Conducting Feasibility Studies and Development of Designs for Fishery Projects

Location: Yemen Red Sea, Al Mukha District–Taiz Governorate and Al Khawkha District – Al Hodeida Governorate

Duration of the assignment: up to 45 days

Purpose of the tender: 

To contract a consultant (firm or individuals) to undertake a feasibility study for the development of fishery infrastructures in the West Coast, Al Mukha District–Taiz Governorate and Al Khawkha District – Al Hodeida Governorate.

Scope of the assignment

The key objectives of this assignment are to conduct feasibility studies for the setup of four fishery projects including the technical, economic, and environmental feasibility, and develop preliminary designs and cost estimations of those projects in the West Coast. The fishery projects under the study are listed below: 

1-    Establish two fish landing sites (Auction yards).
2-    Establish/rehabilitate a vocational training institute for fishery sector players.
3-    Establishment of a value-addition factory for preserving, canning, and processing the fish to be run by men and women Self Help groups from the West Coast.

The scope of the assignment includes the following key tasks:

Tasks of the assignment:

1.    Involve the relevant stakeholders (WCOAO , MAIF , and any other entity assigned by them), and conduct meetings and consultations to review secondary data of similar projects implemented in Yemen (or abroad), including assessments, feasibility studies, or projects done or planned for the West Coast and draw the lessons learned from their experience.
2.    Undertake the assessment of available (or potential) facilities and their usability, current functions of buildings and their locations, land availability, design standards, and performance.
3.    Conduct site assessment and collect data about the selected locations including space requirements, existing infrastructure, utilities and environmental factors, regulations, expected constraints, and primary and secondary facilities required for all projects.  
4.    Carry out basic feasibility studies for the setup of the four projects. Include their technical, economic, social, and environmental feasibility and the possible socioeconomic impacts on the local market and local economy and provide the final recommendations on the setup of these projects. 
5.    Prepare concept designs, and master plan views for all of the four fishery projects including the components of the designs, stages, facilities, spaces, and its functions.
6.    Collect the initial feedback from stakeholders' technical teams (WCOAO, MAIF, and any other entity assigned by them), then update the designs, and prepare and submit more detailed versions of the design (preliminary designs) enough to prepare cost estimations of the projects. 
7.    Conduct a one-day validation workshop to present the preliminary designs, and collect feedback from the stakeholders, DKH team to develop the final versions of the preliminary designs. Update and prepare the final approved preliminary designs. 
8.    Print out four copies of all the schematic drawings in A3 size for the four projects and submit them to the stakeholders for final approval and then submit the approved copies to DKH Yemen. 
9.    Submit the soft copies of all deliverables, in editable versions, i.e. in .docx files for the reports and specifications. The designs, views, plans, and drawings shall be in AutoCAD, .dwg files or similar. And in segregated .xlsx files for the BOQs and cost estimations and cash flow analysis. 

Deliverables of the assignment:

1.    Inception report including the assignment team, work plan, findings of the coordination meetings, and consultations conducted with stakeholders and available infrastructure.
2.    Site assessment report including site selection 
3.    Feasibility study report.
4.    Concept design report.
5.    Final approved versions of the preliminary designs and cost estimates.

Important Notes: 

  • All the developed reports and studies need to be prepared in English and Arabic.
  • The consultant/ the firm will be responsible for coordinating with stakeholders and following up on obtaining their feedback or approvals about the designs and reports.
  • The developed designs, specifications, plan, and materials should conform with the relevant stakeholders’ construction standards (WCOAO, MAIF, and any other entity assigned by them), building functions and requirements to ensure obtaining approvals from those authorities.
  • It shall be the responsibility of the consultant to provide necessary clarifications/details to the satisfaction of the local bodies whenever required for obtaining approval of the reports, plans, designs and drawings from the statutory authorities.
  • All designs should be customized and oriented to adapt to the local Yemeni environment, especially the west coast area of Yemen.
  • Copyrights of all the deliverables are exclusively reserved for DKH.

Delivery and Payment Schedule

Deliverables will be the basis for the payment schedule. Each project will have separate reports, and designs, which will be submitted in draft (for comments) and then final for approval. Deliverables shall be submitted in hard and soft copies electronic format (MS Word, and PDF versions, AutoCad, etc) to relevant authorities and Copy to DKH Yemen.

1.    30% after submitting the inception report, Site assessment report, and Feasibility study report. This will be conditional on the approval of the relevant Stakeholder.
2.    30% after submitting the Concept design report, draft Preliminary design, and cost estimates approved by the relevant stakeholders.
3.    40% after conducting the validation workshop, submitting the approved preliminary design report, and any other deliverables in hard and soft copies.

DKH invites national individual consultants as well as consulting firms to submit their technical and financial offers and the CVs of their technical experts. 
All interested parties that seek to submit an offer for this TOR must write to tender.yem@diakonie-katastrophenhilfe.org and submit: 
 
1)    Technical proposal, including: 
a)    Complete Company profile and company work experience (with both international and local organizations, and locations)  
b)    Samples of similar feasibility studies and designs of projects developed by the firm.
c)    List and CVs of the experienced technical team with at least 7 years in similar positions and similar projects:
i)    For the feasibility studies: Business administration/ development specialist, marine science specialist, fish processing specialist and engineer. 

2)    Financial proposal, with detailed breakdown including: 
a)    The detailed costs for developing each report in the deliverables list above for each project separately. 
b)    The detailed costs for the field visit days, vehicle, accommodation, etc.
c)    The detailed costs for the one-day validation workshop with relevant arrangements (venue, refreshments, stationary, participants incentives – representatives of stakeholders).
d)    The detailed cost for printing out and submitting the reports/deliverables, collecting the feedback and approvals from the relevant authorities. 

3)    Detailed work plan indicating the timeline of the deliverables, responsible team and their roles.

4)    Legal documents (for firms) 
a)    Valid VAT and TAX ID certificate 
b)    Valid Trade/Business License 
c)    Clear copy of the identity card /passport of the individual or the legal representative of the company.  

Evaluation Criteria:

Bidders who didn’t demonstrate experience in the preparation of feasibility studies, engineering designs for project, and didn’t provide valid legal documents will be disqualified. 

The scoring of the qualified applicants will be (30%) for financial offer, and (70%) technical offer. The latter will be divided as follows:

1)    Expertise and Qualifications of the Service Provider (25%):
a)    number of similar contracts in developing feasibility studies in fishery sector.
b)    number of similar contracts in developing engineering designs in fishery sector.
c)    complete company profile.
2)    Staffing Capacity and Personnel Experience (25%):
a)    number of administrative, technical fields covered by relevant and qualified team members, CVs attached
b)    English and Arabic level of the team
3)    Proposed Work Plan and Management Approach (20%):
a)    Adequate Office work days per team members
b)    Adequate Field working days per team members
c)    Clear roles of key staff
    
Manner of Submission: The technical and financial proposals shall be submitted in electronic format (MS Word, and pdf versions)
