For our program in Yemen, we are looking for a PROGRAMME MANAGER, the position will be based in Marib with field visits.

Job Purpose

Under the overall guidance of the General Coordinator, the Program Manager is responsible for planning, coordinating, implementing, the project in accordance with the Log Frame & donor’s requirements, he/she is also entrusted with representing MdM with local authorities, and ensuring that the operations deployed are delivering quality health care services to the beneficiaries; he/she will also lead, manage and train the team, and will ensure the security & Liaison protocols of the mission are setup.

Main activities

Management

  • Manage and lead a team (information, setting objectives, monitoring activities, managing leave, recruitment, discipline, security, training, skills management)
  • Plan and monitor activities and implement corrective action where necessary
  • Advise, arbitrate, and support measures to be taken in the event of difficulties, malfunctions, and incidents

Program management

  • Translating the intervention strategy into activities
  • Plan, organize, and monitor resources (logistics, finance, HR)
  • Coordination of the technical implementation of programs, monitor assessments, and reporting, may be carried out directly depending on constraints
  • To establish and maintain coordination with various authorities necessary for the overall implementation of the project.
  • Contribute to the development of the intervention strategy, make proposals for adjustments
  • Establish and monitor Programme dashboards
  • Evaluate and implement corrective actions
  • Supervise the collection and quality of data, and compile, analyze and monitor indicators
  • Organize monitoring meetings and discussion workshops
  • Supervise and monitor processes and procedures (donors, MdM, local legislation)
  • Represent the Programme both internally and externally
  • Develop and lead a network, identify, and evaluate partners
  • Manage information flows (internal and external) and communication about the Programme.
  • Monitor the Programme budget and contribute to the construction of the budget
  • Contribute to writing project proposals and donor reports
  • Analyze activity reports from MdM and/or partner teams
  • Draft high-quality activity reports
  • Instigate and contribute to the work of capitalization, needs analysis and impact studies
  • Participate in advocacy work
  • Monitor and analyze the context to adapt the implementation of the project

Safety and Security Management

  • Ensure team security and safety in a highly changeable and volatile security environment in collaboration with General Coordinator and Security and liaison officer.
  • Proactively monitor the context and security situation in the project areas and update the General Coordinator/ SLO accordingly.
  • Ensure timely and accurate security/incident reports are sent to the General Coordinator.
  • Lead the brief of the new staff & visitors on the general context of Marib governorate and MdM security rules and regulations.

PROFILE REQUIRED

Main skills

  • Understand the project cycle
  • Master the theme of the intervention, the issues, and frameworks (national, international and MdM) involved
  • Plan, define integrated needs, evaluate the impact of actions, adjust them accordingly, and adapt operational activities to the constraints
  • Understand the methodologies for evaluating and capitalizing on projects
  • Define and analyze indicators
  • Manage and monitor a budget
  • Draft and format notes, documents and/or reports
  • Communicate MdM values and positions
  • Discuss, negotiate, and convince authorities and partners.
  • Know how to approach a cultural and social context. Identify and understand a society’s norms,
  • Use the Microsoft Office Pack
  • Work in a team and in partnerships
  • Strong analytical, interpersonal, presentation and communication skills.
  • Strong English language skills (communication, listening, writing)

Management skills

  • Take decisions and arbitrate
  • Draft action plans and follow-up indicators and results in a given area
  • Organize activities and objectives, distribute the workload
  • Communicate with the team
  • Assess and develop colleagues’ skills

Education / Previous professional experience required

  • Higher education in social or political sciences, project management, international relations, and security or related studies
  • Minimum 2 years of experience in a similar position with an international NGO working in emergency contexts, managing programs, preferably within the health sector, or previous field experience with MdM in different contexts
  • Previous experience on managerial position with MDM will be an asset
  • Previous experience in project planning and budget holding; proposal and report writing
