Tamdeen Youth Foundation (TYF) is looking for qualified Vendors to submit their quotations for the tender mentioned blow:

 مؤسسة تمدين شباب تبحث عن موردين مؤهلين لتقديم عروضهم للمناقصة المذكورة ادناه:

مؤسسة تمدين شباب TYF 

مؤسسة غير ربحية، تأسست في25مايو عام 2013 م، بترخيص رقم (312) من وزارة الشؤون الاجتماعية والعمل في اليمن. تقدم برامج التنمية المجتمعية والتوعية المدنية وبناء القدرات، وتنفذ تدخلات إيجابية في حالات الطوارئ، كما تتمتع بشراكات إستراتيجية مع العديد من المنظمات الدولية والإقليمية والمحلية
سيتم إجراء العطاء باستخدام وثائق العطاءات النمطية لمؤسسة تمدين شباب، وهي مفتوحة لجميع الموردين المؤهلين

الشروط والمتطلبات:

• يجب أن تكون الاصناف المقدمة في عرض الأسعار مستوفية للمعايير المعتمدة لدى وزارة الصحة ومنظمة الصحة العالمية.
• - يجب أن يتضمن العرض الفني (الوكيل في اليمن، بلد منشأ الأصناف، تاريخ انتهاء صلاحية الأصناف يجب ألا تقل عن سنة ونصف (18 شهراً) باستثناء الأصناف ذات فترة الصلاحية القصيرة يجب ألا تقل عن سنة واحدة، وسيتم استبعاد أي عطاء لا يلتزم بذلك.
• يجب على المورد التأكد من توفر كمية الأصناف المطلوبة وتاريخ انتهاء صلاحيتها مع الوكيل الحصري قبل تقديم البنود في العرض.
• يجب تقديم عطائكم باستخدام النماذج المرفقة، سيتم استبعاد العطاءات غير المطابقة للنماذج المرفقة.
• يجب ان تحتوي كافة المستندات والنماذج في العطاء المقدم للمناقصة على ختم المورد، سيتم استبعاد العطاءات غير المختومة بختم المورد.
• يجب تعبئة كافة المرفقات بالبيانات المطلوبة، وسيتم استبعاد أي عطاء لا يلتزم بذلك.
• يجب ان يتضمن العرض على كافة البيانات الخاصة بالمواد المطلوبة
• يجب ان يتم التسعير بعملة الدولار الأمريكي وسيتم رفض أي عطاء مخالف.
• يجب ان تظل الأسعار المقدمة سارية لمدة 120 يوم على الأقل من تاريخ فتح المظاريف 
• يجب ان يكون السعر المقدم شامل الضريبة واجور النقل والتوصيل واي تكاليف أخرى.
• يجب ارفاق نسخة من العرض الفني والمالي بتنسيق اكسل في فلاش (USB FLASH DRIVE)
• يحق لنا استبعاد أي عطاء لم يكن مسؤولاً في المناقصات السابقة.

تقديم العطاءات:

يجب تسليم العطاءات الى مكتب مؤسسة تمدين شباب صنعاء فج عطان بجوار سكن الأمم المتحدة (قسم المشتريات) في موعد أقصاه يوم الاثنين الموافق 29 يوليو 2024 قبل الساعة الحادية عشر صباحاً بتوقيت اليمن.

سيتم النظر فقط في العطاءات المقدمة قبل موعد الاغلاق

ستعقد جلسة فتح العطاءات يوم الاثنين الموافق 29 يوليو 2024 الساعة الحادية عشر والنصف صباحاً في مكتب مؤسسة تمدين شباب في نفس العنوان أعلاه، ولن يسمح لصاحب العطاء او مندوبة حضور جلسة فتح المظاريف الا بموجب مذكرة رسمية باسم الشخص المخول له بالحضور. 

يجب تسليم العطاءات مغلقة بالشمع الاحمر ومختومة مع ذكر التفاصيل المذكورة ادناه:

معايير الاهلية القانونية:

يجب استيفاء معايير الاهلية القانونية وتقديم المستندات الداعمة المدرجة أدناه مع العطاءات. سيتم استبعاد عطاءات الذين لا يقدمون هذه المستندات من التقييم الفني والمالي.

1.    يجب تقديم سجل تجاري ساري المفعول 
2.    يجب تقديم بطاقة ضريبية سارية المفعول 
3.    يجب تقديم ترخيص ساري المفعول لممارسة الاعمال من وزارة الصحة العامة والسكان -صنعاء
4.    يجب تقديم بطاقة زكوية سارية المفعول 
5.    يجب تقديم ضمان بنكي بقيمة 2.5% من اجمالي قيمة العطاء بصلاحية لمدة 90 يوم من تاريخ فتح المظاريف.
6.    تقديم إفادة بأن مقدم العطاء مسجل ومعتمد ضمن قائمة الموردين لدى المجلس الأعلى لإدارة وتنسيق الشؤون الإنسانية والتعاون الدولي.
7.    عدم ادراج البائع في قوائم العقوبات / عدم الاهلية الخاصة بالأمم المتحدة والأمين العام للأمم المتحدة والبنك الدولي.
- مؤسسة تمدين شباب لها الحق بقبول او رفض بعض او كل عروض الاسعار والمقترحات وفقاً لتقديراتها وليست ملزمة بإرساء العطاء على اي متقدم

Tamdeen Youth Foundation 

is a non-profit foundation established on May 25, 2013, with the license of No. 312 from the Ministry of Social Affairs and Labor in Yemen. The Foundation provides community development, civic education and capacity-building programs. It implements positive emergency interventions and has strategic Partnerships with many International, regional and Local   Organizations
The tender will be conducted using TYF standard bidding documents, open to all qualified suppliers.

Terms and requirements: 

• A good offered in quotation must be fulfill MOHs and WHO country approved standard.
• Technical Offer should include (Agency in Yemen, Origin of items, Expiry date of the items must be not less than one year and half (18 Months) an exception for items with short shelf life must be not less than one year, any bid that does not comply with this will be excluded.
• The supplier should make sure that the quantity of the requested items and its expiry date are available.
• The bid must be submitted using the attached forms and annexes, bids that do not match the attached form will be disqualified.
• All Bid forms and documents related to this tender must be stamped by the supplier, any bid that does not comply with this will be excluded.
• All documents must be filled in with the required data, and any bidder who does not comply with this will be excluded.
• All the information related to the items must be mentioned in the bed.
• Pricing must be done in US dollar, any bid submitted in another currency will be rejected.
• Offered prices must be remain valid for at least 120 days from the date of opening the envelopes.
• The prices quoted must include all indirect additional costs such as taxes, transportation, delivery, and any other cost.
• Copies of the Technical and Financial forms must be submitted in excel format in a USB Flash Drive.
• We have the right to exclude any bidder who was not responsible in previous tenders.

Submission of bids:

Bids must be submitted to Tamdeen Youth Foundation office, Sana’a -Faj Attan Next to UN Compound (Procurement Department),
on or Before Monday July 29th, 2024 11:00 AM, Yemen Timing.

Only tenders submitted in prescribed form and deadlines will be considered.

Tender opening session will take a place on Monday July 29th, 2024 at 11:30 AM in TYF Office (same above address), bid owner or his representative will not be allowed to attend the session of bid opening unless having an official memo by the name authorized for attendance.

Legal eligibility criteria:

The Supplier must submit the corresponding supporting document listed below with bids.

Supplier who does not submit these documents will be Disqualified from the technical evaluations.

1.Must provide Valid Business Registration card. 
2. Must provide Valid Tax card.
3. Must Provide valid license of Business Practice from MOH-Sana’a
4. Must provide Valid Zakat Card
5. Must provide Bid Guarantee of 2.5% of the total amount of the offer valid for 90 days from the date of opening the bid.
6. Submit a statement that the bidder is registered and approved on the SCMCHA supplier list.
7.Vendor’s Non-inclusion into the UN, UNSG and WB Sanctions/ineligibility lists.    
-TYF Award Committee reserves the rights to accept or reject any or all submitted quotation(s) at its discretion and is under no obligation to issue an award
