PU-AMI’s Context & strategy:
Première Urgence - Aide Médicale Internationale (PU-AMI) is an international, non-profit, non-political, and non-religious humanitarian organization which aims to provide rapid global response to the basic needs of populations affected by humanitarian crises to help them regain independence and dignity. PU-AMI provides assistance to more than 6 million people throughout 24 countries, with more than 2,500 staff worldwide.
PU-AMI adopts an integrated approach, to identify and understand the full array of the needs of the people affected by crises. This innovative approach is at the core of every PU-AMI-supported projects, to better target and prioritize actions, stabilize and improve the situation of the most vulnerable groups. It allows the teams to take all aspects of a problem into account, to come up with an efficient combination of solutions, which will have a powerful and long-lasting impact on the affected populations. In this respect, the organization runs around 190 projects a year worldwide, most of which are focused on Health, Nutrition, Food Security, Water, Sanitation and Hygiene, Psychosocial Support, Education and Protection activities.
In Yemen, PU-AMI is supporting 18 health facilities (Health Centers, Health Units and Therapeutic Feeding Centers) in four Districts in Hodeidah (Al Mighlaf, As Sukhnah, Al Mansuriyah and Al Qanawis), three Districts in Raymah (Bilad At Ta’am, Al Jabin and Mazhar) and two Districts in Taizz (Al Mokha and Mawza). PU-AMI’s operations are managed by two field offices in Hodeidah and Mokha cities, both supported by the Sana’a coordination office. PU-AMI recently established a second coordination office in Aden.
PU-AMI is participating actively in clusters and sub-clusters (health; nutrition; food security and livelihoods; WaSH) and works closely with relevant government departments.
Overall objective
The TFC Nurse will help the TFC Nurse team leader to organize, supervise, and support the entire nursing clinical team for the smooth running of the TFC. The TFC Nurse will ensure that daily clinic activities follow Première Urgence Internationale’s technical standards, protocols, policies and procedures, and communicate any issues directly and immediately to the TFC nurse team leader
In addition to the supervision duties GHO nurses, the TFC Nurse will perform clinical duties relevant to his/her role as a nurse: To provide support for TFC admitted children with SAM and medical complications. Maintain accurate patient and PU-AMI records and provide input into PU-AMI reports. S/he will Participate in the smooth functioning of the SC supported by PU-AMI as well as participate in the capacity building of the government health workers.
Tasks and Responsibilities
1. Support for the implementation of the nutrition and health technical services in the TFC/SC as defined by the PUAMI SC doctor Team Leader; and SC doctor on duty.
2. Quality assurance of patient care at the TFC/SC.
3. Capacity building of GHO nursing and auxillary nursing staff of the TFC.
4. Data collection and reporting.
Specific Goals and Related Activities
1. SUPPORT FOR THE IMPLEMENTATION OF THE NUTRITION AND HEALTH TECHNICAL SERVICES IN THE TFC/SC
- Ensure that all nursing staff adhere to correct nutrition protocols, as per PUAMI SOPs, national and international guidelines. Inform TFC/SC nurse TL in the event further support is required.
- Support the nurse TL in preparing the duty roster for all nurses and ensure strict compliance to it, in case of identified gaps, propose solutions to cover the gaps as may be needed.
- In collaboration with the nurse team leader ensures that all necessary equipment, drugs, and consumables are available, and in good working condition; and to anticipate any needs ahead of shortages and must inform TFC/SC nurse TL immediately of any shortages of drugs, consumables, and medical equipment.
- Follows the administration of therapeutic milk and drugs according to international and national protocols (i.e. CMAM guidelines; PUAMI Nutrition SOP);
- Provides support to the Doctor during the triage stage, facilitate the screening of children <5yrs of age in collaboration with government health workers at the TFC.
- Strictly follows the nutrition and drug orders as prescribed by the TFC doctor.
- Maintains proper record keeping by ensuring registration of all children admitted and treated in the TFC using the relevant tools (i.e. TFC/SC registration book).
- Ensure that nurses strictly follow the national CMAM guidelines in the care of all children admitted into the TFC/SC.
- Facilitate IYCF corner services to mothers with children less than 2 years of age in the absence of the health educator.
- Ensures that all health, nutrition, and hygiene promotion education is conducted to a high standard utilizing national and international protocols, approved by the TFC doctor.
- Supervises the preparation of the Formula milks and ensures good quality of hygiene provided by TFC Auxiliary Nurses.
- Support proper stock/pharmacy management of essentials drugs, fresh food and equipment, to be validated by the SC doctor:
- Checks that the order forms are in conformity (including consumption coherence) and validates them prior transmission to the TFC doctor.
- Ensure that the requests at the TFC are done on time using the correct tools; and
- Performs monthly inventories and assess their consistency with orders and consumptions and immediately notifies the SC/TFC doctor TL/doctor on duty of any shortages or issues.
2. QUALITY ASSURANCE OF PATIENT CARE AT THE TFC/SC
- Ensure all GHO clinical nursing staff adhere to infection-control and waste management policies and protocols, medication administration and storage procedures, and controlled substance regulations, as per PUAMI SOPs, national and international guidelines.
- Support the nurse team leader in working closely with the MOPHP staffs and contribute to their capacity building in quality assurance and effective patient care:
- Works closely with PU-AMI Nutrition team, MOPHP staff in the transfer of child to OTP, ensuring that all patients transfer to the OTP are closely monitored.
- Works closely with the SC team to see availability, quality, and schedule of caretaker’s food during their stay in the SC and care takers receive food basket post discharge.
- Works closely with the SC doctor, health facility team (HF nurse is the focal point for all referrals), CHVs and community outreach workers to make sure there are effective referral systems between OTP and stabilization centers.
- Contribute to monitoring the TFC pharmacy: availability of the relevant drugs and medical supplies.
- Contribute and monitor the quality of the disinfection and sterilization process of the material and medical equipment.
- Participate in the monitoring of the waste management according to PU-AMI waste management procedures.
3. CAPACITY BUILDING OF NURSING AND AUXILIARY NURSING STAFF OF THE TFC
- Identify gaps and conduct any relevant on-the-job training required for the GHO nursing staff (i.e., vital signs, etc). Inform the TFC nurse TL of any further training needs.
- Contributes to coaching and motivation of staff under his/her care.
Propose relevant topics of training for the GHO staff to the nursing/medical Team leader
4. MEDICAL DATA COLLECTION AND REPORTING
- Assist the nurse team leader or medical team lead in the weekly collection of patient data and reporting as may be needed.
- Ensures that daily, weekly, and monthly reporting is completed and sent to the TFC/SC doctor TL on a timely basis.
- Ensure data collected at the TFC is of high quality and free of errors.
Report the progress or problems in the TFC activities promptly to the nurse team leader.
