  • Duty Station:    Kuaydinah district , Hajjah Governorate.
  • Probationary Period:     Five Months.
  • Department:    WASH Program.
  • Reporting to:    WASH Program Coordinator.

Relief and Development Peer Foundation (RDP) is Non-governmental Organization aims to mitigate the suffering of communities affected by the conflict and disasters, enhance more equitable socio economic development and Increase social responsibility to contribute effectively and positively on the development process. RDP advocates for the rights of affected populations and work in many field areas, food security, nutrition and health and water, sanitation and hygiene, good governance and peace.

Job Description:

The WASH Field Officer will be responsible for the identification, design, implementation, monitoring, and reporting of the progress of WASH infrastructure construction and rehabilitation projects in the targeted districts. She/he is responsible for day-to-day field management, supervision, and provision of regular technical support to WASH projects.

Duties and responsibilities:

Technical Assessments/ Studies and Tenders:

  • Prepare/ review/ verify the technical assessments and feasibility studies for the construction/ rehabilitation of WASH infrastructures.
  • Providing support at all stages of the design process to ensure the subsequent design stages are developed.
  • Develop/review the drawings, bills of quantities (BoQs), and specifications.
  • Prepare the tender documents and provide technical support to Bid Committees. 

Project Implementation:

  • The WASH Field officer is in charge of the implementation of water supply projects, sanitation, and Hygiene interventions in the targeted area.
  • Managing the quality construction of all water and sanitation structures.
  • Supervising and monitoring (on-site and desk monitoring) of construction/rehabilitation of WASH infrastructure (water supply systems, wells protection, installing solar system panels & pumps, and construction of WASH facilities).
  • Verify that WASH infrastructure construction/rehabilitation works are carried out according to quality standards through quality checklists.
  • Inspect the materials delivered to the sites and ensure that is according to the approved quantities and specifications.
  • Ensure the Contractor is compliant with Law and RDP safety and security protocols on all construction/rehab sites.
  • Ensure that variations are approved by the program coordinator according to RDP procedures before giving work order to the contractor.
  • Managing the WASH field team.
  • Certify achievement of rehabilitation/construction works implemented by contractors and prepare the payment certificates.
  • Preparing training tools on relevant technical topics and conduct trainings for the project staff and Water Management Committees. 
  • Ensure that there are no adverse impacts on the environment and natural resources because of the rehabilitation/ construction activities.
  • Manages contractual relations with contractors in accordance with RDP rules and regulations.
  • Ensure that community committees and water management committees are selected appropriately and established within the community and trained on their roles.
  • Ensure a safe working environment for all people involved in project implementation.
  • Work with the WASH team to implement the project in a timely manner. 
  • Good representation of RDP in and out of the project area.
  • Comply with RDP policies and procedures with respect to code of conduct, child protection, equal opportunities, security and safety, and other relevant policies and procedures.
  • Commit to the humanitarian principles of strict neutrality, religious and political impartiality, and non-discrimination.

Reporting:

  • Responsible for the weekly reporting to follow up the standard project indicators (number of beneficiaries, number and type of activities completed).

Coordination and integration of Cross-cutting Aspects:

  • Liaise with partners, local authorities, and local communities whenever it serves the objectives of the project in the targeted area.
  • Ensure integration of gender, child protection, disability, environment, and other cross-cutting issues to the design, implementation, and development of WASH activities, and ensure that activities consider the needs of girls, children, the elderly, and people with special needs.
  • Ensure WASH activities in IDPs sites are integrated with other sectors teams, i.e., Shelter/ NFIs, CCCM, and Health as appropriate.
  • Ensure protection issues are fully considered throughout the project cycle with women, the elderly, people with special needs, and the most vulnerable being included in decision-making for WASH issues.

Additional Responsibilities:

  • Any other tasks assigned by line manager.

Qualifications/Requirements:

a)    Education: University degree in Civil or Architecture Engineering.
b)    Experience: Minimum of 8 years of general working experience including 4 years of working experience in implementing water projects, and one year experience with NGOs.
c)    Languages: Strong Arabic and English skills, written and spoken.
d)    Behavioral: Leadership and management skills. 
e)    Others: 

  • Knowledge of international/governmental institutions, and a solid interest in humanitarian response and development.
  • Strong communication, interpersonal skills and ability to work independently, as well as part of a team.
  • Proven experience in staff supervision and remote management
  • Ability to prioritize and commitment to meet deadlines.
  • Ability to work effectively under stress in emergency situations.
  • Ability to travel independently, including to rural communities and work long hours.
  • Prior experience in working in complex emergency settings, involving internal displacement.
  • Knowledge of different working standards and ethics including sphere standard.
  • Excellent computer skills (MS Office, including Outlook for email). 
  • Excellent computer skills (AutoCAD, Water CAD…, etc.).
  • Training skills are an advantage.
  • Ability to explain design ideas and plans clearly.
  • Membership of the Yemeni Engineers Association is an advantage.
