Duration: Initially until 31 December 2022, with possibility of extension depending on fund availability and staff performance

Background
Jeel Albena Association for Humanitarian Development “JAAHD” is a National Humanitarian and Non-Governmental Association emerged in wake of the humanitarian crisis to help communities affected by conflict in Yemen. It provides emergency relief and direct assistance for the conflict-affected populations, IDPs, host communities, vulnerable groups and those people caught up in extraordinary life-threatening situations. Jeel Albena has a presence in Al Hodaidah, Hajjah, Almahweet and Raymah with the aim of building up protection capacities for people in displacement and it works towards finding durable solutions for them upon return.
Duties and Responsibilities:
- Conduct the engineering surveys for the houses in the targeted district and prepare the technical studies, drawings with BOQs & estimated cost as directed by the line manager.
- Assess the current condition of the assigned houses to identify defects/problems.
- Prepare the engineering study for the targeted houses to know their needs of restoration and repair and submit a detailed report of the required works, the engineering specifications and BOQs, as well as the estimated cost, supported by the engineering pictures and drawings before/during/after implementation, which facilitates the implementation process without any gaps or shortcomings in the specifications.
- Identify the engineering scope of work with the timeline needed for the implementation.
- Ensure all technical inputs and cost estimates related to the construction components are accurate, timely provided, and included in the project proposals and budgets.
- Supervise the work during implementation and submit a report on the work progress, ensuring conformity with the required specifications and recommendations.
- Ensure the technical documents are based on national and international standards and codes of practice and based on the mandatory safety and health requirements.
- Conduct regular field visits during the rehabilitation and repair works with the preparation of regular achievement reports.
- Submit the technical report to evaluate the supplier's performance according to the approved forms.
- Submit the final report after completing the required work and attach photos before and after the intervention.
- Cooperate with the General/Local Authorities in the targeted district.
- Coordination and follow-up with the Procurement and Logistics Department to complete the implementation procedures.
- Prepare all necessary documentation of all rehabilitation and repairs works.
- Assist in documenting success stories in the rehabilitation and repairs projects.
- Represent JAAHD to local authorities, members of the humanitarian community, media, and in civil society forums so that its impartiality is not compromised.
- Comply with all relevant JAAHD policies and procedures.
- Any other tasks assigned by the line manager.
Job Requirement (Qualification and Experience)
- University Degree in Civil Engineering or Architectural Engineering.
- Minimum of 3 years of progressively responsible professional experience in the area of engineering design, technical assessment, construction, and provision of engineering advisory services (preferably, a similar experience with NGOs).
- Proficiency in engineering Software such as 2D & 3D AutoCAD, Rivet, SketchUp or 3D max, Civil 3D.
- Good communication skills are essential, both verbal and written, with excellent command of English.
