Background 

Rofqa for Humanitarian Development Foundation is an independent, non governmental,, non- profit foundation. It was established in 2009, . RHD was officially registered at the Ministry of Labor and Social Affairs as per license 52/268. 
Fields of work: WASH - Food security and livelihoods - Shelter - Nutrition Education -Health - Protection. RHD has a strong and close relationship with the Ministry of Labor and Social Affairs  and Local authorities, RHD has also a good relationship and acceptance with the host communities, and we have great experience in implementing projects in most Yemeni regions.
RHD is seeking a highly skilled Livestock Specialist to enhance food security and livelihoods in Al Hodeida. This role involves implementing livestock distribution, providing training, and supporting beneficiaries in effective livestock management practices.

Job Summery

The Livestock Specialist Consultant plays a crucial role in planning and implementing livestock distribution activities, working under the Project Manager's guidance and collaborating with the field project team. Key responsibilities include developing a detailed work plan aligned with project objectives, coordinating with local authorities to verify beneficiary lists, and conducting field visits to assess eligible beneficiaries. The consultant oversees livestock procurement, ensuring health and adaptability, and manages quarantine procedures in compliance with health guidelines. Additionally, he supervises distribution, maintain documentation, monitor livestock health, and provide training sessions for beneficiaries on livestock management. 

Responsibilities/Duties:

The Livestock Specialist Consultant is responsible for planning and implementing livestock distribution activities under the supervision and guidance of the Project Manager, and in coordination and cooperation with the field project team, by performing the following:

  • Develop and implement a detailed work plan and timeline for livestock distribution activities, ensuring alignment with project objectives and in coordination with project manager.
  • Coordinate with local authorities, community leaders, and stakeholders to verify beneficiary lists and ensure inclusive, transparent targeting according to the selection criteria of the project. 
  • Conduct field visits to assess and select eligible beneficiaries based on project vulnerability criteria.
  • Provide technical specifications and quantity schedules for livestock procurement to the logistic department before tender announcement.
  • Supervise livestock purchases, verifying health, adaptability to local conditions and cost-effectiveness.
  • Ensure timely procurement and supply of materials required for livestock distribution. 
  • Coordinate quarantine procedures with veterinarians and the Agriculture Office in Hodiedah, ensuring compliance with health and safety guidelines before distribution.
  • Coordinating with the veterinarian and specialist from the Agriculture Office to conduct health checks on all livestock at all stages before distribution and submitting inspection reports to the project management. 
  • Ensuring that the selection of livestock complies with the FSAC guidelines for livestock distribution.
  • Select and prepare distribution centers and quarantine sites in collaboration with suppliers and local authorities.
  • Supervise livestock distribution, ensuring beneficiaries receive the correct type/quantity and complete required documentation.
  • Ensuring the timely and effective implementation of livestock distribution activities by project objectives.
  • Ensuring proper documentation and reporting of distributed livestock, with a focus on tracking, record-keeping, and livestock delivery receipts for beneficiaries.
  • Enter beneficiary data and maintain their records and identification according to approved procedures. 
  • Monitor the health and productivity of distributed livestock.
  • Design and implement training sessions for beneficiaries on livestock management, nutrition, and income-generation strategies.
  • Providing continuous technical support to beneficiaries as needed, in cooperation with field staff, and providing sound guidance for livestock rearing and growth after distribution.
  • Submit periodic reports (progress, inspection results, lessons learned, success stories) to the Project Manager, including recommendations for sustainability.
  • Perform any other duties as may be assigned by the project manager.

Qualifications and Experience

  • Bachelor’s degree in Animal health, Veterinary Medicine, Agriculture, or a related field.
  • At least 5 years of experience in the same field.
  • Minimum 3 years in livestock management, preferably in humanitarian or rural development contexts.
  • Proven experience in livestock management and training, particularly in humanitarian or emergency contexts.
  • Experience in multi-sector emergency food and livelihood assistance for the most vulnerable households, including internally displaced persons and host communities in Al Hudaydah Governorate.
  • Preferably fluent in English (Speaking & Writing).
