JOB TITLE: Senior Financial Management Consultant
LOCATION: Aden, Yemen
REPORT TO: Executive Director

BACKGROUND & PURPOSE:

Field Medical Foundation (FMF) is a national NGO in Yemen managing a substantial portfolio of humanitarian grants. As FMF scales, we are committed to achieving the highest international standards of financial governance and "Audit-Readiness."
FMF is seeking a Senior Financial Management Consultant to conduct a comprehensive diagnostic of the Finance Department’s processes, staff capacity, and internal controls. This consultancy will use the observations and evidence from two (2) designated active project files as a diagnostic baseline to identify organizational gaps and recommend prioritized structural reforms.

SCOPE OF WORK:

The consultant will evaluate the "Finance Ecosystem" through the following integrated activities:

A. Evidence-Based Diagnostic (Baseline)

  • Use the financial management records and existing audit/spot-check observations of two (2) projects to identify systemic trends in non-compliance (e.g., eligibility, archiving, delayed payment, and fund separation).

B. Staff & Competency Assessment

  • Conduct individual technical interviews with all Finance Department staff to assess competency levels, workload distribution, and role clarity.
  • Map current skills against the requirements of international donor standards.

C. 360-Degree Organizational Feedback

  • Conduct meetings with all Department Managers (Programs, Operations, HR, etc.) to evaluate the Finance Department’s performance as a support function and identify coordination bottlenecks.

D. Structural & Process Analysis

  • Evaluate the current organizational chart, internal approval workflows, and the adequacy of existing financial procedures.
  • Identify high-risk gaps in the current financial management environment and recommend structural changes to improve oversight.

E. Executive Advisory

  • Maintain frequent, high-level briefings with the Executive Director to guide the restructuring process and provide real-time strategic advice.

EXPLICIT EXCLUSIONS

To ensure a focused diagnostic, this consultancy does not include:

  • Operational Process Auditing: No auditing of the internal processes of the other departments. The review is strictly limited to their outputs (vouchers, contracts, etc.) as they relate to financial compliance.

MANDATORY DELIVERABLES

1.    Inception Report: Confirmed workplan submitted within 3 days of contract start.
2.    Comprehensive Diagnostic Report: A detailed analysis of systemic financial risks and staff competency.
3.    Prioritized Action Matrix: A roadmap of recommendations categorized by priority (Critical/High/Medium).
4.    Finance Competency Map: Evaluation of the Finance team structure and performance with specific recommendations for training or restructuring.
5.    Audit Toolkit & Finance Checklists: A set of practical tools (e.g., Monthly Closing Checklists, Compliance Spot-Check Templates) for the Finance and Internal Audit teams to use moving forward.

QUALIFICATIONS:

  • 5-10 years of senior financial or compliance leadership within an INGO.
  • Proven track record in organizational restructuring and multi-donor audit management.
  • High proficiency in English and Arabic.
