Position:  Enumerators
Job site:  Basateen (Aden) and Hadramout (Mukalla) 
Report to:  rotection Monitoring Activity Coordinator 
Status:  Full time – 3 months

The project "Enhancing protection and assistance to refugees and asylum seekers in the Southern Region - Yemen” will provide refugees and asylum seekers in South Yemen, with a comprehensive protection assistance package to respond to their most urgent protection needs, in addition to help them to realize voluntary return for Somali refugees.  

The project will cover Aden-Basateen, Lahj-Kharaz and Hadhramout-Mukalla/Sayoun, in addition to outreach in Shabwa, Abyan, Al-Dhale’a, and Al-Mahra in South Yemen (and Taiz) and will target the most vulnerable refugees and asylum seekers affected by the crisis as part of a holistic approach towards vulnerability and non-discrimination. 

This project provides for a comprehensive case management package for SGBV, CP and PwSN that comprises identification, counseling, cash assistance, legal assistance, NFI, internal and external referrals and follow-up. The activities also include support to unaccompanied and separated children (UASC), including alternative care systems, community mobilization and social services, and self-reliance activities (from TVET angle). INTERSOS is running 4 drop-in centers and one community center. Additional mainstreaming component are protection monitor and community engagement supporting in capacity building 2 local NGOs and refugees committees. 
Moreover the programme covers legal assistance and detention monitoring in 6 governorates: Taiz, Al-Dhalea, Shabwa, Lahj, Hadramout and Al Mahra.

PURPOSE / OBJECTIVE: 
Enumerators are working in 2 urban areas where PoCs concentrated (Aden and Mukalla) through home visits conducting HHAs, following coordination with different actors and identification of protection concerns through coordination with the protection monitors and case management staff. 
The Enumerators will conduct Household Assessments (HHA) to identify protection risks at the household level through the electronic KOBO system. 

Duties and Responsibilities

  • Conduct daily average of 6 HHAs to meet with persons of concern conducting.
  • Utilize data collection tools and participate to training on data collection systems (KOBO system).
  • Produce Monthly and weekly work plan to share with supervisor.
  • Produce weekly report to share with the supervisor with main findings collected through HHAs.
  • Identify vulnerable persons of concern and link them to the nearest drop-in center for case management.
  • On daily basis collect information from secondary data on the protection situation.
  • Closely work with the protection monitors and the case management team to identify the protection high risks for the refugees and asylum seekers through the electronic KOBO system.
  • Conducts other duties as assigned by supervisor.

Minimum requirement: 

  • High-school certificate is minimum, but BA will be considered as added value;
  • Relevant professional experience with national or international NGO;
  • Prior experience working with persons of concern (refugee/asylum seekers, women at risk, people with disabilities, etc.); 
  • Good knowledge of protection concepts and principles; 
  • Native Arabic and good Somali written and spoken (basic English is an added value)
  • Computer/IT literacy (Windows,Office, Internet etc.); 
  • Knowledge of qualitative and quantitative methodologies of data collection. 
  • Strong communication and organizational skills; 
  • Excellent knowledge and understanding of local communities and customary rules; 
  • Punctuality and respect for applicable rules and procedures; 
  • Ethical and transparent decision-making; 
  • Ability to work under stressful circumstances;
  • Ability to travel within short notice if needed
  • Problem solving skills
  • Good interpersonal skills and ability to work as part of a team, as well as independently;
  • Flexibility, tolerance and maturity;
  • Readiness to commit and adhere to the values, mission and vision of INTERSOS.
