Background

Jeel Albena Association for Humanitarian Development known as (JAAHD) is a National and Non-Governmental Association emerged in wake of the humanitarian crisis to help communities affected by conflict in Yemen. It provides emergency relief and direct assistance for the conflict-affected populations, IDPs, host communities, vulnerable groups and those people caught up in extraordinary life-threatening situations. JAAHD has a presence in Al Hudaydah, Hajjah, Almahweet & Raymah with the aim of building up protection capacities for people in displacement and finding durable solutions for them upon return.

General Summary:

Under supervision of CCCM Officer, the field monitor will assist in data collection and conduct different assessments and surveys using KOBO or paper based. Assist CCCM Officer in following up CFM activities and community committees’ activities in the camps. Support MEAL staff in the collection of complaints and feedback from beneficiaries in the camps.
The Field Monitors will oversee the CCCM interventions at IDP hosting sites managed by JAAHD in the following districts: Al-Qanawis, Ad-Durayhimi, Alluhayah, Bayt Al-Faqih, Jabal Ras, and Al-Jarrahi districts – Hodeidah Governorate.

Duties and Responsibilities: 

  • Promote and share ideas for improvement of the functions responsible for: assessment, vulnerable beneficiary selection, project planning, implementation, and monitoring of house rehabilitation activities.
  • Gather baseline needs assessment data using KOBO and other tools.
  • Monitor daily on-site activities and report to the CCCM Officer.
  • Track all activities conducted by community committees.
  • Maintain regular contact with IDPs and community structures to identify issues and provide recommendations.
  • Distribute IEC materials in collaboration with the project team and community committees.
  • Conduct FGDs and KIIs with various stakeholders and beneficiaries.
  • Mobilize communities, communicate CCCM concepts, and raise awareness on relevant topics.
  • Assist in site maintenance and improvement activities, including assessments and CFW registration.
  • Collect information on the needs and concerns of the targeted population.
  • Conduct regular monitoring visits to ensure community participation in activities.
  • Participate in district-level CCCM meetings and coordinate with other agencies to ensure effective assistance to IDPs.
  • Monitor site conditions and service provision using a participatory approach to identify needs and avoid service duplication.
  • Develop site risk management plans with project staff to promote site health, safety, and environment.
  • Support maintenance activities, including safe site design, repairs, and risk reduction.
  • Mobilize and train site populations for maintenance tasks as per the risk management plan.
  • Maintain all technical assistance equipment and supplies required for site management.
  • Develop and monitor effective referral mechanisms in collaboration with stakeholders.
  • Engage IDPs in identifying and prioritizing site needs to prevent service gaps.
  • Gather feedback from community leaders and IDPs on CCCM activities and document their suggestions.
  • Work with community committees to build their capacity in representing community needs.
  • Participate in project evaluations and needs assessments.
  • Provide raw information for documenting lessons learned and success stories.
  • Provide detailed and timely weekly updates to supervisors on activities and challenges.
  • Support gender mainstreaming to ensure benefits for all vulnerable community members.
  • Ensure the protection and proper maintenance of data and records.
  • Adhere to key protection principles, including Child Protection and PSEA policies.
  • Establish and monitor a transparent, representative site governance system.
  • Facilitate the participation of IDPs in site governance, ensuring inclusion of women, children, elderly, and persons with specific needs.
  • Perform additional tasks as required.

Qualifications and Requirements:

  • Diploma or degree in social studies or any other related field.
  • At least one year of experience working in a humanitarian/recovery context.
  • knowledge of IDP context in Alhodeidah Governorate.
  • knowledge of CCCM standards.
  • Experience in carrying out participatory fieldwork, monitoring and reporting.
  • Experience in conducting needs/vulnerability assessments and beneficiary selection processes.
  • Knowledge of multi-sectoral humanitarian response, including Protection, WASH, Shelter, and emergency distribution is of benefit.
  • Strong communication and interpersonal skills.
  • Proficiency in Microsoft Office and project management software.
  • Ability to rapidly understand the policy, strategic and institutional environment.
  • Commitment to deadlines and excellent attention to detail.
  • Ability to work well under pressure and in response to changing needs.
  • Capable of working collaborative with team members.
  • Excellent analytical skills, observation and analysis capacity.
