Job Description

JOB TITLE     WASH Officer
LOCATION     Aden, with frequent visits to field locations
REPORTING TO     WASH Manager 

OVERALL PURPOSE     Working as an important member of a diverse team who are committed to serve the world’s most vulnerable with practical and compassionate care. The WASH Officer has a vital role to play in improving access to safe water and sanitation for the target population, and improving hygiene behaviour.

This involves effectively implementing the assigned WASH project(s) in line with the objectives, budget and timeframe laid down in the proposal(s). The role also includes ensuring coordination with the authorities/community leaders, beneficiary participation, and overseeing project staff. 

PROJECT OVERVIEW     Based in the Aden Office, the WASH Officer will be responsible for implementing water, sanitation and hygiene activities in the targeted locations. All projects must be in coordination with the relevant local authorities and the relevant UN Clusters. Project activities could include the design, construction and rehabilitation of community water systems; household toilets; hygiene activities; WASH in health facilities; water safety planning and emergency preparedness and response (EP&R). Beneficiaries should be involved in the design and implementation of the projects from beginning to end. Where possible, WASH projects should be part of Integrated Famine Risk Reduction (IFRR) programming. Medair aims to work in forgotten or hard-to-reach places where other partners are not on the ground.  


Responsibilities:

GENERAL TASKS      

  • Uphold the humanitarian principles of humanity, neutrality, impartiality, and independence
  • Respect the Medair values at all times, both within and outside of working hours 
  • Know, understand, and comply with Medair internal policies and procedures
  • Adhere to Medair Nationally Recruited Staff (NRS) Handbook and regulations
  • Be prepared to work in Aden Governorate 
  • Work closely with all members of the WASH team to provide the highest possible quality of WASH intervention
  • Treat all beneficiaries and their relatives with respect and dignity

SPECIFIC TASKS    

Technical WASH Project Designs

  • Assess existing water and sanitation structures/operations (including Health Units and Schools), and hygiene promotion activities in the assigned area(s) and recommend actions to be taken. This should include activities, costs and timescales.
  • Design, implement and supervise the assigned WASH project(s) in line with the activity plan and time frame of the relevant project proposal(s), and any applicable national and international guidelines and standards.
  • Consulting with community representatives (including women, disabled, youth, and elderly people) about access, design and management of WASH activities.
  • Carry out technical assessments of agreed implementation locations, including static and emergency situations
  • Compile for review, BoQs with costs and designs/technical drawings for all water and sanitation structures, hygiene activities and water safety planning projects 
  • Supervise the quality construction of all water and sanitation structures, ensuring good maintenance and sustainable processes are put in place. 
  • Establish emergency response activities as required
  • Establish water safety planning in targeted communities, and train volunteers as needed
  • Carry out water quality monitoring.
  • Set up maintenance systems, train staff and arrange repairs for WASH facilities
  • Liaise with the Health team in providing support for hygiene campaigns in targeted locations, and work together to improve community ownership and engagement.
  • Write WASH-related guidance as necessary
  • Facilitate the MEAL team to ensure that regular monitoring and evaluation assessments are conducted in the field in terms of the quality of Medair projects.
  • Ensure beneficiary participation, feedback and accountability in all aspects of the project
  • Ensure accurate and timely reporting of activities to the WASH Manager

Staff Management

  • Identification and recruitment of WASH team members as required by the WASH Manager
  • Facilitate regular team meetings with WASH team ensuring team members are kept informed of issues relevant to their work and providing opportunity for feedback.
  • Supervise WASH Assistants, contractors and direct labour work teams.
  • Actively build capacity of the WASH team

Financial Management

  • Ensure that any activities requiring the handling of Medair money are carried out in line with Medair procedures and all paperwork is completed accurately and in a timely manner.  
  • Provide information for monthly Cash Needs Forecast to the WASH Project Manager (PM).
  • Payment of WASH casual workers.

Communication and Coordination

  • Represent Medair at relevant local level coordination meetings involving local authorities, UN agencies and other NGOs 
  • Coordinate and liaise with members of the Medair WASH team to ensure all objectives of the WASH program are met. 
  • Provide monitoring data to input to weekly and monthly reports to the WASH Manager

Staff Safety and Security

  • Ensure personal understanding of Medair Standard Operating Procedures and Contingency Plans as documented in the Medair Yemen Security Plan.
  • Comply with Medair security procedures at all times, remaining aware of the security situation in office and clinic locations at all times.
  • Report any security incidents or concerns to the Security Focal Point
  • Report any issues regarding workplace practices to appropriate HR Manager.

Logistics

  • Local procurement of construction materials in co-ordination with the Logistics Officer.
  • Keeping records of consumable items and equipment used.
  • Support the WASH Manager with procurement planning.

Quality Management

  • Use the Medair e-library and other operating procedures, ensuring that all standardised formats are used and guidelines are followed
  • Implement, as far as is possible within operational constraints, relevant policies and standards relating to WASH service delivery including national, and international (e.g. Sphere and HAP) standards, donor guidelines and other good practice

OTHERS    

  • Any other reasonable duties related to the above areas

VOCATIONAL QUALIFICATION

BSc in Water / Environmental Engineering or Management or Civil Engineering or Hydrology / Geology

 

WORK EXPERIENCE

2 years professional experience in a WASH INGO context

Management experience in a WASH context

Experience working in a WASH programmes in the south of Yemen

LANGUAGES

Good English (spoken and written)

Ability to write reports in English

 

 

IT

Computer literate with good working knowledge of Microsoft Excel, Word and Outlook

Experience using GIS and KOBO software

  • Knowledge of designing pumped and gravity-flow water systems

  • Familiarity with chlorine dosing and chlorine residual testing
  • Familiarity with hygiene promotion activities
  • Knowledge of solar systems
  • Familiarity with cement mixing
  • Knowledge of implementing emergency response WASH activities

WORK CONDITIONS 
For the time being, this position will be based in the Medair Al Dhale’e Office, with frequent field trips and travel. However, given the emergency nature of this response and the unpredictability of geographic locations of services, the base location for this project can change.
Working hours will be 08:00 to 16:30 with 30 minutes for lunch
SALARY : According to Medair standard salary scale
