Position: Civil Documentation Officer
Job site:  Aden, with travel to other project locations 
Report to: Project Manager Assistant, Project Manager
Status: Full-time Staff 
Coordination: Provides guidance and support to Lawyers and Activity Coordinators

General: The Civil Documentation Officer is in charge of all the activities related to the issue of civil documentation for IDPs, Returnees, and Host community members lacking any vital identification document. The Civil Documentation Officer supports the legal department in the access to documentation and in the coordination with the Civil Registration Authority (CRA). 

Project component:

INTERSOS is implementing the UNHCR funded project entitled: ‘Provision of life-saving protection services to IDPs and conflict affected PoCs in south Yemen’. The project addresses some of the critical needs of IDPs and conflict-affected communities in Aden, Lahj, Taiz (South Taiz, West Taiz, Taiz City).
INTERSOS is supporting IDPs, Returnees and conflict affected Host Communities. The project will ensure legal assistance (counselling, mediation, representation, civil documentation) and legal awareness, psycho-social assistance through Psycho-Social Support (PSS) / Psycho-Social First Aid (PSFA), Individual Case Management (ICM), and quality referrals. Furthermore, persons at protection risk are provided with unconditional Emergency Cash Assistance (ECA) as part of INTERSOS’ ICM work. INTERSOS is also conducting Protection Monitoring activities in the targeted areas on household, community and individual levels through Protection Monitors combined with Community Outreach Volunteers (COVs) from the IDP and Host Communities, applying different monitoring methodologies including Household Assessments (HHAs), KIIs, FGDs, and Observation. The movements and needs of the IDPs will be constantly monitored and tracked and the proposed action might be redirected accordingly. Eventually, local community is empowered through support to Community Based Protection Networks Members (CBPN Members) in hard to reach areas, which are flagging protection concerns, function as a bridge between the communities and the services present on the ground, as facilitate community complaints.

Legal Activities and Main Responsibilities:

  • With guidance of INTERSOS legal department, assist people of concern in need of civil documentation with the information and administrative work needed for issuing IDs;
  • Assist the field staff in the identification of people in need of civil documentation;
  • Oversee the whole ID application process: directly in Aden and Lahj (support the applicants with registration forms, support lawyers for the stamp of community leaders and police) and remotely for Taiz.
  • Collect application forms (both hard and soft copies), supervise and monitor the quality of documentation before submitting to the CRA;
  • Once IDs are processed, be in charge of checking them and of the shipment and distribution in the areas of intervention. 
  • Ensure that applicants receive their IDs free of charge;
  • Attend regular meetings with the CRA to guarantee a smooth and correct process and result;
  • Maintain confidentiality at all times and conduct all activities respectfully and in a way that is sensitive to the psychosocial needs of cases;
  • Provide monthly data to the Reporting Officer on applications submitted, pending and civil documentation issued.
  • Support the legal department in raising the awareness of the community on civil and documentation/ administrative subjects;
  • Share any information regarding administrative challenges to protection to the Protection Monitoring Coordinator;
  • Perform other relevant administrative and information-sharing duties as assigned by the supervisor.
  • Commit to participate to any other task in order to achieve the project overall objective;
  • Always ensure confidentiality and conduct all activities respectfully and sensitively to beneficiaries and staff.

Qualification/level requirements.

  • Minimum bachelor degree  
  • Minimum 1 year relevant experience working with NGO in Yemen
  • Strong representation and negotiation skills
  • Proven familiarity with protection programming, and documentation issues in particular
  • Excellent computer skills (proven computer literacy), especially in excel, word and other data base software, database management skills 
  • Excellent reporting skills (English)
