Invitation for Expression of Interest (EOI) for shortlisting of suppliers

International Medical Corps Yemen country office invites Expression of Interest (EOI) from Suppliers to participate for Pre-Qualification Assessment for the future business relationship. 
Interested suppliers deal in the following three categories are requested to submit your company profile and complete documents. 
•    Pharmaceuticals, 
•    Medical Consumables and 
•    Medical Equipment.
The Expression of Interest shall be submitted no later than 04:00 PM (Yemen Time), Sunday 11 July 2021 using one of the following options; 

• Option 1: By hand delivery in envelopes marked “Expression of interest for Pharmaceutical, Medical Consumables and Equipment” to International Medical Corps- Sana’a office at Address; Haddah Zone, Fifty Road Ambassador Abdurrahman Al-Hamdi St.) 

• Option 2: Via email: YemenProcurement@InternationalMedicalCorps.org with the subject line “Expression of interest for Pharmaceutical, Medical Consumables and Equipment”

Instructions on the preparation and submission of the Application:

1.    A detailed description must be provided explaining the capability, experience, knowledge and expertise of the supplier.
2.    Prefer to submit all documents in the English Language (and Translated Version of Arabic documents). Any application which does not fully and comprehensively address this Request for Expression of Interest may be rejected.
3.    Applications shall be evaluated in accordance with the following criteria;
•    General information including name of the company, address, phone number, email address, name and designation of the contact person.
•    Company profile should include a brief description of the supplier previous experience, number of staff, licenses, certifications, accreditations, printed brochures and product catalogs.
•    List of at least 3 major clients supported by recommendation letters/work orders. 
•    Certificate of Registration of the business including Articles of Incorporation, or equivalent document if supplier is not a corporation. 
•    License/Permit obtained from the Government of Yemen to operate in the Country.
•    License from the Ministry of Health and/or related practicing license (i.e. Supreme Board of Drugs and Medical Appliances)
•    Quality Certificate (e.g., ISO, etc.)  And/or other similar certificates, accreditations, awards and citations received by the supplier (if any).
•    Tax Registration/Payment Certificate issued by the related Tax Authority evidencing that the supplier is updated with its tax payment obligations, or Certificate of Tax exemption if any such privilege is enjoyed by the suppliers.
4.    Applications may be modified or withdrawn in writing, prior to the closing time specified in this Request for EOI. Applications shall not be modified or withdrawn after the deadline.
5.    The supplier shall bear all costs associated with the preparation and submission of the Application and International Medical Corps will not in any case be responsible and liable for the costs incurred.
6.    Internal Medical Corps reserves the right to accept or reject any Application and to cancel the procurement process and reject all Applications at any time without thereby incurring any liability to the affected suppliers or any obligation to inform the affected suppliers of the ground for International medical Corps’s action.

8.    This is not an invitation to tender. No work proposals and no cost estimates are required at this stage.
9.    On the basis of the above information, International Medical Corps shall draw up the shortlist of suppliers. Only short listed suppliers will be notified for visit schedule to do an assessment.

دعوة لتقديم التعبير عن الاهتمام  - قائمة الموردين المصغرة

يدعو مكتب الهيئة الطبية الدولية في اليمن من الموردين للتعبير عن الاهتمام في المشاركة في تقييم التأهيل المسبق لعلاقة عمل مستقبلية
يُطلب من الموردين المهتمين بالتعامل مع الفئات الثلاث التالية تقديم ملف تعريف الشركة والمستندات كامل:
•    الأدوية الصيدلانية،
•    مستهلكات طبية 
•    معدات طبية.
يتم تقديم التعبير عن الاهتمام في موعد لا يتجاوز الساعة 04:00 مساءً (بتوقيت اليمن) ، الأحد 11 يوليو 2021 باستخدام أحد الخيارين التاليين :

الخيار 1:

 تسليم يدوي في مظاريف معنونة بعبارة “التعبير عن الاهتمام –أدوية ومستلزمات ومعدات طبية " إلى مكتب الهيئة الطبية الدولية على العنوان ؛شارع السفير عبد الرحمن الحمدي ، طريق الخمسين منطقة حدة، صنعاء اليمن

 الخيار 2:

عبر البريد الإلكتروني: YemenProcurement@InternationalMedicalCorps.org مع تحديد موضوع الرسالة الرسالة " لتعبير عن الاهتمام –أدوية ومستلزمات ومعدات طبية "

تعليمات حول إعداد وتقديم الطلب:
1. يجب تقديم وصف مفصل يشرح قدرة المورد وخبرته ومعرفته وخبرته.
2. يفضل تقديم جميع الوثائق باللغة الإنجليزية (والنسخة المترجمة من الوثائق العربية). من المرجح رفض أي طلب لا يستجيب بشكل كامل وشامل لطلب التعبير عن الاهتمام.
3. سيتم تقييم الطلبات وفقًا للمعايير التالية ؛

• المعلومات العامة بما في ذلك اسم الشركة والعنوان ورقم الهاتف وعنوان البريد الإلكتروني واسم جهة الاتصال وتعيينها.
• يجب أن يتضمن ملف تعريف الشركة وصفًا موجزًا للخبرة السابقة للمورد وعدد الموظفين والتراخيص والشهادات والاعتمادات والكتيبات المطبوعة وكتالوجات المنتجات.
• قائمة ما لا يقل عن 3 من العملاء الرئيسيين بدعم من خطابات التوصية / أوامر العمل.
• شهادة تسجيل الأعمال التجارية بما في ذلك مواد التأسيس ، أو وثيقة معادلة إذا لم يكن المورد شركة أموال/أشخاص.
• تصاريح مزاولة العمل الذي تم الحصول عليها من الحكومة اليمنية للعمل في البلاد.
• ترخيص من وزارة الصحة و / أو رخصة مزاولة ذات صلة (أي الهيئة العليا للأدوية والمسلتزمات الطبية)
• شهادة الجودة (على سبيل المثال ، ISO ، إلخ.) و / أو شهادات أخرى مماثلة ، والاعتمادات ، والجوائز ، والاستشهادات التي يتلقاها المورد (إن وجدت).
• شهادة تسجيل / دفع ضريبي صادرة عن هيئة الإدارة الضريبية المختصة تثبت أن المورد قدم التزاماته المتعلقة بالدفع الضريبي سارية المفعول ، أو إعفاء من شهادة الضريبة في حالة تمتع الموردين بأي امتياز من هذا القبيل.

4. يجوز تعديل الطلبات أو سحبها عبر طلب كتابي ، قبل وقت الإغلاق المحدد في طلب التعبير عن الإهتمام ولا يجوز تعديل الطلبات أو سحبها بعد الموعد النهائي.
5. يتحمل المورد جميع التكاليف المرتبطة بإعداد وتقديم الطلب ، ولن تكون الهيئة الطبية الدولية مسؤولة بأي حال من الأحوال عن التكاليف المتكبدة.
6. تحتفظ الهيئة الطبية الدولية بحقها في قبول أو رفض أي طلب أو إلغاء العملية ورفض جميع الطلبات في أي وقت دون تحمل أي مسؤولية تجاه الموردين المتأثرين أو أي التزام بإبلاغ الموردين المتأثرين بالأرض الخاصة بالخدمات الطبية الدولية. عمل فيلق.

8. هذه ليست دعوة للمشاركة في مناقصة أو إرسال عطاءات. لا توجد مقترحات عمل ولا تكلفة تقديرية مطلوبة في هذه المرحلة.
9. بناءً على المعلومات الواردة أعلاه ، ستقوم الهيئة الطبية الدولية بوضع قائمة مختصرة للموردين. وسيتم إخطار الموردين المدرجين في القائمة القصيرة فقط لتنسيق جدول الزيارة لإجراء التقييم.
