REQUEST FOR EXPRESSION OF INTEREST (EOI)

Provision of Milling Services and / or Silo storage services

Closing on 12 May 2025 at 01:00 hrs (Yemen Sana’a Local Time)

A.    Background

1.    The United Nations World Food Programme (WFP) is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience across the world. 
2.    WFP in Yemen  Wheat Flour requirements is estimated at 210,000 MT for the South and 80,000 MT for the North. Using an average extraction rate of 85%, this translates to a wheat requirement of approximately 341,000 MT. However, due to the existing uncertain environment, these requirements could fluctuate.

B.    Objective

3.    WFP  seeks reputable and legally registered service providers for Milling services and / or silo storage services. 
4.    This request for Expression of Interest (EoI) aims to identify qualified service providers to provide Milling services and / or silo storage services. WFP invites eligible service providers to express their interest in providing the requested services in Yemen & Oman.

C.    Service Requirement 

5.    Milling of the wheat flour, inside Country Yemen & Oman. 
6.    Storage of Wheat grain or Wheat Flour in silos in Yemen & Oman.
7.    This request for EoI is the initial step for the shortlisting process.  
8.    After the deadline for submission of responses has passed, WFP will evaluate responses received and will notify eligible participants of the outcome of the evaluation.

D.    Eligibility Criteria

9.    The main evaluation criteria for shortlisting are as follows:

a.    Relevant past experience (Minimum 3 years of experience in provision of Milling services)
b.    Legal status to conduct the needful services (Valid business license,  etc.)
c.    Financial status (Minimum annual turnover of US$ 5 million)
d.    Office presence in Yemen and/or Oman
e.    Capacity.

E.    How to prepare and submit your Expression of Interest

10.    In order to participate in the pre-qualification exercise, companies are required to provide the following:

  • Letter of Expression of Interest with official letterhead (signed/stamped)
  • WFP Logistics Services Questionnaire (Annex) 
  • Supporting documents
    • Certificate of Incorporation
    • Business License (commercial cards/ tax cards/permit work etc...)
    • Organisation Structure
    • Bank certificate 
    • Stakeholders / Owner names.
    • Location of your Millis with the capacity.
    • Financial statements and audited book of accounts for the year 2023 & 2024
    • Reference from major clients (minimum five clients in the last three years)
  • Signatory by the authorized company representative and company stamp (with passport).

All documents should be presented in English and/or Arabic.
11.    All supporting documentation listed above shall be prepared in accordance with the instructions provided and sent by email to yemen.logisticscontracting@wfp.org no later than 12 May 2025 at 01:00 hrs (Yemen Sana’a Local Time), all documents will be treated as strictly confidential and will not be made available to the public.
12.    WFP will not consider incomplete or unsigned submissions as well as submissions after the stipulated deadline. 
13.    This request for EoI is not an invitation to tender nor does it imply automatic selection to WFP’s shortlist. No rates/prices are required at this stage, and this invitation does not bind WFP to issue any tenders or contracts to the companies expressing their interest. Furthermore, WFP reserves the right to change or cancel this process or any of its requirements at any time during the process.

15.    WFP does not charge any fee for companies to participate in the entire process.
16.    The Companies that are currently in WFP milling shortlist need to apply to this EOI.
