About the job

Overall purpose of the role: 

DRC Yemen is seeking an experienced WASH Officer/Engineer to ensure that water, sanitation, and hygiene activities are implementing effectively, professionally, and in accordance with the culture and practices of the local population. It is a key DRC position, with DRC expecting that the post holder will be qualified and possess WASH and civil engineering skills, knowledge, and attitude to be immediately effective in the field. These include the active involvement and the full participation by all authorities and community leaders/members.The WASH Officer/Engineer will report to the WASH Manager in the North Area Office. 

Geographic scope: Country (Yemen)                            

This position is based in Sa’ada, with frequent travel to field/targeted locations.

Main Responsibilities:

  • Provide technical and professional support to the WASH field team and Community Health Volunteers (CHVs) on water, sanitation, and hygiene matters.
  • Ensure the availability of accurate, complete and up-to-date information required for effective WASH project design, implementation, management, monitoring, and evaluation at district and governorate levels.
  • Coordinate with WASH Manager and other officers/assistants for technical advice, integration of the other sectors’ components with other project thematic interventions during planning, designing and implementation.
  • Participate in KAP, baseline/technical assessments of community WASH infrastructure, including community water points, water network projects, solar water pump systems, sewage systems and HHs latrines.
  • Develop/review BoQs and drawings for the WASH rehabilitation activities and provide them in accurate and correct specifications.
  • Analysis of the WASH needs as per the DRC and cluster criteria/standards. 
  • Support to form/reactivate and capacitate the CWMCs.
  • Support to organize the various community-level sanitation and hygiene campaigns as well as manage all WASH supplies and the IEC materials for distribution.
  • Support to design and conduct the district, school and health clinics level water, sanitation and hygiene-related events.
  • Support to organize WASH-related training, orientation, workshop at the district level. Maintain links with relevant institutions such as Cleaning Fund and GARWSP to ensure good quality intervention related to Cholera response, in coordination with the Project Coordinator.
  • Coordinate and organize the process of review and joint monitoring of the WASH project with government counterparts and relevant stakeholders for review and monitoring of WASH project to ensure achievement of objectives and attainment of high-quality interventions. Recommend corrective actions when necessary to meet the objectives
  • Conduct regular visits to project sites to provide technical guidance/support and identify issues that need timely action and support at different levels.
  • Actively monitor WASH project activities at site level, ensuring the quality of DRC’s program, reporting and flagging concerns to the project Manager.
  • Facilitate the process of capturing, documenting, and disseminating project experiences, achievements, good practices as lessons learnt, case studies, and progress reports related to WASH to concerned stakeholders.
  • Work as a WASH team member and maintain smooth coordination and communication with other project’s staff members.
  • Contributing to the preparation of internal and external reports including regular reports, expenditure reports and projection plans.
  • Support WASH team on preparation of weekly work plan including vehicle movement plan for the WASH team in coordination with SC and safety department to ensure the safety of the staff and share with line manager.
  • Preparation and compile all weekly, monthly activities progress reports and field visit reports and sharing with the line manager promptly.
  • Ensure the integration of gender, protection, social inclusion, environment, and other cross-cutting issues to the design, implementation, and development of WASH construction activities and ensure that activities take into account the needs of specific groups and individuals, especially children, the elderly, and disabled.
  • Accomplish the other necessary activities related to the office and project and tasks assigned by the Supervisor.

Essential qualities and experiences: 

1.    Bachelor’s degree in civil Engineering.
2.    At least 3- year of experience in the design and implementation of WASH interventions.
3.    Previous works in INGOs is preferably. 
4.    Solid skills in AutoCAD, MS Word, Excel, Outlook, and PowerPoint
5.    Ability to work in a multicultural context as a flexible and respectful team player. 
6.    Understanding of gender, protection and human rights. 
7.    Strong networking, interpersonal and presentation skills.
8.    Self-motivated and able to work with a minimum of guidance.
9.    Preferably a resident of the target governorate.

Languages: (indicate fluency level)

  • Very good English language (written and spoken)
  • Fluency in Arabic language (written and spoken) 
  • Excellent report writing skills in English and Arabic.

We offer

Contract length: DRC will offer the successful applicant a contract till 31st August 2025, renewable dependent on both funding and performance.

Work place: Sa’ada with frequent travel to the field.
Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for National. This position will be placed at level (NMH2).
