Introduction :

‘’Fish2Dev’’ Phase II objective is to strengthen the resilience of the fishing sector in Yemen, leading to improved livelihoods of local communities, greater food security, and better post-crisis recovery prospects. Particularly, the project will address some of the challenges facing the sector’s business actors and their potential in reviving the sector’s value chain, therefore the resilience and development of the sector as a whole. This will be achieved through the following:

• Enhance the access to alternative source of energy through the solarization of landing site in Almukala .
• Continue the Fish Coordination Mechanism (FCM) dialogue among the sector’s stakeholders
• Increase women participation in value-chain through training that would improve women access to new jobs/skills and entrepreneurship opportunities in the fisheries sector in Aden governorate 

Tender description: 

Expertise France is seeking a specialized and experienced supplier in solar system energy. The chosen supplier will work in the 4th Almashroo site (fish harvest market) in the Mukalla district. The primary objectives are to assess the target site's solar energy requirements, provision the needed solar system energy equipment/devices and conduct a full installation of 120KW AC/ 170.28kwp solar PV hybrid system with battery backup BESS 372KWH solar system in the target landing site. Ensuring the installed solar system is fully worked. 

The supplier must coordinate with relevant entities, stakeholders in the fish sector, and local authorities.

In addition, they will provide the progress and final report in both Arabic and English.

Roles and Responsibilities

The main role and responsibilities of the contractor is to provide a total “turnkey” project including all necessary equipment, materials, manufacturing and installation services for the project  that will focus on Supply, Installation, Testing, Commissioning, and operation of 170kwp/120kw (AC) PV solar hybrid  with 372kwh BESS in Fish landing site- the 4th Mashroo in  Mukalla city . By performing the following works:

• Site preparation (clearing, pruning, excavation, etc.    
• The contractor shall ensure the safety on sites during the whole period of execution and shall be responsible for taking the necessary steps, in the interests of its employees,  agents of the contracting authority and third parties, to prevent any loss or accident which may result from carrying out the works.
• All planning and permitting works required from the targeted landing site ,fishery , local authorities and governor office  for the realization of the project. 
• Supply all components of the solar energy system, and they must be of high quality according to the attached BoQs
• Supply and installation of solar PV modules of a proven PV technology from a reputable manufacturer as per    specific technical requirements).  
• Supply of all components, sub components, spares and tools etc. necessary to make the system complete shall be the responsibility of the contractor
• Supply and installation of support structures for the photovoltaic modules including: fixed ground, flat roof, and pitched metal roof mounting structure as per  specific technical requirements .  
• Supply and installation of power condition units PCU/ hybrid inverters from a reputable manufacturer as per  specific technical requirements .
• Supply and installation of all Electrical Balance of system BoS required as per  the  specific technical requirements .  
• Supply and installation of Battery Energy storage BESS including battery modules, BMS, display, control panels and battery interconnection a reputable manufacturer as per the specific technical requirements .
• Supply and installation of elements needed to secure modules on the structures;  
• Supply, installation all equipment is for remote monitoring and Data logging as per the specific technical requirements).
• Transport of all equipment to the site, on site temporary storage and security and replacement of all equipment in case of breakage. 
• Testing and commissioning of the system.  
• Supply all documentations include: warranty, operational and maintenance manuals, and installation instruction guide.
• Providing technical and safety training to the target fish landing site  staff
• Suppling spare parts as per Annex 4 – Bid Technical Data Sheet.  
• All studies, all supplies and all work necessary to complete the works, according to the applicable laws, international standards and best industry practice; will be provided by the Contractor.    
• Preparation the site including clearing roofs and lands and digs.
• Providing a warranty of not less than one year for all components of the solar energy system that will be supplied including the warranty from the Manufactory company.
• Providing a warranty of not less than one year to ensure the operation of the solar system, as 10% of the value of the last payment will be retained.
• Ensure getting official document by fish authority, the site management as well as the local authorities which attests the acceptance of the works
• Site handover to the fish authority, the site management as well as the local authorities
• The supplements (tools , devices , items … etc) for the solar system should be inside the country of Yemen  
• After the completion of the supply and implementation of the service, drawings for the solar energy system must be prepared.

Ensure that the installation of the solar energy system will supply electricity at the intervention sites of the fish landing center in the fourth project in Mukalla, namely:

• Administrative Miner
• Hangar Fish Landing Yard
• Ice Factory 10 Ton
• Interior lighting + external lighting for all facilities of the fourth project
• Service & Logistics Facilities

The supplier/contractor supposed to read the provided annexes carefully then sign and stamped each paper in the annexes after filling them. The Annexes are as the followings:

• ‏‏Annex 1 –BoQ : in this file the supplier/contractor will read the specification and put the required cost for providing the service 
• ‏‏Annex 2 –Drawings 
• ‏‏Annex 3 -Technical Specifications and sample sheet: this file is to provide the specifications and other details of the required items in the BoQs. Samples /catalogs supposed to be attached with this file
• Annex 4 – Bid Technical Data Sheet: this sheet is containing details information regarding to the specification of the items and the way of execution and the spare parts …etc, hence any missing information in the BoQ , you will find it in Annex 4
• ‏‏Annex 5- Implementation work plan 
• ‏‏Annex 6- visit confirmation: this is to confirm that the applicant developed his/her offer according to the actual field visit to the target landing site , and all the provided documents were based on a real study and assessment to the target landing site
• Annex 7- Methodology : in this form the applicant will describe the followings:

• All the steps when you have tested all loads ,control room   and   data collection assessment for the target landing site …. etc before developing and submitting all the  tender documents and requirements  in details
• All the steps, activities and works that would be done in details after signing the contract for the successful conduction and operation of the solar energy in the target landing site

• ‏‏Annex 9- Key staff: to provide the information of the team who will work in this project indicating their field experience and attaching their CVs

Evaluation Criteria:

The above bidding forms and annexes must be completed and submitted along with the bid as applicable. In case the bidder fails to provide these forms with their initial bid, reserves the right to reject the bid. 

The evaluation process will be according the following criteria:

• Valid Business License registration: Bidder to submit a valid construction license issued from the respective authorized entity.  
• Company Profile and background information Bidder to submit: company profile detailing technical and professional capacity background showing it has a minimum of 5 years’ experience in related works.
• Similar projects Comparable means similar in size/complexity, equipment and labor requirements. Past experience of bidder The Bidder to provide list of at least 6 experience in related works performed in the last 5 years. Bidder must submit a work completion certificate for minimum 6 projects executed during the past 5 years stating. - The client’s name and contact details, - description of the project / work undertaken, - location, - start and completion dates, and, - the contract value of project.
• Bidder must submit Copies of the CVs of designated Key personnel. The minimum Key personnel in the Team structure are as follows:

 1) Project Manager: - Bachelor’s degree (or equivalent) in Electronic Engineering, - minimum 3 years of work experience, - project manager role in at least one similar project (in scope and complexity to the current requirement)

2) Electrical Engineer: - Bachelor’s degree (or equivalent) in Electrical Engineering, - minimum 3 years of related experience, - specific experience in least one project similar in scope and complexity to the current project.

 3) Supervisor, Site engineer: - At least Diploma (or equivalent) in Civil or Electronic or Electrical Engineering, minimum 3 years of related experience on projects similar in scope and complexity to the current project.

• Technical evaluation to the provided BoQs and samples
• Financial evaluation, lowest price with high quality is getting high score 
• Delivery timetable and project plan The Bidder must submit a project implementation timetable within 90 days (please note : shorter logical period means higher scores). The proposed schedule should include the activity and corresponding timeline.

Time frame:

The work supposed to be fully executed by maximum 90 days (3 months) including the provision of the items and field work execution till the site handover to the related authority

Competencies:

• A company/firm with technical and professional capacity background showing it has a minimum of 5 years’ experience in related works

• They have an office and warehouse that containing solar system items    
• Preferred if they have implemented same project in fish landing site 
• Knowledge and experience of working with Donors, international cooperation agencies and INGOs
• Good analytical, communication and reporting skills 
• Demonstrated excellent report writing skills in English;
