  • Grade: 4b
  • Contract Length: 10 months (with a possibility of renewal)

The Opportunity:

Under overall guidance and supervision of Health and Nutrition Coordinator, health and Nutrition project officer will support the daily operational management of all component of health care activities in the assigned region, and provide the technical support for health and nutrition team, ensure timely flow of information to and from field, This position is also responsible to monitor and evaluate health and nutrition activities delivery according to national protocol. Beside provision of technical support, training and capacity building, representation of the program in external meeting, coordination with MOPHP and supervision of whole project. The post holder will also be responsible for contributing to reporting and data collection; initiating leading monitoring visits to supported facilities; and providing technical input, writing and budgetary input for new program design. The Health & Nutrition Officer will support multiple health and nutrition grants in the area.


Key Areas of Responsibilities: 

Program Planning and Implementation

  • Work closely with the Health & Nutrition Program Coordinator to achieve program objectives and targets effectively and efficiently.
  • Oversee/conduct assessments as needed in the health facilities and communities in coordination with the MOPHP/ GHO.
  • Supervise comprehensive training programs for health and nutrition HWs in CMAM / IYCF, IMCI, RH and   EPI, as well as CHWs and maintain a record of all trainings conducted;
  • Supervise primary health care activities at HFs and screening of children 6-59 months at targeted areas and referral of needed malnourished cases and life saving cases to the nearest hospitals and general supervision for all nutrition programs in targetd districts, with overall technical guidance of nutrition team;
  • Provide regular updates on inventory of medical and non-medical items supported by the project (information / data collected through monitoring visits).
  • Improve the quality of primary health care (PHC) services delivered at supported facilities throughout the governorate through priority setting, on-job training, and continuous monitoring.
  • Ensure program targets are met using Indicator Performance Tracking Table (IPTT).
  • Ensure the quality of data through proper entry, cleaning and regular checking and use the data for action on the site.
  • Ensure diagnosis and treatment of patients is based on standard procedures (national and international guidelines).
  • Ensure the community based activities such as EPI, nutrition screening, health education and defaulter tracing are done properly.
  • Help with activity verification and monitoring (stock and program quality) at supported facilities to ensure smooth, high-quality program implementation.
  • Ensure all staff understand and implement program guidelines used for CMAM  protocols and for assessing the mother-child pair, advising the best feeding option and following up as appropriate;
  • Ensure appropriate and consistent education messaging to mothers and other carer at OTP/TSFP and in the community;
  • Provide regular supervision and technical support for health facilities including data collection/records of beneficiaries and program activities, as well as timely implementation and reaching targets according to the program objectives to ensure safe, effective delivery of health care to target population;
  • Conduct field visits to all sites of intervention including joint supervision visits with GHO/DHO and  provide recommendations to be discussed with senior managers and implement the action points;
  • Facilitate periodical review meeting with HWs, CHWs and key community groups to discuss on key nutrition practices;and provide technical support & advise to community volunteers, teachers and other key community groups in order to promote recommended nutrition practices;
  • Provide data, case studies and success stories to enrich reports for both internal and external use;
  • Comply with SC policies and practices with respect to child protection, health and safety, equal opportunity and other relevant policies and procedures;
  • Attend weekly meeting with other H&N team, and Perform other duties requested by line manager.

Staff supervision and mentorship

  • Supervise and mentor direct reports ensuring that they are empowered to achieve their performance objectives and program results
  • Conduct performance reviews of direct reports and support them to set performance objectives
  • Build capacity of direct reports in technical and administrative areas
  • Identify any staffing issues (day-to-day management and/or technical issues) and coordinate closely with the program coordinator to resolve them.

Monitoring and Reporting

  • Ensure that all program data is properly and regularly collected by field staff, check data and ensure that it is logically presented to the program coordinator.
  • Contribute to the preparation of internal and external reports.
  • Lead on and complete bi-weekly sitrep reports and data to feed into the monthly MEAL reports (IPTT); including Participate in conducting situational analysis and other MEAL activities as necessary under the guidance of the Head of Office and Health & Nutrition Program Co.

Collaboration and Representation

  • Represent Save the Children and the program with government and non-governmental agencies to explain the program, secure their support and follow up with them on progress.
  • Actively participate and play a leadership role in the office Coordination Team bringing key issues, proposing solutions and collaborating with other teams to build synergies and efficiencies.

Emergency Preparedness and Response

  • Actively participate in the Country Office’s emergency preparedness and planning processes as requested.
  • In case of emergency, be prepared to contribute to the delivery of an appropriate and timely response.

General:

  • Deliver results in line with the current proposals and Save the Children’s strategy
  • Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
  • Support the team adhere with,and to manage the Nutrition programme and implementation of activities  and Ensure that the minimum standards of humanitarian relief are maintained in accordance with the (Sphere Charter, Red Cross Code of Conduct and , WHO guidelines) and ensuring that links are made across all sectors and that an integrated approach is adopted;
  • Ensure that clinical and nutritional protocols are accessible to medical staff in the field and 
  • Perform such other responsibilities as agreed with line management

Qualifications and Experience:

At least University degree in Health & Nutrition or equivalent; (nursing/medical qualification desirable).

EXPERIENCE AND SKILLS

  • Minimum of 3 years of working experience in Emergency Health & Nutrition in NGOs; managerial position in a humanitarian or development context will be added value.
  • Experience of emergency health & nutrition work including undertaking assessments, contributing to designing, implementing and running programmes, and monitoring and evaluation .
  • Excellent computer skill including word,exel, and power point
  • Fluent written and spoken English and Arabic language
  • Proven ability to manage a programme including management of human and material resources. 
  • Experience in staff training and capacity building 
  • Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels, taking into account cultural and language difficulties.
  • Strong commitment to capacity building of national staff and partners with willingness to adopt a participatory and consultative management approach.
  • Flexible, adaptable, able to improvise and work in stressful, volatile environment.
