Status: Full-time.

ADO Overview

Abs Development Organization for woman and Child (ADO) is a well-established national, humanitarian, developmental, non-profitable and non-governmental organization, founded in August1996 by a group of Yemeni girls to provide a better standard of living for woman, Child and youth in Yemen. ADO has been operating in Yemen for more than 25 years with an excellent presence in the deprived rural areas located on the coast of Tehama and various areas in Yemen to get rid of poverty and infectious diseases. Since its inception, it has implemented over 120 development and humanitarian interventions in 10 out of the 22 governorates of Yemen benefiting over 6, 400,000 people. As a result, the organization has established itself among the most effective civil society organizations in Yemen that are working on issues related livelihood, health, education, and WASH in support of women, children, and youth. Operating out of its Headquarter office in Sana’a and its offices in Hodaiedah, Hajjah, Abs, Raymah Taiz and Aden, ADO, provides critical educational, health, livelihood and WASH services to urban and rural communities. ADO believes that a woman is the essence of life, therefore it has devoted all its activities and programs to empower and educate a woman, because the educated and empowered woman will lead to an educated family in which empowered family will ensure a developed society leading to a civil state, good governance and conscious civil society out of oppression. ADO believes that youth are a miraculous energy. Job objectives/ Scop

The Manager (MEAL) responsible and accountable for:

  • advising the project manager, technical staff and its team regarding MEAL.
  • developing and managing project MEAL concept and tools, MEAL system based on ADO standards and following mixed methods (quantitative and qualitative methodology);
  • supporting the project advisors with the required monitoring activities (e.g. monitoring visits)
  • alignment of project MEAL concept with ADO regulations/ expectations towards result based monitoring systems and capacity works;
  • ensuring that component’s databases operates and functions correctly;
  • data collection and reporting about milestones, current status of indicators towards the programme manager (Weekly, monthly progress reporting/ annual reporting, etc.);
  • providing technical support to the component and programme by dealing with questions and problems relating to IT and MEAL databases;
  • innovation, reporting and knowledge management of MEAL
  • preparation of data for PR and communications purposes
  • Prepare a booklet of lessons learned and success stories

Duties and Responsibilities

Technical role: (50%)

1-  Facilitate design of “SMART” objectives, logic models, monitoring frameworks, and evaluation plans during annual work-planning process

2-  Ensure the alignment of M&E activities with program goals.

3-  Maintain existing indicator tracking tools; develop additional databases and tracking tools as needed to demonstrate the effectiveness of project interventions

4-  aligns the M&E work of the different project components within one concept and enhances mutual learning between components;

5-   Prepares appropriate input for various reports including annual reports, and contributes to the other reports required by the component & programme managers;

6-   Conduct research activities and studies which benefit the components and the project.

7-   Assists with general project planning and develops component concepts including preparation, organization and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication and documentation;

8-   Coordinates relevant component activities at local level in consultation with the manager and in cooperation with the staff, both as regards implementation and preparing organizational aspects;

9-   Compiles the relevant information for joint activities and assignments.

10-  Regularly keeps updating data and databases of the components of program.

11-  implements, maintains and configures all M&E databases using appropriate tools like ADO “impact monitor”;

12-  keeps record of the component’s activities, lessons learned.

13-  coordinates with all components the activities of data collection and processing; 

14-  Coordinate responses to requests for information

15-  takes up responsibilities to arrange for M&E field activities.

16-  Ensure adherence to specific monitoring and reporting requirements for the funded project, including requirements related to project Site Improvement Management System (SIMS), and project Oversight Accountability Response

17-  Analyze data for accuracy, flag validation or quality issues, and contribute to system fixes.

18-  Aggregate and analyze data from across ADO’s information platform to contribute to management decision-making and reporting

19-  Ensure quality and timely submission of monthly/quarterly/annually reports; manage preparation of additional reports for donors as required

20-  Generate monthly indicator reports for tracking progress against key indicators as needed

21-  Create and integrate graphics in reports and information products to help visualize data in a meaningful way

22-  Edit content and presentation of all reporting and deliverables before submittal to ensure superior quality and professionalism

23-  Contribute to developing and reporting of project reviews, assessments, surveys, and other analytic or evaluation processes and products

24-  defines needs for external technical expertise, including writing TOR for consultants, selecting experts and supervising them in cooperation with project manager and other related staff (e.g. success story booklet);

Supervision role: (20%)

25-  Conduct field visits for data validation and to monitor the quality and completeness of data sets; coordinate data collection at project sites to monitor program development and ensure timely compilation and reporting of data; capture and document lessons learned; and champion the scaling up best practices.

26-  Ensure the flow of information and data from the field to senior management.

27-  Periodical evaluation of staff under his management.

28-  Support recruiting, interviewing, and training new M&E staff and/or consultants

29-  communicates the project interests and efforts, forwards these and encourages sharing ideas and information for the benefit of programs.

30-  Reports back to project manager on a regular basis about current status of progress and results of project indicators.

31-  Carries out other tasks for the program, even if these are not explicitly cited in the job description at the request of project related staff or project manager.

 Development role: (30%)

32-  Develop, implement, and assess monitoring frameworks for all ADO partnerships and projects, as well as for funding proposals

33-  Develop the overall framework for project M&E systems in collaboration with donor and senior project staff, including requirements, reporting, baseline, and evaluation surveys; develop and monitor project management plan to systematically document performance

34-  Contribute to the development of annual work plans to identify project targets and ensure inclusion of M&E activities

35-  Support the development, design, and writing of proposals and concept notes for related programming information management and reporting

36-  Contribute to developing and reporting of project reviews, assessments, surveys, and other analytic or evaluation processes and products

37-  Prepares charts, presentations and written reports, booklets (e.g. success stories) about MEAL.

38-  develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures regarding M&E;

39-  develops and organizes quality assurance measures and suggests necessary changes, improvements and initiatives regarding project MEAL.

Experience and Qualifications

  • Master’s degree in Project management, statistics, demographics, or international development preferred
  • 5-7 years’ professional experience, with at least 5 years professional experience in a comparable position in an international organization
  • experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans
  • experience in the major evaluation methodologies (e.g., qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies.
  • experience in monitoring and evaluation of activities through participatory processes
  • experience in organizing and facilitation of focus group discussion and conducting surveys

Previous Training
