Vacancy Announcement for GIZ Yemen / Risk Management Office (RMO) in Yemen (PN.15.3502.0-017.00) implemented by the GIZ Office

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH has been working in Yemen on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) since 1969. It opened its office in Sana’a in 1983. In order to deliver flexible support at a time of war and insecurity, GIZ operates in Business Continuity Management mode in Yemen.  Yemen is one of the nexus and peace partner countries of the German development cooperation. GIZ implements projects in the fields of water and sanitation, health, education, private sector, and employment, as well as good governance, peace, and local administration. At the same time we support measures to rehabilitate basic services for and enhance resilience of the local population, including particularly vulnerable groups such as internally displaced people. Our actions and decisions are guided by several core principles, the safety of our national colleagues as well as their well-being belonging to the most important ones. 
With immediate effect the GIZ Office Sana’a invites applications from qualified Yemeni nationals for the following position: 

  • Position: Senior Risk Management Advisor
  • End of Contract: 30.11.2024
  • Post Location: Aden

Responsibilities

The Senior Risk Management Advisor is responsible for

  • Manage tasks and staff at the RMO Aden office, collaborating closely with Sana'a.
  • Ensure smooth processes and results, particularly administration and finance.
  • Ensure adherence to GIZ data protection and security standards in all work of the RMO Aden section.
  • Manage financial aspects of all administrative tasks for the RMO Aden section, in close coordination with the RMO administrative and finance officer in Sana'a (including deputisation).
  • Manage tenders, contracts, parking etc.
  • Assume full responsibility for GIZ guest house management, including establishing and operating the facility by developing a service concept, and creating comprehensive rules and regulations.
  • Ensure office safety and security.
  • In cooperation with the Security Risk Management Advisor, coordinates visits of international staff to Aden.
  • Coordinate with MoPIC regarding different project and administrative issues such as visa applications for international staff.
  • Document and archive communication between the GIZ country office and MoPIC in DMS as well as SharePoint 

 Main Tasks  
                                                          
The Senior Risk Management Advisor

  • Supervise and coordinate the work of all staff at the RMO Aden section.
  • Coordinate effectively with the RMO Sana’a section and the GIZ Yemen country office 
  • Manage staff who report to him in accordance with management principles and guidelines to promote a sense of corporate identity, enable employees to carry out tasks independently and create scope for developing creativity and innovation as well as ensure cost-effective services 
  • Is responsible for recruiting, selecting, onboarding, grading, planning the assignment of and professional development of staff members who report to him/her in accordance with P+R 
  • Carry out the annual staff assessment and development talk for staff members who report to him/her
  • Maintain and regularly updates an inventory for the RMO Yemen.
  • Maintain the filing system and procedures in accordance with GIZ guidelines.
  • Perform daily administrative tasks for the RMO Yemen, including but not limited to managing calendars, scheduling meetings, and coordinating travel arrangements.
  • Handle insurance plans and service contracts.
  • Prepare and monitore the RMO budget.
  • Keep financial and non-financial records.
  • Review utilities consumption and strive to minimize costs.
  • Supervise all RMO staff.
  • Control activities like guards, parking space allocation, building security etc.
  • Develop a concept for the GIZ guest house and bears overall responsibility for its management.
  • Monitor international staff travel planning according to the requirements of BMZ, AA and the German Embassy.
  • Answer queries regarding international travel to Yemen.
  • Advise on Visa applications.
  • Act as focal point for UNDP UNHAS for bookings and general coordination.
  • Act as focal point for the authorities (MoPIC) to obtain permission and clearances.
  • Ensure that the RMO IDA page is up to date. 
  • Perform other duties as assigned by the Head of RMO.
  • Prepare presentations and reports as needed.
  • Report without delay to the Head of RMO any problems in financial administration and compliance with GIZ rules and regulations.
  • Perform any other duty as assigned by the Head of the RMO.

Required qualifications, competences, and experience

  • Master’s degree in public administration or similar.
  • At least 5-7 years working experience in security risk management, administration/finance, mobility management or similar field.
  • At least 5 years working experience in a leadership position.
  • Proven knowledge of accounting and finance skills.
  • Outstanding communication skills.
  • Experiences with the GIZ system and or risk management is an advantage.
  • Well-organized and able to optimize the use of space and equipment while reducing operating costs.

  • Very strong management and leadership skills to manage a team in a co-operative, sensitive but result orientated way.
  • Proven decision-making skills and a high sense of initiative.

  • Common sense, an ability to learn quickly, and must work well under pressure.
  • Excellent command of Arabic and English.
  • Excellent working knowledge of ITC technologies. 
  • Discretion, flexibility, commitment, dedication and focus on details.
  • Willingness to travel within and outside of Yemen.
  • Willingness to upskill as required by the tasks.
