Tender Details

Invitation to Bid (ITB) No. YEM/2024/003

UNFPA Yemen hereby solicits your quotation for the supply of Dignity Kits as per the technical specifications detailed in Annex 1 of this RFQ. Your Bid could form the basis for a Long Term Agreement (LTA) between your company and UNFPA Yemen. 

Bid Submission:

If you are interested in submitting a bid for these items, kindly fill in the attached Submission Forms and send by email ONLY to secure e-mail: procurement.yemen@unfpa.org not later than 04th September 2024, by 15:00 (Sana’a time). 

Bidders must enter the following text in the email subject line:

“ITB/YEM/2024/003 – Dignity Kits –Required Documentation”

ONLY Samples (Full Kit) should be submitted to the address below not later than 04th September 2024, 15:00 (Sana’a time):

Any delay in UNFPA’s response shall be not used as a reason for extending the deadline for submission, unless UNFPA determines that such an extension is necessary and communicates a new deadline in the UNGM. 

Bidders may request clarifications not later than 03rd September 2024, 15:00 Sana’a time

Note: Do not submit your bid/proposal to the contact person’s email address!

Bidding shall be conducted through ONE envelope. The technical bid containing the technical specifications and the financial bid containing the price information shall be submitted together. 

Documents to be submitted with the bid:

a.    Duly Completed and Signed Bid Submission Form
b.    Duly Completed Bid Identification Form
c.    Duly Completed and Signed Financial bid including the price schedule Annex 2-A (Sana’a) and 2-B (Aden), and in accordance with the list of requirements in Annex 1;
d.    Duly Completed Annex 3 – Product Item Overview Form
e.    Duly Completed Annex 4 – Delivery Schedule Form 
f.    Duly Completed Annex 5 - Evidence of previous experience in a similar field and with the same type of requirements: list of major contracts completed within the last three years with national, international organizations, including UN. Minimum value of the previous contacts is US$ 250,000      
g.    Latest Business Registration Certificate, (please note that all registration documents and licenses must be valid);
h.    Latest Internal Revenue Certificate / Tax Clearance;  
i.    A statement whether any import or export licenses are required in respect of the goods to be purchased including any restrictions on the country of origin, use/dual use nature of goods or services, including and disposition to end users;

Partial Bids:

Partial bids are not allowed under this ITB. 

INCOTERMS 2020:

-    Freight cost DAP (UNFPA Sana’a Warehouse and Aden Warehouse)

Validity of Bid:

The prices of the bid shall be valid for 90 days after the closing date of bid submission as specified by UNFPA. A bid valid for a shorter period shall be rejected by UNFPA. 

Delivery Time:

The maximum allowed delivery time is refer to Annex 4 - Delivery schedule upon issuing of purchase order. 

Evaluation of Bids:

UNFPA shall compare all substantially responsive bids to determine the lowest priced substantially responsive bid.
A substantially responsive bid is one that conforms to all the terms, conditions, and specifications of the bidding documents without material deviation, reservation, or omission. A material deviation, reservation, or omission is one that:

a.    affects in any substantial way the scope, quality, or performance of the goods and related services specified in the contract; or
b.    limits in any substantial way, inconsistent with the bidding documents, UNFPA’s rights or the bidder’s obligations under the contract; or
c.    if rectified would unfairly affect the competitive position of other bidders presenting substantially responsive bids.

Evaluation Criteria:

a.    Technical responsiveness/Full compliance to requirements and lowest price
b.    Full acceptance of the PO and the UNFPA General Terms and Conditions
c.    Physical inspection of registered office, facilities/warehouses will be conducted for the potential suppliers under consideration.
d.    Ability to deliver in accordance with the delivery schedule in Annex 4
e.    Full kit sample items 
f.    Annexes 2A & 2B, Annex 3, Annex 4 and Annex 5 need to be duly completed and submitted in order to qualify for the procurement evaluation process.
d.    The Bid Submission Form need to be duly completed and signed
e.     The Bid Identification Form need to be duly completed 

Contract Award:

UNFPA shall award the contract to the lowest priced bidder(s) whose bid has been determined to be substantially responsive with the bidding documents, including the maximum allowable lead time. 

Long Term Agreement (LTA) until February 2025, with possibility of another 6 month extension, subject to satisfactory performance of the supplier.
UNFPA will not be committed to purchase any minimum quantity of the goods, and purchases will be made only if and when there is an actual need. UNFPA shall not be liable for any cost in the event that no purchases are made under any resulting LTA. All reductions in market prices mandated by the provider will be passed on in full to UNFPA

UNFPA reserves the right to make multiple arrangements and sign multiple LTAs, if it is deemed this to be in UNFPA’s best interest.
