Polish Humanitarian Action (PAH) is looking for a Protection Officer (national position):

Position: Protection Officer (national position)
Location: Marib, Yemen with travels inside Yemen 
Contract details: Permanent / Full-time–depending on the grant
Duration: A full time position with a probationary period of 3 months
Starting date: ASAP

Polish Humanitarian Action (PAH) is a non-governmental organization. For 25 years, we have been providing relief in emergencies worldwide. We also run missions in several countries in crisis. Our interventions – of both humanitarian and development character – have been carried out in 48 countries so far. We concentrate on ensuring sustainable and stable development of regions suffering the consequences of war and/or natural disasters. We possess long-standing expertise in Water, Sanitation and Hygiene (WASH), but also implement projects in Food Security and Livelihoods (FSL), psychosocial support (PSS), as well as Primary Health, Nutrition and Education. About PAH Yemen Mission 

PAH Yemen Mission has been officially established in July 2019 and currently provides humanitarian assistance in WASH, Health, Education in Emergencies, CCCM and Protection for most vulnerable communities affected by conflict in Ad Dhale, Abyan, Marib and Aden governorates.

Position reports to:  Program Coordinator 

Responsibilities:

Project Management:

  • Work closely with the Program Manager to motivate and lead a diverse and large number of project staff.
  • Develop comprehensive project plans to be shared with all project staff, including appropriate monitoring tools and strategies to track project progress, quality, and impact.
  • Perform risk management to minimize project risks, proactively create urgent solutions and contingency plans, and ensure project staff remain committed, motivated, and productive throughout the project lifecycle.
  • Provide ongoing oversight, leadership, and guidance to field teams to ensure high-quality project implementation, prioritizing the safety and security of beneficiaries and staff.
  • Ensure effective collaboration and coordination with other sectors, including CCCM, education, WASH, and shelter teams, to enhance a multi-sectoral response that meets the needs of affected populations.

Protection Monitoring and Needs Assessment:

  • Conduct regular assessments to identify protection needs, human rights violations, and breaches of international humanitarian law (IHL).
  • Engage directly with IDP camp residents through surveys and interviews to understand protection risks faced by vulnerable groups, including women, children, and people with disabilities (PWDs).
  • Collaborate with Community-Based Protection Networks (CBPNs) to identify protection gaps and refer cases of abuse or vulnerability for appropriate action.
  • Document findings from field visits and assessments to inform planning and advocacy efforts.

Legal Assistance and Advocacy:

  • Coordinate mobile legal clinics to provide on-site legal assistance, including the issuance of civil documents like birth certificates and ID cards.
  • Facilitate legal awareness sessions to educate camp residents on the importance of civil documentation and the processes for obtaining these documents.
  • Address barriers to accessing documentation, including financial costs, transportation challenges, and limited capacity of local Civil Registration Authority (CRA) offices.
  • Work closely with local authorities to facilitate temporary identification documents for IDPs facing urgent needs.

Technical Support and Capacity Building:

  • Provide technical management and support for the implementation of protection activities in areas of intervention and prepare capacity-building materials.
  • Supervise and guide protection teams on best practices and standards, and devise work plans for field visits in collaboration with relevant project staff.
  • Develop technical tools, templates, and formats with guidance from the Program Manager and support from Data Management staff.

Data Management and Reporting:

  • Draft project progress reports under the supervision of the Line Manager and writing proposals.
  • Regularly review project data to ensure accurate collection, analyze data to meet donor targets, and identify key protection trends for reporting and analysis.
  • Review and finalize protection reports on assessments and incidents for evidence-based referrals and advocacy.
  • Oversee the implementation of activities and data collection by field protection teams, ensuring quality, timeliness, and effectiveness.
  • Prepare protection updates, contribute to SitReps, and submit weekly/monthly reports in compliance with deadlines.

Community Engagement and Coordination:

  • Build and maintain effective communication and collaboration with Program Officers and Assistants to ensure coordinated humanitarian responses.
  • Work closely with other sectors (CCCM, education, WASH, and shelter) to ensure integrated programming and an effective referral system for protection cases.
  • Address beneficiary feedback, concerns, or issues through appropriate mechanisms.
  • Undertake regular field visits to monitor project implementation, obtain beneficiary feedback, and address concerns.
  • Develop and maintain relationships with INGOs, community leaders, service providers, and stakeholders to enhance coordination and information dissemination.

Logistics and Resource Management:

  • Liaise with logistics and finance departments to ensure protection activities have the required resources and maintain necessary records and paperwork.
  • Provide guidance to field protection staff to establish transparent, functional, and respectful relationships with targeted communities.

Other Duties:

  • Attend cluster meetings, conferences, and training as required to maintain proficiency.
  • Perform any other tasks assigned by the supervisor to meet project and organizational goals.

Requirements:

Educational Requirements: 

  • A Bachelor in social sciences, law, or any related field.

Work Experience: 

  • At least 3 years of experience working with INGOs/NGOs in the protection sector, with prior project management experience, ( More than 3  years desirable).

  • Proven experience in managing donor-funded projects, ensuring compliance with donor requirements, and contributing to proposal development.
  • Familiarity with the implementation of protection projects preferred.

  • Experience in providing training and support to project staff.
  • Strong conceptual understanding of protection issues, including PAH’s approach to protection work.
  • Knowledge of Protection Cluster mechanisms and coordination with protection actors.
  • Proficiency in using smart data collection tools such as KOBO and ensuring data confidentiality.

  • Ability to manage field staff in challenging situations and provide capacity-building support.

  • Native Arabic and strong English skills.
