Job Title: Senior MEAL Officer (1).
Location: Sana’a.
Contract Type: Full Time.
Contract Duration: One Year.
Start Date: As soon as possible.

Job Description
The Senior MEAL Officer will report to the MEAL Unit Manager and work closely with the projects’ Management unit team. He/she will supervise the MEAL officers of all projects and ensure that the MEAL activities are in line with the projects’ implementation plans and the organization’s strategies. Knowledge of research methodology in the social sciences and information management is a key function for this position. The main responsibility of the Senior MEAL Officer is in the area of designing and putting into use planning, monitoring, and evaluation tools to assist the Projects Unit in carrying out its role effectively and efficiently. 

Key Responsibilities:

  • Assist the Business Development Unit (BDU) in developing M&E strategies for grants and concept notes.
  • Assist the Projects Management Unit (PMU) in improving the activities implementation based on M&E feedback.
  • Assist in Developing Standards Operation Procedures (SOPs) to ensure high performance of all projects.
  • Monitor the progress of all projects' indicators and provide reports as needed.
  • Monitor and ensure that the projects reports are submitted on time and assist in ensuring that data flow is going smoothly between units.
  • Oversee MEAL projects officers on all their activities.
  • Oversee the activities of MEAL officers of all projects. 
  • Monitor and carry out quality assurance spot checks on each project site.
  • Supervise data entry of monitoring forms to ensure data quality and accuracy.
  • Review monitoring/field visits reports and analyze them to evaluate and achieve the project’s objectives. 
  • Oversee all MEAL activities progress reports, consolidate and share them with the PMU regularly.
  • Develop a template to measure and monitor the progress of the organization's strategic goals as per its Strategic Plan. 
  • Assist in monitoring and evaluating the progress of SOUL’s strategic plan as per the evaluation timeframe. 
  • Support the projects unit in applying the MEAL guidelines and tools as per the MEAL manual.
  • Provide guidance to the MEAL officers of all projects on developing success stories, lessons learned, and case studies. 
  • Develop knowledge management activities through consolidating lessons learned during projects implementation or successful innovations.
  • Design quantitative and qualitative methods and tools to collect data, and train staff using them. 
  • Assist in developing the FCM database, follow up its application, and modify, if necessary. 
  • Develop and customize AAP and Feedback & Complaints Mechanism (FCM) tools and reporting templates and ensure all projects adopt these tools and provide reports regularly. 
  • Assist in developing the MEAL unit annual plan. 
  • Assist in the preparation of the MEAL unit quarterly and final reports. 
  • Assist in following up on all project's interim and final reports and ensure their timely submission.
  • Review all newly approved projects’ documents and provide support to the projects' MEAL teams in developing their MEAL plans and tracking tools and reports.
  • Organize and lead sessions for all newly appointed MEAL officers and assistants on the MEAL approach, tools, and guidelines. Hold short training sessions, whenever requested, on the use and application of KoboCollect, and google forms. 
  • Assist in developing analytical reports of all MEAL’s unit evaluations/assessments of projects and SOUL’s strategic plan. 
  • Assist in rolling out the Enterprise Resource Planning (ERP) system. 
  • Monitor the application of the ERP system and the tracker tool. 
  • Monitor the performance of all projects and provide reports as needed.
  • Carry out any other relevant tasks as needed

Qualifications & Experience:

  • Graduate degree preferably in social sciences, computer information systems, international development or equivalent.
  • A minimum of two years of professional experience in similar international development programs, including developing performance indicators, data tools, and analysis

Job Knowledge and Skills:

  • Proved analytical ability of qualitative and quantitative research. 
  • Knowledge and demonstrated capacity of databases: SPSS, Excel, and Google form are an asset.
  • Willing to undertake regular field visits to other governorates.
  • Good analytical, and excellent oral communication, teamwork, and people skills
  • Familiarity with data collection tools, data processing and analysis, and monitoring techniques is a plus.
  • Strong command of both Arabic and English languages.
  • Very good command of MS Office applications.
  • IT Background is an asset.
