Job Description

JOB TITLE: Behavioural Change Communication (BCC) Officer (Female only )
LOCATION: Al Madaribah, Lahj governorate
REPORTING TO : Health & Nutrition Manager

OVERALL PURPOSE     

The BCC officer will oversee the implementation of mother-to-mother-support-groups (MtMSG) following the national guideline and to conduct health, nutrition and Hygiene behaviour change sessions with students in  schools in Al Madaribah.

PROJECT OVERVIEW     

To improve access to essential health and nutrition services to displaced population and acutely vulnerable communities in Yemen, with focus on Lahj governorate

Responsibilities

GENERAL TASKS      

  • Uphold the humanitarian principles of humanity, neutrality, impartiality, and independence
  • Respect the Medair values at all times, both within and outside of working hours 
  • Know, understand, and comply with Medair internal policies and procedures
  • Adhere to Medair Nationally Recruited Staff (NRS) Handbook and regulations
  • Be prepared to be based and work in Aden, with frequent visits to field locations 
  • Work closely with all members of the Health & Nutrition and WASH team to provide the highest possible quality of interventions
  • Treat all beneficiaries and their relatives with respect and dignity

SPECIFIC TASKS    

Technical 

  • The BCC Officer will be field based and a hands-on role and will focus primarily on behavioural change communication, health and hygiene promotion and beneficiary inclusion. 
  • Conduct regular meetings with the community volunteers to oversee and support the implementation of mother-to-mother-support-groups in each catchment area of 5 health facilities
  • Liaise with school mangers/principals to conduct health, nutrition, and hygiene messaging for students.
  • Find creative ways to communicate and promote behaviour change, adapting it to the context and culture.
  • Support field teams with applying Barrier Analysis (or other formative research) in communities to better understand key barriers to positive behaviour change and develop targeted strategies for promoting improved social and behavioural care practices. 
  • Review existing IEC materials, and support in preparing and editing new material as needed.
  • Facilitate the MEAL team to ensure that regular monitoring and evaluation assessments are conducted in the field in terms of the quality of Medair projects.
  • Ensure beneficiary participation, feedback, and accountability in all aspects of the project.
  • Ensure accurate and timely reporting of activities to the Health & Nutrition Manager and the data entry person.

Staff Management

  • Facilitate regular team meetings with the assigned health and nutrition team, reviewing team and individual objectives, ensuring team members are kept informed of issues relevant to the work. 
  • Ensure the assigned community health volunteers receive relevant and appropriate training (e.g., MtMSG, IYCF) coaching and supervision to develop their skills, knowledge and understanding. This may be through on-the-job training and/or taught sessions.

Communication and Coordination

  • Provide monitoring data to input to weekly and monthly reports.
  • In coordination with any relevant M&E staff, follow up community concerns and issues raised through feedback or complaint mechanisms.
  • Develop and maintain appropriate communication structures with the assigned health and nutrition team, H&N Project Manager and H&N Manager, and other relevant stakeholders.

Staff Safety and Security

  • Within scope of responsibilities and in line with Medair’s mandate and values, speak on behalf of Medair to local authorities, community members and community leaders.
  • Comply with Medair security procedures at all times, remaining aware of the security situation in all locations at all times.
  • Report any security incidents or concerns to the Security Focal Point immediately.
  • Report any issues regarding workplace practices to appropriate HR Manager.

Logistics and Finances

  • Follow Medair procedures regarding purchases and expenses
  • Ensure that any activities requiring the handling of Medair money are carried out in line with Medair procedures and all paperwork is completed accurately and in a timely manner.  

Quality Management

  • Assist in implementation of relevant policies and standards relating to community health including Sphere and CHS standards, Ministry of Public Health and Population and donor guidelines and other good practice.
  • Participate as requested in Medair internal workshops and distance learning sessions to keep up with changing trends, new guidelines, and best practices.

OTHERS    

  • Any other reasonable duties related to the above areas

VOCATIONAL QUALIFICATION

Diploma in Community Health preferred, Health Education or clinical professional experience

Bachelor’s degree in relevant subject area

Training in BCC, including Barrier Analysis and Designing for Behaviour Change methodologies

Training in IYCF

WORK EXPERIENCE

At least 2 years in BCC work in health, hygiene, and/or nutrition (participatory methodologies, training and teaching, behaviour change theory)

2+ years of experience in BCC work

Experience in MtMSG and/or IYCF

LANGUAGES

Fluent English (speaking, reading & writing)

Ability to write reports in English

 

IT

Computer literate with good skills in common Microsoft office (Word, Excel and Outlook) programs

Drawing packages for IEC materials

Other technical packages would be advantageous

WORK CONDITIONS     

Position will be based in the Medair Aden Office, with field trips outside the city/town, within Yemen. The candidate will need to be flexible on time depending on the project needs.
Working hours will be 08:00 to 16:30 with 30 minutes for lunch but may require flexibility as the work dictates.
