Functions and duties:
Project Manager will work directly with the YGUSSWP management, to create a work plan and provide supervision and support to relevant project staff regarding the implementation of the project. The project manager will have the overall management responsibility for the project. He/She will carry out the following tasks under the overall guidance and supervision and support from the YGUSSWP .
The project manager is responsible for district and Governmental level coordination, IDP hosting site management, local stakeholder capacity building, information management, and assisting other YGUSSWP field teams with project implementation. This is a field-based position and may require spending extended periods of time in the field
Project Implementation Follow-up
- Oversee and manage the implementation of the project ensuring that technical quality and standards are considered and respected during project(s) implementation
- Organize regular project coordination meetings with project team
- Ensure budget utilization and physical target achievements are reviewed at least once a month as per work plan
- Ensure project implementation is on time, target and budget, using effective M&E systems to reach desired impacts
- Ensure that the project is implemented in accordance with relevant YGUSSWP technical guidelines and standards
- Regular update the work plan, output tracker other documents relevant for effective project management
- Prepare, review and submitted the Community-based projects and infrastructure and maintenance projects and coordinated with relevant agency for approval and implementation .
Liaison & coordination
- Represent YGUSSWP with communities, local authorities, site partners, and other stakeholders
- Build and maintain mutually respectful relationships with site management, service providers, local authorities, IDP community members as well as host community members
- Foster collaborative relationships with local authorities to facilitate implementation of activities
- Attend and facilitate meetings with stakeholders, such as local authorities, Clusters, NGOs, INGOs, UN and IDPs, including translation of meeting proceedings and provision of meeting minutes
Capacity building
- Support the CCCM team in organizing capacity building trainings for local authorities and partners
- Train site committees in site monitoring and use of YGUSSWP monitoring tools
- Actively participate in development and implementation of protection and gender mainstreaming .

Information management
- Establish, maintain, and actively utilize networks of key informants at IDP sites
- Ensure the timely registration of IDPs, including identification of protection related needs
- Maintain a comprehensive database of service and needs related information for each site
- Draft weekly situation reports and provide other relevant information on site conditions and services
- Analyze site related and contextual information to support YGUSSWP MEAL project evaluations
- Provide, document, and track timely referrals and service requests to key partners
Site management
- Establish & train representative and inclusive community-based site management committees at sites
- Support site planning in order to ensure that IDP site residents are able to live in dignified conditions
- Monitor sites to identify needs, gaps in service provision, and duplication of efforts at IDP sites
- Plan, support, and organize social cohesion building activities at IDP sites
- Support other teams in conducting multi-sectorial assessments of IDP needs
Reporting
- Provide regular and timely updates on progress and challenges to supervisors and other team members
- Draft (internal) narrative reports and contribute to the development of financial reports through regular budgetary follow up.
- Contribute to drafting of (external) project progress reports, ensuring the quality and accuracy of technical information provided
Administration and Operational Management of Project Implementation
Finance
- Review the BFU(s) and provide accurate forecasts with BOQs
- Forecast monthly cash requirements of the project and submit it to the department .
Logistics
- Contribute to the development of Procurement plans
- Send accurate and precise order forms in a timely manner
- Contribute to quality checks and procurement committees to finalize suppliers’ selection according to applicable scenario
- Confirm quality of material selection if and when applicable
- Ensure a proper management and use of the project assets and stocks
- Plan team movements based on available fleet and applicable policies
Administration/HR
- Participate in the recruitment of technical staff (development of organigrams, ToRs, elaborating the tests and reviewing them; interviews etc)
- Ensure that project staff understand and are able to perform their roles and responsibilities
- Follow-up the work plans and day-to-day activities of the project staff
- Manage the project staff in cooperation with Area Coordinators
- Ensure a positive working environment and good team dynamics
- Undertake regular appraisals of staff and follow career management
- Manage interpersonal conflicts
- Ensure capacity building among staff in relevant sectors
Transparency
- Ensure staff awareness of, and respect of, YGUSSWP’s code of conduct
Other duties:
- Assist other YGUSSWP teams with conducting assessments, distributions, and sectorial activities
- Perform any other duties assigned by the Program Manager in order to advance YGUSSWP’s interventions
Occupant specifications:
- University degree in civil engineering, social studies, architecture, urban planning, or engineering
- Minimum two years of experience in international and/or local NGO; ideally involved in the direct implementation of field level humanitarian assistance to IDPs
- Preferable from the same area of the project
- Proven leadership skills and related experience in building, establishing, and negotiating relationships and social networks with various stakeholders at the community, local, and national levels.
- Good conceptual understanding of gender, protection, and human rights
- Excellent representation, negotiation, interpersonal, and communication skills
- Strong team spirit and ability to work comfortably in multi-cultural contexts
- Good skills with basic software, such as MS Word, Excel, and PowerPoint
- Ability to write reports and situational briefings in English
- Ability to spend extended periods of time in field conditions
- Ability to come up with innovative solutions to unexpected and challenging problems
