RFQ Instructions

INTRODUCTION 

Since 1970, Samaritan’s Purse (SP) has helped meet needs of people who are victims of war, poverty, natural disasters, disease, and famine in the world’s most troubled regions. Samaritan’s Purse serves people in need with equality and respect and without preference or regard to race, religion, gender, creed or social status. Currently, Samaritan’s Purse has 15 country offices and works through partners in an additional 42 countries.

The purpose of this Request for Quote (RFQ) is to rehabilitate the existing water network and pumping system to increase the supply of safe drinking water to the Yakhtul community, Mocha District, Taiz Governorate. The items and services listed will support Samaritan’s Purse programming within Yemen and as a means to bring aid to the victims of war, poverty, natural disasters, disease, and famine. They will in not be resold, bartered, traded for other goods or services, or used as leverage in any way, shape or form.

Bidders are responsible for reviewing and understanding the contents of the RFQ package and requirements when preparing their quotation.  They are also responsible for ensuring that their submission comply with the stated requirements.  Failure to meet the requirements of the RFQ may result in disqualification of the submitted quotation.   

QUOTATION SUBMISSION & PROCESSES

Confidentiality

All information included in bids is confidential. No information included in the bid documentation or in discussions connected to it may be disclosed to any other party.

RFQ Procedure & Instructions

Samaritan’s Purse requests formal quotations for products or services listed in Annex B – Statement of Work.   Supplier must submit their quotations as noted below.  Failure to submit as instructed could result in disqualification.  Bids received in compliance with the terms of this RFQ will be presented to a Bid Committee for evaluation and supplier selection.  Selection will be based on compliance to RFQ requirements and overall best value (cost, availability of requested items and quantities, and past performance).  Information received through the sourcing activities will be used to determine award.

3)    Annex C: Quotation for BOQs A, B, C, and D
4)    Annex D: Materials List
5)    Annex E: Water Project Drawings (Stamped) 
6)    Annex F: Project Implementation Timeline
7)    Annex G: Proof of site visit
8)    Annex H: Work History and References
9)    Annex I: Vetting document with Registration, Tax ID, Owner ID attached

Optional Documentation:

Bidders may choose to include the below documentation. Any additional documentation (eg, previous contracts, etc.) is not necessary and does not benefit a bid.

1)    Additional specifications for materials
2)    List of machinery and tools to be utilized
3)    CV’s of all professional engineers engaged in the project

Bid Submission Instructions: 

Quotations must be submitted no later than 16:00 Arabian Standard Time on November 21th, 2024.  Any quotations received after this deadline will be disqualified from consideration.   Quotations must be submitted in USD and have a minimum validity of sixty (60) days.

Physical Submission Process:

Bids will be submitted to the following address: Khormaksar, October Area behind the Institute of Administrative Science Building Number 2. Envelope must read "Submission PR2411009 Yakhtu Pipe Networks”

Electronic Submission Process:

Email your bid to yemenbids@shpt.samaritan.org with the subject line TND2411009. You may send multiple emails depending on the size of the files. Even when submitting multiple emails, the subject line of EACH email should be the same: TND2411009. After submission, you will receive an acknowledgment email with the subject: "A bid has been received for TND2411009.

Notes for electronic submission:

  • Ensure each email size is LESS than 15MB.
  • Attachments should be sent in a ZIP file or consider multiple emails if needed.
  • The total attachment size (including the email) must be LESS than 15MB.
  • The e-mail subject must be the same TND2411009. Please do not add any other description such as technical offer or anything other than the code TND2411009. DOES NOT MATTER HOW MANY EMAILS YOU SEND, JUST WRITE THE SAME EMAIL SUBJECT TND2411009

Terms and Conditions

This is only a Request for Quotation and its issuance does not obligate Samaritan’s Purse to make award for any or all of the items and quantities stated in the Statement of Work. Samaritan’s Purse reserves the right to award only a portion of the quoted items and will confirm the scope of the work prior to contracting. Samaritan’s Purse is not obligated to pay for any costs incurred by the bidders in preparation and submission of their quotation.  

Any subsequent award will be subject to Samaritan’s Purse standard contractual terms and conditions. All work will be inspected to ensure compliance to technical requirements within the Statement of Work.

ETHICAL AND BUSINESS CONDUCT REQUIREMENTS 

Samaritan’s Purse is committed to integrity in its procurement processes.  Suppliers are selected based on objective business criteria such as price, quality, past performance and technical merit. Samaritan’s Purse expects suppliers to conduct their work ethically and to the highest business standards.  Samaritan’s Purse does not tolerate fraud, collusion among bidders, falsified proposals/bids, bribery, or kickbacks. Any bidder or individual violating these standards will be disqualified from this procurement and barred from future business with Samaritan’s Purse.  Samaritan’s Purse employees are strictly prohibited from asking for or accepting any money, fees, commissions, credit, gifts, gratuities, objects of value or compensation from current or potential vendors or suppliers in exchange for or as a reward for business.
