Job Title:  Field Supervisors (Engineers)
No of positions:  4 Positions
Deadline: Dec 24th, 2024
Duration: 9 Months
Probationary Period: 3 Months
Duty Station: Midi Dist. - Hajjah Gov.

Taybah Foundation for Development ( TFD ):

Taybah Foundation for Development is a Yemeni development institution working in the areas of health and education. It was established in 1996 under the licence of the Ministry of Social Affairs and Labor No. 25.  Taybah seeks to provide quality health and education services in partnership and cooperation with all concerned and interested parties in accordance with the development plans of local authorities.

MAIN PURPOSE:

Field Supervisor will be responsible for technical construction. S/he is also responsible for project inputs, external representation, and coordination with the project’s management, and Government authorities.  S/he will be responsible for planning, executing, and managing the project according to strict deadlines and within the allocated budget. This includes acquiring resources and coordinating the efforts of team members and third-party contractors or consultants to deliver the project according to its plan. S/he will also define the project’s objectives and oversee quality control throughout its life cycle.

Duties and Responsibilities:

1.    Needs Analysis and Program Design:
2.    assist in needs assessments – both internal, joint, or all assessments, Situation Analysis as appropriate.
3.    Participate actively in developing a project strategy.
4.    Develop and share ideas and technical recommendations when required.

Program Implementation:

1.     Support the Project Manager in developing, implementing, and monitoring quarterly, monthly, and weekly activity and daily plans to achieve expected results; this includes planning activities, budget, and procurement in coordination with TFD departments.
2.    Develop detailed implementation plans and ensure that the plans are being implemented according to the budget, time, and quality parameters of TFD and donors.
3.    Oversee the technical implementation of the Construction works and ensure the timely delivery of the project’s activities with Quality.
4.    Ensure that activities are appropriately planned that delays and constraints are documented on a timely basis and that solutions are identified.
5.    Develop the weekly plan and submit it to the project manager.
6.    Ensure that reports of activities, Means of Verification and materials to be delivered are sent on time, as required by specific dates and deadlines, communicating them in advance to the staff in charge;
7.    Oversee the timely and quality submission of all deliverables, including monthly, quarterly, and annual narrative progress reports, annual work plans, performance indicators, and regular results reporting as needed, in addition to overall quality control.
8.    Play a field and substantive role in developing and implementing program activities.
9.    Ensure all pending deliverables and tasks are completed on time.
10.    Work in coordination with the stakeholders to ensure that all the reset plans actions and recommendations are implemented in time.
11.    Support on preparation of annual project documents such as annual implementation plans, MEAL plans, budgets, and budget narratives
12.    Perform any other duties as assigned by the line Manager.

Working Condition:   

1.    The incumbent will need to visit and supervise the construction works in target governorate and maintain a regular activity record on a Daily Basis.
2.    TFD project manager will officially connect the Project engineer to the Contractor and authorize him to supervise the construction activities carried out by the Contractor according to the specific details needs. 
3.    TFD will ensure access of the Project Engineer to the Construction site to follow up the project daily.

QUALIFICATIONS AND REQUIREMENTS:

1.    Bachelor's degree in civil Engineer, or a related field.
2.    Excellent time management skills and resourcefulness with strong attention to detail.
3.    Minimum of 2 years of professional experience in the construction, Wash sector; experience with NGO/INGO is required.
4.    Proven expertise in some of the following areas: community development (including mobilization and planning) training and mentoring and working with contractors.
5.    Experience in networking and working collaboratively with other development partners
6.    Excellent training and facilitation skills
7.    Excellent written and oral communication skills in both English and Arabic
8.    Excellent interpersonal skills and capacity to work within a team
9.    Capacity to work under pressure
10.    Computer skills in Word and Excel, preferably full Microsoft Office Suite
