseline – Midterm – End term)
  • Identification of evaluation methodology and sample size calculation
  • Lead the data quality maintenance thought the field visit.
  • Contribute the capacity building.
  • Contribute of knowledge management and learning (KL).   
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to SHS and to not jeopardize its humanitarian mission.
  • Other duties as assigned.

SUPERVISORY RESPONSIBILITY: M&E Unit Manager/Program

ACCOUNTABILITY:

REPORTS DIRECTLY TO: M&E Unit Manager and Project Manager 

WORKS DIRECTLY WITH: Program Officer, Protection Officer, Data Management Unit, M&E Unit, and Field Officer(s).

Experience

Minimum of three years experience in M&E field in the humanitarian context. 

Competency and Skills 

  • Developed knowledge about M&E concepts and methodologies (quantitative & qualitative)
  • Advanced strategic, critical, and analytical thinking skills.
  • Advanced knowledge in mobile data collection tools such as (Kobo Toolbox)
  • Advanced knowledge in statistical software such as (SPSS, EP Info)
  • Working with a team, or perform tasks alone.

Language 

Professional working level in Arabic and English languages.
