Save the Children (SC) has been working in Yemen since 1963, implementing health, nutrition, child protection, food security and livelihoods and WASH interventions; it therefore has a long history of programming and humanitarian interventions in the country. SC is currently working in nine governorates in Yemen through standard programming. In all thematic areas, SC is working to address both immediate humanitarian needs as well as their underlying root causes and chronic underdevelopment. Over the last few years, Save the Children's programs expanded to central, South and North provinces in the country. Save the Children believes that we cannot achieve vision of a world in which every child has the right to survival, protection, participation and development alone. We believe in working with local partners for a sustainable impact of programme operations in the communities. We are therefore actively seeking to work to reach out to  partners with shared vision for the vulnerable population in Yemen to join hands to enable us reach a wider beneficiaries and achieve greater impacts. cause. 

منظمة رعاية الأطفال تعمل في اليمن منذ عام 1963 ، و ضمن تدخلات وبرامج معيارية عديدة مثل الصحة والتغذية وحماية الطفل والأمن الغذائي وسبل العيش وتدخلات المياه والصرف الصحي. لذلك لدى منظمة رعاية الأطفال خبرة طويلة في البرامج و التدخلات الإنسانية في اليمن . إن منظمة رعاية الأطفال تعمل حاليًا في تسع محافظات في اليمن عبر برامجها المعيارية ، كما و إن منظمة رعاية الأطفال تعمل كحد سواء على تلبية الاحتياجات الإنسانية المباشره و كذلك التنموية. على مدى السنوات الماضية ، توسعت برامج "رعاية الأطفال" لتشمل المحافظات الوسطى والجنوبية والشمالية في اليمن . و تسعى منظمة رعاية الأطفال بنشاط و من خلال برامجها وشركائها الذين يعملون في المجتمع إلى تمكين الفئات المستضعفة بطرق مستدامة و من خلال الجهات الفاعلة المحلية. 

1.    PURPOSE OF EOI:

SC invites Expression of Interest (EOI) from qualified local/national civil society organizations  with shared vision for Yemen population to initiate partnership relationship with SCI in Yemen in the different operational areas where SCI Yemen works.  The partnership will not only enable the two organizations synchronise our efforts but sharing experiences and knowledge that brings about sustainable changes in the life of children , their households and communities. This expression of interest is not concerned with specific funding that is currently available with Save the Children the thematic sectors that SC-Yemen is working on in Yemen, but lays foundation for long term engagement for future opportunities.

Save the Children Yemen strategic focus are framed within the core thematic areas of: 

1)    Child protection 
2)    Water, sanitation and Hygiene (WASH)
3)    Food security and livelihood (FSL)
4)    Nutrition
5)    Health 
6)    Education 
7)    Other Cross cutting themes 

1.     الغرض من إبداء الإهتمام :

تدعو منظمة رعاية الأطفال كلاً من منظمات المجتمع المدني المحلية / الأهلية المؤهلة لإبداء الإهتمام في تصميم و تنفيذ برامج مشتركة و مشاركة الخبرات و المعلومات مع الشركاء الفاعلين حالياً و الممكن أن يعملوا مع منظمة رعاية الاطفال بطريقة تكاملية،  الامر الذي سيسهم في تحقيق التغييرات المستدامة في حياة الأطفال، كما أنه يجب التوضيح بأن إبداء الاهتمام هذا غير معني بتمويل محدد و متوفر حالياً لدى منظمة رعاية الاطفال ، علماً بأن القطاعات البرامجية التي تعمل فيها منظمة رعاية الأطفال في اليمن و هي كالتالي :

1) حماية الطفل
2) حوكمة حقوق الطفل
3) المياه والصرف الصحي 
4) الأمن الغذائي وسبل العيش
5) التغذية
6) الصحة
7) التعليم
8) النوع الإجتماعي
9) التمكين الاقتصادي

2.    Short description of SCI Partnership framework: 

Save the Children’s definition of partnership: Save the Children defines Partnership as a long-term relationship between two or more organisations/institutions with a mutually agreed set of principles and accountabilities, working towards defined objectives that facilitate lasting change for children. Save the Children aims to work in partnerships and strengthen local capacity in situations of long-term development as well as in contexts of emergencies and transition.

2.     وصف موجز لإطار الشراكة في منظمة رعاية الأطفال:  

تعريف الشراكة لدى منظمة رعاية الأطفال : تعرف منظمة رعاية الأطفال الشراكة باعتبارها علاقة طويلة الأمد بين منظمتين أو أكثر تمتلك مجموعة من المبادئ والمساءلات المتفق عليها بين الطرفين ، وتعمل على تحقيق أهداف محددة تُسهم الى التغيير الدائم للأطفال. و تهدف منظمة رعاية الأطفال إلى العمل في شراكات وتعزيز القدرات المحلية في حالات التنمية طويلة الأجل وكذلك في سياقات الطوارئ و التحولات .

Goals and objectives in partnership: Partnership as an approach delivers more than our need to fulfil our own program objectives. Save the Children is committed to inspire three specific breakthroughs for children by 2030. This entails focusing on: SURVIVE: No child dies from preventable causes before their fifth birthday; LEARN: All children learn from a quality basic education; and BE PROTECTED: Violence against children is no longer tolerated.. This should happen in close collaboration with partners and in a spirit of mutual learning and responsibility.  In this partnership process, we help to strengthen national development capacity, including civil society and other development actors.

أهداف و غايات الشراكة: الشراكة كنهج تقدم أكثر من حاجتنا لتحقيق أهداف برامجنا . و تلتزم منظمة رعاية الأطفال بتحقيق تقدم  للأطفال الطموحين . يجب أن يحدث هذا بالتعاون الوثيق مع الشركاء وبروح من التعلم والمسؤولية المتبادلة . وفي هذه العملية ، نساعد على تعزيز القدرة الإنمائية الوطنية ، بما في ذلك المجتمع المدني والجهات الفاعلة الإنمائية الأخرى.

Partnership Principles: Save the Children believes that good partnership encompasses the following principles: 1) value-driven and empowering relationships; 2) transparency and accountability; and 3) mutual benefit.  These principles inform our partnership approaches and practices.

تؤمن منظمة رعاية الأطفال أن الشراكة الجيدة تشمل المبادئ التالية:

1) علاقات ذات معنى و طابع تمكيني متبادل .

2) الشفافية والمساءلة،

3) المنافع المتبادلة . هذه المبادئ تُغذي كلاً من نهج وممارسات الشراكة.

3.    APPLICANTS ELIGIBILITY CRITERIA

The minimum criteria for the National Organizations to be consider as potential partner include:

• Legal Status, (should be registered according to prevailing laws and regulations)
• Yearly financial audits
• Timely renewal of the organization registration.
• Tax exemption certificate (if applicable)
• Local (Registered and working in specified province/s)
• Proven track record on service delivery
• Active role for founders/governing board and separated from executive management.
• the CSO have a zero tolerance approach to fraud, bribery, and corruption - as set out in thier policies
• No preferential treatment seen in board and staff structure
• share Save the Children's vision , Mission and values of Accountability, Ambition, Collaboration, Creativity, and Integrity, including on child and human rights
• Clear Strategy goals & objectives, grounded in civil society.
• Proven experience in working with UN agencies and INGOs operating in Yemen. 
• Having children as one of their main target groups. 
• Work and have acceptance in local communities. 
• Not politically allied to any political parties
• all potential partner CSO will undergo  a comprehensive partnership assessment as per SCI procedures if they are selected to be implementing partners for SCI Yemen 

3.    المعايير المؤهلة للمتقدمين :  

تتضمن المعايير الدنيا للمنظمات المحلية / الأهلية  التي يجب اعتبارها كشريك محتمل ما يلي:

• الوضع القانوني ، (يجب أن تكون المنظمة مسجلة وفقًا للقوانين واللوائح السائدة)
• التدقيق و المراجعة المالية السنوية
• تجديد تصريح/ تسجيل المنظمة في الوقت المحدد لتسجيل المنظمة.
• شهادة الإعفاء الضريبي (إن وجدت)
• محلي (مسجل ويعمل في مدينة / مدن محددة)
• سجل حافل في تقديم الخدمات
• دور المؤسسين / مجلس الإدارة / مجلس الأمناء فعال و مفصول عن الإدارة التنفيذية.
• تتبع نهج عدم التسامح المطلق مع الاحتيال والرشوة والفساد - على النحو المنصوص عليه في سياساتهم.
• لا توجد معاملة تفضيلية (محسوبية ) ملاحظة في هيكل مجلس الأدارة والموظفين.
• مشاركة رؤية و رسالة منظمة رعاية الاطفال و قيمها المتمثلة بـ المساءلة والطموح والتعاون والإبداع والنزاهة ، بما في ذلك حقوق الطفل وحقوق الإنسان.
• وجود إستراتيجية و أهداف واضحة ، ترتكز على المجتمع المدني ، 
• خبرة مُثبتة في العمل مع وكالات الأمم المتحدة والمنظمات الدولية غير الحكومية العاملة في اليمن.
• يعتبر الأطفال أحد الفئات المستهدفة الرئيسية.
• العمل و القبول في المجتمعات المحلية.
• غير متحالف مع أي أحزاب سياسية
• ستخضع منظمات المجتمع المدني المحتمل الشراكة معها لتقييم الشراكة الشامل وفقًا لإجراءات منظمة رعاية الأطفال في حال تم اختيارها كشريك لـ منظمة رعاية الأطفال في اليمن.

4.    SUBMISSION DEADLINE AND INSTRUCTIONS:

Non Profit Organizations (NGOs) that are interested to work in partnership with Save the Children International are requested to submit online application through the below link within 30 days of this EOI issuance date. Please do indicate your national office location where your senior leadership team is based.  We are keen to know if your senior leadership team are based in the North or South as this defines how we relate and manage the partnership.

4.    التعليمات و اخر موعد للتقديم :

نرجو من المنظمات المحلية الغير ربحية والغير حكومية و المهتمه بالعمل بشراكة مع منظمة رعاية الأطفال الدولية ، تقديم طلب الشراكة عبر الرابط التالي  خلال فترة زمنية لا تتجاوز ثلاثون يوماً من تاريخ إصدار هذا الاعلان.
