i.    War Child

War Child is an independent and impartial international organization investing in a peaceful future for children and young people affected by armed conflict. WC strives to empower children and young people while enabling adults to bring about positive and lasting change in the lives of conflict-affected children and young people. 

ii.    Decentralized Localisation Initiative for Arabic-Speaking Child Protection Coordination Groups

The Decentralized Localisation Initiative for Arabic-Speaking Child Protection Coordination Groups is a project focused on the Middle East funded by UNICEF and in cooperation with the Global Child Protection Area of Responsibility (CP AoR). The project aims to enhance decentralized and contextualized approaches to localization. 

iii.    Objectives of the Consultancy:

The consultant will play a pivotal role in enhancing the communication and advocacy departments of both the Psychiatric Care Development Foundation (PCF) and the Al-Rwad Foundation. With a keen focus on digital presence, the consultant will meticulously review and elevate the overall functionality and aesthetic appeal of each organization’s websites and social media platforms. Furthermore, recognizing the importance of empowered staff, the consultant will conduct comprehensive training sessions, equipping team members with effective communication strategies and the skills necessary to expertly manage and engage with their online platforms. This collaborative effort aims to foster a more impactful outreach and strengthen connections with their respective communities.

Main Responsibilities include:

  • Offer strategic technical guidance and proactive support to the PCF and Al-Rwad teams, aimed at strengthening and advancing their communication departments for greater impact.  
  • Conduct a thorough review and redesign of the websites and social media platforms for both organizations, ensuring they effectively reflect their missions and engage their audiences.  
  • Establish a robust and consistent online presence that resonates with their stakeholders and amplifies their voices within the community.  
  • Facilitate in-depth and interactive training sessions for the staff of both organizations, focusing on enhancing their skills in communication to navigate the evolving landscape effectively.

iv.    Methodology

The proposed methodology will emphasize flexible, learning-oriented approaches and will involve a comprehensive review of current tools and procedures to identify existing weaknesses, strengths, and opportunities for improvement. This methodology will integrate a combination of face-to-face capacity-building sessions, mentorship, and coaching. To foster a sense of ownership, relevant personnel from the targeted organizations will participate throughout the entire process, beginning with the review phase and extending through the strengthening of the communication department and digital presence. The consultant will engage with the targeted organizations through a variety of platforms. 

v.    Consultancy deliverables

The consultant will deliver the following outputs: 

Output

1    A comprehensive work plan, outlining specific methodologies and timelines, is developed to guide the project’s implementation.
2    The PCF website and its associated social media platforms, including Facebook, Twitter, and Instagram, to undergo a thorough review and to improve user experience and engagement
3    The Al-Rwad website, along with its social media channels is also reviewed and enhanced to ensure better visibility and accessibility for target audiences
    Detailed guidelines for content preparation, including best practices for tone, style, and frequency of posting, is established to bolster the organizations' visibility and ensure a consistent online presence.
4    Tailored communication training materials is created, focusing on effective messaging, audience engagement strategies, and social media best practices. Training sessions is  successfully delivered to staff members of both organizations, emphasizing interactive learning and skill-building.
5    A comprehensive training report is  prepared and submitted, including printed and soft copies of the training modules available in both Arabic and English. The report also contains participant feedback forms and a detailed analysis of pre- and post-training assessment results to evaluate the effectiveness of the training sessions.

vi.    Location and Time 

  • Assignment to be take place face-to-face in Aden /Yemen
  • The expected starting date for the consultancy 1st of March 2025
  • Implementation period will be completed on  30th April  2025 
  • Final deliverables to be received by 10th May 2025

vii.    Language

  • Language of the training is Arabic
  • All communication with WC and reports is to be done in English.

viii.    Profile of the consultant 

  • BSc degree in Marketing, Communication or relevant field
  • Familiarity with web design and content management systems
  • Excellent analytical skills
  • An ability to multitask and perform under tight deadlines
  • Strong verbal and written communication skills
  • Additional qualification in web design or animation is a plus
  • Demonstrated ability to support the capacity development of national staff
  • Demonstrable experience in designing and implementing trainings and workshops 
  • Excellent communication, facilitation, and interpersonal skills 
  • Arabic fluency, English working proficiency

  • Technical proposal demonstrating clear understanding of the TOR and expected deliverables, as well as describing the methodology, plan, and tools to be used
  • Timeline for delivery of the consultancy with detailed activity schedule 
  • A financial proposal inclusive of all costs needed for the work 
  • CV of the consultant(s) demonstrating qualifications and experience in similar trainings and organizational development 
  • One sample of delivered training , policy showing experience related to the assignment (include evidence of work done) 
  • Two references related to relevant work previously conducted
