Invitation for Expression of Interest (EOI) to partners in Yemen 

Oxfam has been operational in Yemen for forty years. As of March 2015, humanitarian assistance in the form of water, sanitation, and hygiene promotion; emergency food security and vulnerable livelihoods, protection and resilience were provided to the most vulnerable members of society, especially for internally displaced people and the communities hosting them. Gender and protection are core cross-cutting components of Oxfam’s humanitarian response, alongside specifically designed Gender Justice Programme with strong work with Civil Society Organizations.  
Oxfam is allocating much of an effort in advocacy for mobilization resources for humanitarian assistance and resiliency from different donors into the county, and channel part of these funds with local actors as part of Oxfam goals contributing on civil society leadership, Grand Bargain, and Change of Charter.       

As part of Oxfam’s commitment to localisation agenda, Oxfam is exploring potential partnership and alliance with local humanitarian actors. Oxfam is looking for local NGOs that would be willing to work together with us to achieve our ambitious goals. Oxfam does not want to contract or sub-contract you to implement for Oxfam. Oxfam wants to be on a journey together with you in acknowledgement that your local NGO can add as much value to what Oxfam aims to achieve.

Oxfam is seeking applications from local interested NGOs in Yemen, that have not expressed their interest to work with Oxfam before, to become an equitable partner as per our expectation to fulfil the following. 

1-    A local NGO that works directly in communities in either Hajjah, Aden, Ibb, Taiz “Turba”, Sa’ada, or Marib.  
2-    A local NGO that has strong experience at least in one of following sectors: WASH, EFSVL, protection, advocacy & networking, human rights, and/or gender justice.    
3-    A local NGO that is registered with the relevant government authorities. 
4-    A local NGO has a properly constituted governance board and structure. 

The main reason for this specific EOI is to update the existent local NGOs mapping and give an opportunity for the local NGOs which have not send their Expression of Interest to work with Oxfam as a partner before in the previous EOI in July/Aug 2021, therefore Oxfam will update the existing data base of local NGOs which are operating in Yemen and add the newly NGOs expressing their interest.  Thus, it is not an application for funding opportunity at current time, but in case there will be an opportunity for funding, then Oxfam will communicate with short list local NGOs in each sector and location accordingly. 

Note: you do not need to send your EOI if you are currently working with Oxfam as a partner, or you submitted your expression of interest in 2021.  

If you think your organization can fulfil our expectations, Oxfam invites you to send your EOI along with organisation profile (5 pages max) including but not limited to: scope of work, programme coverage, targeted locations, funding capacity over the last 5 years along with your registration document with authorities. Shortlisted NGOs will be invited to complete a conversation/due diligence process. The EOI and organisation profile should be sent to Oxfam – Yemen Partnership email at:  YemenPartnership@oxfam.org.uk before 4 April, 2024. 

All submitted expression of interest and supporting document should be titled “EOI Oxfam Partnership – Name of the CSO/NGO – Sector – location”.

تعمل منظمة أوكسفام في اليمن منذ أربعين عامًا. ومنذ مارس 2015، كانت المساعدة الإنسانية التي تقدمها أوكسفام تتركز في المياه والصرف الصحي وتعزيز النظافة ؛ وتم توفير الأمن الغذائي الطارئ وسبل العيش للفئة الضعيفة والحماية وتعزيز القدرة على التكيف لأفراد المجتمع الأكثر ضعفاً، ولا سيما النازحون داخليا والمجتمعات التي تستضيفهم. والحماية والصون من الاستغلال عنصران أساسيان شاملان للاستجابة الإنسانية لمنظمة أوكسفام، إلى جانب برنامج عدالة النوع الاجتماعي المصمم خصيصا للعمل القوي مع منظمات المجتمع المدني.ِ
تخصص أوكسفام الكثير من الجهد في الدعوة لتعبئة الموارد للمساعدة الإنسانية والمرونة من مختلف المانحين إلى اليمن، وتوجيه جزء من هذه الأموال مع الجهات الفاعلة المحلية كجزء من أهداف أوكسفام المساهمة في قيادة المجتمع المدني، وغرانت بارغين(Grand Bargain)، والتشنج اوف تشارتر (Change of Charter).
كجزء من التزام أوكسفام بأجندة التوطين، تستكشف أوكسفام الشراكة المحتملة والتحالف مع الجهات الفاعلة الإنسانية المحلية. تبحث أوكسفام عن منظمات غير حكومية محلية ترغب في العمل معنا لتحقيق أهدافنا الطموحة. لا تريد أوكسفام التعاقد مع الجهاد المحلية لغرض التنفيذ لصالح أوكسفام، تريد منظمة أوكسفام أن تكون في رحلة شركائها اعترافًا بأن هذه المنظمات غير الحكومية المحلية يمكن أن تضيف نفس القدر من القيمة لما تهدف منظمة أوكسفام إلى تحقيقه.
تسعى منظمة أوكسفام للحصول على طلبات من المنظمات غير الحكومية المحلية المهتمة بالشـراكة مع أوكسفام في اليمن، والتي لم يسبق لها ان تقدمت بالتعبير عن اهتمامها بالعمل مع منظمة أوكسفام من قبل، لتصبح شريكًا مكافئاً وفقًا لتوقعنا لتحقيق ما يلي:

1-    منظمة غير حكومية محلية تعمل مباشرة مع المجتمعات المحلية إما في حجة أو عدن أو إب أو تعز «تربة» أو صعدة أو مأرب.
2-    منظمة غير حكومية محلية لديها خبرة قوية على الأقل في أحد القطاعات التالية: المياه والصرف الصحي والنظافة الصحية، و/أو الأمن الغذائي وسبل العيش، و/أو الحماية، و/أو المناصرة، و/أوحقوق الإنسان، و/أو العدالة بين النوع الاجتماعي.
3-    منظمة غير حكومية محلية مسجلة لدى السلطات الحكومية المعنية.
4-    وللمنظمة غير الحكومية المحلية مجلس إدارة وهيكل إداري مشكلان بشكل سليم. 

والسبب الرئيسـي لهذه الدعوة المحددة هو تحديث خارطة المنظمات غير الحكومية المحلية القائمة وإعطاء فرصة لتلك المنظمات التي لم تتقدم التعبير عن الاهتمام بالشـراكة والعمل مع أوكسفام كشـريك من قبل في EOI السابق في يوليو/أغسطس 2021، وبالتالي ستقوم أوكسفام بتحديث قاعدة البيانات الحالية للمنظمات غير الحكومية المحلية التي تعمل في اليمن وتضيف المتقدمة حديثاً، وبالتالي فإنه ليس طلبا للحصول على فرصة للتمويل في الوقت الحالي، ولكن في حالة وجود فرصة للتمويل، فإن منظمة أوكسفام ستتواصل مع المنظمات غير الحكومية المحلية القائمة في كل قطاع والموقع وفقا لذلك.

ملاحظة: لست بحاجة إلى إرسال EOI الخاص بك إذا كنت تعمل حاليًا مع أوكسفام  كشـريك، أو قمت بتقديم تعبيرك عن الاهتمام في عام 2021.

إذا كنت تعتقد أن مؤسستكم يمكنها تلبية توقعاتنا، فإن منظمة أوكسفام تدعوك إلى إرسال EOI الخاص بك جنبًا إلى جنب مع ملف تعريف المنظمة (5 صفحة كحد أقصى) بما في ذلك على سبيل المثال لا الحصر: نطاق العمل، وتغطية البرنامج الخاص بكم، والمواقع المستهدفة، وقدرة تمويلات المؤسسة والمشاريع على مدى السنوات 5 الماضية جنبًا إلى جنب مع وثيقة التسجيل الخاصة بمؤسستكم مع السلطات. ستُدعى المنظمات غير الحكومية المدرجة في القائمة المختصـرة إلى إكمال عملية المحادثة/التحقق.
