TYF currently operates in a number of governorates in Yemen where it has implemented projects in, Food Security, Health, Nutrition, Shelter, CCCM, WASH, Protection, Education and Empowerment,
2- Overall Purpose :
The Contracts Management Officer, an engineering professional, is responsible for managing and archiving project contracts. He/ She will play a critical role in overseeing the contractual aspects of the project, including coordination with consultants for the development of Bill of Quantities (BoQs) and drawings, as well as communication with contractors for the execution of the hard activities. The Contracts Management Officer will ensure compliance with TYF's policies and donor regulations, Yemeni low of tenders facilitating smooth implementation, timely deliverables, and effective communication between all parties involved.
3- Key Duties and Responsibilities:
1. Contract Management:
- Manage and archive project contracts, ensuring accurate documentation and easy retrieval.
- Coordinate with consultants to develop comprehensive BoQs and drawings in alignment with project requirements.
- Communicate effectively with contractors to address any contract-related queries and provide necessary instructions.
- Track the entire contracting process in TYF, ensuring adherence to established timelines and procedures.
- Share TYF's feedback, notes, and instructions with consultants and contractors to ensure contractual compliance.
2. Financial Claims Processing:
- Receive contractors' financial claims and review them for accuracy and compliance with contract terms.
- Collaborate with project managers and relevant TYF support staff to review, process, and approve financial claims.
- Maintain meticulous records and documentation of financial transactions related to contracts.
3. Contract Administration Support:
- Assist in the coordination of contract-related activities, including contract reviews, amendments, and extensions.
- Provide support to project managers and other relevant staff in contract-related matters.
- Collaborate with finance staff to ensure accurate and timely processing of financial claims.
4. Compliance and Risk Management:
- Ensure compliance with TYF's policies, procedures, and donor regulations throughout the contract management process.
- Identify and mitigate risks associated with contract performance, escalating critical issues as necessary.
- Collaborate with project teams to address any potential deviations from contract terms and conditions.
5. Communication and Collaboration:
- Foster positive relationships with consultants and contractors, maintaining open lines of communication.
- Collaborate with project managers, engineers, and other stakeholders to ensure effective coordination and collaboration.
- Provide timely updates and reports on contract-related activities as required.
6. General Duties:
- Perform any other related duties as assigned by the direct supervisor.
4- Job Requirements :
- Bachelor’s degree in engineering, preferably in a relevant field such as Civil Engineering or Construction Management.
- Proven Experience in the same field at least for 2 years in contract management, preferably within the infrastructure or construction industry.
- Strong knowledge of contract administration and compliance with policies, regulations, Yemeni low of tenders and industry standards.
- Excellent organizational skills, attention to detail, and the ability to manage multiple contracts simultaneously.
- Effective communication and negotiation skills, with the ability to maintain positive relationships with consultants and contractors.
- Proficiency in using contract management software and MS Office Suite.The Contracts Management Officer, as an engineering professional, will play a pivotal role in the successful management of project contracts. They will ensure effective coordination with consultants for the development of BoQs and drawings, as well as smooth communication with contractors for the execution of hard activities. By adhering to TYF's policies and procedures, the Contracts Management Officer will contribute to the project's overall success by maintaining accurate contract documentation, facilitating compliance, and ensuring efficient contract administration.
