RFQ Instructions

INTRODUCTION

Since 1970, Samaritan’s Purse (SP) has helped meet needs of people who are victims of war, poverty, natural disasters, disease, and famine in the world’s most troubled regions. Samaritan’s Purse serves people in need with equality and respect, and without preference or regard to race, religion, gender, creed or social status. Currently Samaritan’s Purse has 18 country offices and works through partners in an additional 42 countries.

The selected contractor will complete all works necessary to complete the As Silw sanitation project per the BOQs and drawings and according to the instructions of the supervising engineer from Samaritan’s Purse. The key activities are:

• Provide supplies for the construction of 96 total cesspits
• Installation of PVC components for 96 total cesspits

The selected contractor will complete all works necessary per the BOQs and drawings and according to the instructions of the supervising engineer from Samaritan’s Purse.

The items listed will support Samaritan’s Purse programming within Yemen and as a means to bring aid to the victims of war, poverty, natural disasters, disease, and famine. They will in not be resold, bartered, traded for other goods or services, or used as leverage in any way, shape or form.

Bidders are responsible for reviewing and understanding the contents of the RFQ package and requirements when preparing their quotation.  They are also responsible for ensuring that their submission comply with the stated requirements.  Failure to meet the requirements of the RFQ may result in disqualification of the submitted quotation.   

QUOTATION SUBMISSION & PROCESSES

Confidentiality

All information included in this RFQ is confidential and only for recipient’s knowledge. No information included in this document or in discussions connected to it may be disclosed to any other party.

RFQ procedure & instructions

Samaritan’s Purse requests formal quotations for products or services listed in Attachment A-Quotation template.   Supplier must submit their quotations as noted below.  Failure to submit as instructed could result in disqualification.  Bids received in compliance with the terms of this RFQ will be presented to a Bid Committee for evaluation and supplier selection.  Selection will be based on compliance to RFQ requirements and overall best value (cost, availability of requested items and quantities, and past performance).  Information received through the sourcing activities will be used to determine award.

Deadline and drop off instructions:

Quotations must be submitted no later than 17:00 Arabian Standard Time September 6th, 2022.  Any quotations received after this deadline may be disqualified from consideration.   Quotations must be submitted in USD and have a minimum validity of sixty (60) days.

Quotes must be delivered to the following address:

Terms and Conditions

This is only a Request for Quotation and its issuance does not obligate Samaritan’s Purse to make award for any or all of the items and quantities stated in the Statement of Work.  Samaritan’s Purse is not obligated to pay for any costs incurred by the bidders in preparation and submission of their quotation.

Any subsequent award will be subject to Samaritan’s Purse standard Purchase Order Terms and Conditions. Product will be inspected to ensure compliance to technical requirements within the Statement of Work.

ETHICAL AND BUSINESS CONDUCT REQUIREMENTS

Samaritan’s Purse is committed to integrity in its procurement processes.  Suppliers are selected based on objective business criteria such as price, quality, past performance and technical merit. Samaritan’s Purse expects suppliers to conduct their work ethically and to the highest business standards.  Samaritan’s Purse does not tolerate fraud, collusion among bidders, falsified proposals/bids, bribery, or kickbacks. Any bidder or individual violating these standards will be disqualified from this procurement and barred from future business with Samaritan’s Purse.  Samaritan’s Purse employees are strictly prohibited from asking for or accepting any money, fees, commissions, credit, gifts, gratuities, objects of value or compensation from current or potential vendors or suppliers in exchange for or as a reward for business.
