Job Description
Purpose:
The MDT Officer will be a key member of a broader Clinical Quality and Training Unit. The unit consists of a Medical Development Manager and several officers who work together to ensure the effective and professional implementation of clinical services in sites supported by MSIY. The unit delivers training and provides ongoing clinical quality support to health service providers using relevant, accurate and consistent information about Reproductive Health (voluntary family planning (FP), and Maternal, Newborn, Child Health) in all programme components. Clinical quality is assured in line with the international MSI partnership gold standards and guidelines, as well as aligned with the local polices in Yemen. The MDT Officer will be responsible for delivering high quality clinical training to public and private health workers as well as the provision of in person clinical quality support and quality assurance checks.

Who we are:
Since 1998, Marie Stopes International Yemen (MSIY) has provided high quality healthcare services to women and children across Yemen. MSIY uses a combination of local knowledge and innovation to adapt our services to the situation on the ground and expand our activities to meet the changing needs of people living through the conflict.
The USAID project activity:
The Strengthening Healthcare Access in Yemen project is a five-year USAID-funded initiative aimed at enhancing access to and equitable utilization of evidence-based maternal, new-born, and child health; nutrition; voluntary family planning; and reproductive health (MNCH/FP) services in Yemen. Led by JSI, the project collaborates with partners to employ a community-led strategy focused on increasing awareness, supply-side reinforcement, and enabling environment support for voluntary services. Through engagement with midwives, community reproductive health volunteers, and community structures, the project will create awareness, expand informed choice, facilitate access, and enhance care quality.
Key Responsibilities
Quality of Care
- Ensure maintenance of MSI standards, protocols and values through regular visits and use of the internal audit checklist to monitor quality of MSIY supported health workers at least twice a year.
- Assess service providers’ competency in key clinical services biannually using checklists and on-the-job real-time assessments.
- Promote incident reporting across all MSIY sites
- Motivate service providers to improve their clinical skills and performance.
- Collaborate with the Quality and Training Manager to support service providers to constantly improve their service delivery, with access to protocols and updated resources and information in Arabic
- Regularly assess clients’ and providers’ safety, ensuring access to protocols and updating all resources and information.
- Collaborate with the Quality and Training Manager to constantly improve the quality of services, review the client feedback from both sites and the contact centre, and ensure implementation and follow-up of any necessary changes.
- Complete and submit accurate and timely quality reports on a monthly basis
- Raise any quality concerns through the appropriate channels
- Lead on preparing and conducting QTA for assigned service providers
- Ensure all channel staff understand and promote MSIY’s guiding principles.
Training
- Hold regular training needs assessment of service providers in all MSIY sites.
- Monitor the progress of clinical training in MSIY sites according to the project need.
- Improve skills of service provider and share knowledge on a regular basis through case studies.
- Develop plans and curricula and run specific training courses in infection prevention (IP) and medical emergency management (MEM), incident management (IM), voluntary family planning (FP) and other MSIY areas of expertise for service providers in all programme components.
- Coordinate with the Channel and Regional Manager to deliver trainings as per the annual workplan.
- Ensuring Quality of Care standards are met during training activities, MSIY protocols are followed and Health education information is consistent and accurate.
- Ensure own training skills are maintained
Other
- Reflect MSIY’s experience on quality and training to other NGOs working in the same field in coordination with the line manager.
- Actively participate in monthly quality team meetings
- Provide technical input for IEC materials regarding health services as needed
- Promote MSIY values and standards
- Assist line manager with any other aspects of work as requested
Skills and Experience
- Bachelor’s degree in General Medicine and Surgery and preferably with Public health or Community Medicine or post graduate in Obstetrics & Gynocology.
- Experience working with the Ministry of Public Health and Population (MoPHP)/ NGO in the field of RH/FP/MNCH for at least 3 years.
- Knowledge and understanding of quality of care within MNCHN/RH service delivery, health systems strengthening approaches, social and behaviour change, and gender.
- Demonstrated expertise and commitment to voluntary FP services.
- Have computer/ reporting skills.
- Have excellent Arabic and English and communication skills.
- Strong technical knowledge and training competence
- Be a Yemini national/or have a work permit for expats.
