Organizational Context and Scope:

Working under the overall supervision of the Mission Field Security Officer and the direct supervision of the Field Security Officer, Aden, the incumbent will be responsible for the following and effectively implement appropriate safety and security management procedures related to the safety and security of IOM staff and the protection of IOM assets in the mission:

Core Functions / Responsibilities:

  • Primarily support the Mission Field Security Officer (MFSO) and the Aden Field Security Officer (FSO) in all operational security matters that impact IOM’s staff safety and security, IOM’s operations, and programs in Mokha.
  • Develop a solid understanding of the United Nations Department of Safety and Security (UNDSS) Security Management System (UNSMS) in Yemen, including the Security Risk Management Process (SRM), and its application.
  • Attend the UNDSS Area Security Management Team (ASMT) and Area Security Cell (SC) Meetings as an alternative to the Aden Field Security Officer (FSO) as required.
  • Assist the Office in developing and implementing UNSMS operational standards; monitor compliance of all IOM staff and offices and advise UNDSS when necessary.
  • In coordination with the MFSO and FSO, be part on the UNSMS Security cell, attend all security Team meetings as required, reporting to MFSO and FSO accordingly.
  • Ensure proper dissemination of security related information to IOM staff members and monitor staff compliance to various security plans and advisories.
  • Maintain an updated list of staff members with all relevant information, agency-based warden system, radio sign listing, SSU mission security focal point directory and other safety information.
  • Ensure that all security/safety and communications equipment is functioning and in good condition with a regular inventory duly maintained.
  • Coordinate security and safety plans as approved by the supervisor or management, including periodic fire drills and first aid training of staff.
  • Participate in development of fire safety arrangements plans and make proposals on efficient ways to provide security, anticipating needs and potential situations with a regular update of the Business continuity Plan (BCP)
  • In coordination with the MFSO and FSO deliver security and safety related training sessions, security briefings for all IOM staff based in Mokha, IOM visitors and partners.
  • When requested, liaise and coordinate with the local security forces and other organizations on all matters related to the security of IOM Mokha.
  • Assist IOM Mokha movements and operations in assessing the security situation in operational areas, including assessing threats related to the IOM staff and assets safety.
  • Monitor the duty of security guards and mode of visitor access to the office; support security guards and police armed guards in solving problems and report any issues to PLU in coordination with the MFSO and FSO.
  • Act in a supervisory capacity for the Security Assistant/s and the Guard Force, ensuring that all the Security and Safely related activities are being conducted in an effective and professional manner in line with the applicable policies, practices and SOPs.
  • Ensure all security administration (CONOPS, MSCR, Deconfliction/ Humanitarian Notification System HNS, Travel & Security Clearances etc) is processed in a thorough and timely manner and archived for future process if required.
  • Provide diligent support to IOM sub-offices as requested, particularly in emergency operations areas and maintain a constant channel of communications.
  • Monitor accommodation of international staff including initial residential assessment
  • In coordination with MFSO and FSO, report and coordinate safety and security matters, as instructed.
  • Be on call 24 hours a day seven days a week to support Staff if required and perform other duties as assigned by MFSO and FSO.

Required Qualifications and Experience

Education: Bachelor’s degree or equivalent in social science, law enforcement or certified graduation from military/police academy.

Experience: Minimum four years’ experience in security, police or military service with extensive command or leadership experience, with at least two years of international exposure in a managerial function at the United Nations, or other international organization. Direct experience in the United Nations Security Management System with proven crisis management capabilities in a leadership role is a distinct advantage. Previous experience in providing security training to all levels of staff, including radio communications, warden management and incident management.

LANGUAGES: Fluency in English and Arabic is required.

Skills: Excellent communication skills, both oral and written; strong negotiation including. Ability to analyze and report on complex security issues to high level stakeholders and advise on and implement measures for mitigation. Good computer skills in the MS Office applications of Word, Excel, PowerPoint, and Outlook. Ability to develop and manage databases. Personal commitment, efficiency, flexibility, drive for results, respect for diversity, creative thinking; ability to work effectively and harmoniously with colleagues from varied cultures and backgrounds. Political and social knowledge of Yemen including knowledge of the security situation is a distinct advantage.
